Gannan Road in Lanzhou City is called Bar Street, and bars are basically gathered in this and nearby blocks. I'm not familiar with the situation of bars, so it's hard to say which one is more upscale.

KTV has a relatively large scale, including Leopard House (on the upstairs of Xinhai Hotel in the southwest corner of Panxuan Road), Rubik's Cube (near the northwest corner of Gaolan Road-Gannan Road), Western Cashier (on the west side of the southern end of Jiuquan Road), and the one above CR Vanguard Supermarket opposite Lanzhou University is also relatively large.
