It is forbidden to use scrap steel to make iron in small electric furnaces and blast furnaces with high energy consumption. Sixteenth metal recycling offices at all levels should do a good job in the information service of scrap metal recycling, organize and guide the relevant units to sign scrap metal supply and marketing contracts. Seventeenth scrap metal recycling business units should use the special notes printed by the tax authorities. The transaction price of scrap metal shall be determined by both parties through consultation. The transport unit shall not carry scrap metal without the certificate of foreign transport. Nineteenth scrap metal recycling business units in scrap metal recycling found suspicious persons, suspicious items or stolen goods required by the public security organs, should promptly report to the public security organs, and detain the suspicious items and stolen goods, and shall not conceal or cover up.
