On March 20 18, the office of the US Food and Drug Administration in the State Council issued the Emergency Notice on Preventing Waste Oil from Flowing into Catering Services (Food and Drug Administration [20 10] No.25). The "Emergency Notice" pointed out that some media reported that criminals were processing "gutter oil". In order to prevent "gutter oil" from flowing into catering services and effectively protect consumers' food safety, please quickly organize supervision and inspection on the procurement and use of edible oil in catering service units, and strictly check the inspection records of catering service units and the implementation of the system of claiming certificates and tickets. At the same time, we must attach great importance to complaints and reports from the masses and verify clues in time. If it is found that the source of edible oil purchased by catering service units is unknown, or "gutter oil" is purchased and used, it is necessary to supervise the catering service units to immediately stop using and destroy it, and at the same time severely investigate and deal with it according to law. If the circumstances are serious, the license shall be revoked. The urgent notice also requires the health departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government and the Food and Drug Administration to report the supervision and inspection to the Food Safety Supervision Department of the US Food and Drug Administration before the end of April.

The Measures for the Supervision and Administration of Food Safety in Catering Services was promulgated.

In order to standardize the catering industry and food market, the Measures for the Administration of Catering Service License and the Measures for the Supervision and Administration of Catering Service Food Safety of the Ministry of Health will be officially implemented on May 1, and the maximum penalty for making processed food from recycled food is 1 10,000 yuan. In accordance with the provisions of the Measures for the Supervision and Administration of Food Safety in Catering Services, if recycled food is used as raw materials, or non-food raw materials are used to make processed food, or chemicals other than food additives and other substances that may endanger human health are added to make processed food, the illegal income of the producers and operators and the food and tools illegally produced and operated shall be confiscated by the competent authorities; If the value of food confiscated is less than 6,543,800 yuan, a fine of 2,000 yuan to 50,000 yuan shall be imposed; If the value of the goods is more than 6,543.8+0,000 yuan, a fine of more than five times and less than ten times the value of the goods shall be imposed; If the circumstances are serious, the license shall be revoked. The new regulations also stipulate that the person in charge of the unit whose catering service license has been revoked shall not engage in catering service management within five years from the date of making the punishment decision. The new regulations also clarify that catering service providers should establish a system of incoming inspection and ticket collection for food, food raw materials, food additives and food-related products, and the retention period of records and bills should not be less than 2 years. The food and drug supervision and administration department shall order the catering service provider to make corrections and give a warning in violation of the provisions on the purchase of goods by claiming certificates and tickets; Refuses to correct, a fine of 2000 yuan and 20 thousand yuan; If the circumstances are serious, it shall be ordered to suspend business until the license is revoked.
