Article 3 These Regulations shall apply to the urban parts of Pingshan District, Mingshan District, Xihu District and Nanfen District of this Municipality. Article 4 The competent department of city appearance administration of the municipal and district people's governments shall be in charge of the city appearance work within their respective administrative areas.

Article 5 All units and individuals have the right and obligation to maintain the city appearance. Chapter II City Appearance Planning Article 6 The Municipal People's Government shall prepare a city appearance plan and incorporate it into the overall city planning. Article 7 The following principles shall be followed in the preparation of city appearance planning:

(1) Determine the theme characteristics according to the nature of the city and the regional environment;

(5) Adapting to social and economic development. Article 8 The appearance of new urban areas shall be higher than the city appearance standards stipulated by the state.

the appearance of the old urban areas shall conform to the urban appearance standards stipulated by the state. Chapter III Appearance Management of Buildings and Structures Article 9 Buildings and structures on both sides of urban roads and in prosperous areas shall be kept intact and clean.

Chapter IV Appearance Management of Roads and Streets Article 15 Urban roads should be kept intact and clean. The establishment of bazaars and stalls in other roads shall be planned by the municipal administrative department of city appearance in conjunction with relevant departments in a unified way, and shall be examined and approved in accordance with relevant regulations. Nineteenth approved bazaars, run by the unit responsible for the management of market appearance, according to the designated area and the prescribed time to operate.

Article 21 It is forbidden to slaughter livestock and barbecue food in the open air on both sides of urban roads, to open restaurants without water, to prohibit catering households from randomly discharging wastes, to prohibit occupying roads for business maintenance and cleaning vehicles, and not to pile up materials without authorization. If it is really necessary to pile up materials temporarily, it should be examined and approved according to regulations. Chapter V Appearance Management of Advertising Signs Article 22 The design of outdoor advertisements (including advertising columns), publicity columns, newspaper reading columns, galleries, windows, neon lights, light boxes, plaques, placards, unit signs, etc. shall be submitted to the municipal city appearance management agency for examination and approval in accordance with relevant regulations. Article 23 Slogans for festivals or other celebrations should be hung. Where slogans are hung along the street in urban areas, they must be approved by the city appearance management agency, and the time limit for hanging should be specified. If they are damaged or expired, the setting unit should remove them in time.
