Article 4 The municipal, county (city) and district public security organs are the administrative departments in charge of non-motor vehicle management, and their specific duties are:

(2) Handling bicycle registration, transfer and transfer procedures;

(3) Checking the number plate (certificate) of non-motor vehicles;

Article 6 If it is necessary for individuals to change the owner of bicycles due to buying, selling, giving or other reasons, the new owner must hold the original owner's number plate, special invoice for bicycles and his identity certificate, and go through the formalities of name change and transfer at the non-motor vehicle management institution of the local public security organ.

Illegal transactions are prohibited. Seventh bicycles, human tricycles, truck license (certificate) according to the implementation of the annual inspection system, and in accordance with the provisions of the fee charged. The license plate shall not be disassembled or separated at will.

It is forbidden to install mechanical devices on non-motor vehicles.
