Article 3 These Regulations shall apply to the urban parts of Pingshan District, Mingshan District, Xihu District and Nanfen District of this Municipality. Article 4 The competent department of city appearance administration of the municipal and district people's governments shall be in charge of the city appearance work within their respective administrative areas.

Chapter II City Appearance Planning Article 6 The Municipal People's Government shall prepare a city appearance plan and incorporate it into the overall city planning. Article 7 The following principles shall be followed in the preparation of city appearance planning:

If it is really necessary to pile up materials temporarily, it should be examined and approved according to regulations. Chapter V Appearance Management of Advertising Signs Article 22 The design of outdoor advertisements (including advertising columns), publicity columns, newspaper reading columns, galleries, windows, neon lights, light boxes, plaques, placards, unit signs, etc. shall be submitted to the municipal city appearance management agency for examination and approval in accordance with relevant regulations. Article 23 Slogans for festivals or other celebrations should be hung. Where slogans are hung along the street in urban areas, they must be approved by the city appearance management agency, and the time limit for hanging should be specified. If they are damaged or expired, the setting unit should remove them in time.
