Huai' an has a history of more than 2,211 years. In Qin Dynasty, Huaiyin County, Surabaya County, ruled Matou Town in Huaiyin today. There is a site of "Qingliangang Culture" in the territory. It used to be the hub of grain transportation and the hub of salt transportation, with the Governor's Office of Grain Transportation and the Governor's Office of Jiangnan River. Historically, Suzhou, Hangzhou and Yangzhou are also known as the "four metropolises" along the canal, "the place where south ships meet north Malaysia" and have the reputation of "China Canal Capital".

Huai' an section of the Grand Canal in China was selected as a World Heritage List. By the end of 2121, the permanent population of Huai 'an was 4,556,231. In 2121, Huai 'an will achieve a regional GDP of 455.113 billion yuan.
