Chapter I General Provisions Article 1 In order to strengthen the management of scenic spots in Dali, effectively protect and speed up the development and scientific utilization of scenic spots resources, and promote the development of national economy and social undertakings, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional National Autonomy, the Provisional Regulations on the Administration of Scenic Spots issued by the State Council and other relevant laws and regulations. Article 2 Dali Scenic Spot is a national key scenic spot with beautiful scenery, numerous cultural relics, rich ethnic customs and good climatic conditions. It is a multifunctional and large-capacity plateau mountain and lake scenic spot integrating sightseeing, vacation, recuperation and economic, scientific research and cultural activities. Article 3 The master plan of Dali Scenic Area approved by the State Council is the basis for the protection, construction and management of Dali Scenic Area.

Dali attractions include Cangshan Erhai Lake, Shi Baoshan, Jizu Mountain, Weibaoshan and Chibi Lake Hot Springs. Five scenic spots are made up of several scenic spots. Article 4 Dali scenic spots shall follow the principles of unified planning, strict protection, rational development, accelerated construction, scientific management and sustainable utilization. Seventh units and individuals that develop, construct and operate in Dali scenic spots must respect and safeguard the autonomy of the organs of self-government and take care of the interests of the local people of all ethnic groups. Eighth units, troops and individuals engaged in activities in Dali scenic area must abide by these regulations. Chapter II Protection Article 9 The range of 10 16.03 square kilometers determined in the overall planning of Dali Scenic Area is the protection scope of these Regulations.

Cangshan Erhai Lake Scenic Area starts from Yudan Ridge in the east, reaches Xi Erhai Lake (including Xiaguan Hot Spring) in the south, reaches Jiufeng Mountain Ridge in Diancang Mountain in the west and reaches Andeyu Mountain in Eryuan in the north.

Chibi Lake Hot Spring Rest and Treatment Area includes Chibi Lake and Jiuqitai Geothermal Area. Tenth Dali scenic spots are divided into three levels of protection. The first level is a key protected area, the second level is a landscape protected area, and the third level is an environmental coordination area.

The first-class protected areas are: Cangshan key vegetation, glacier relics, Erhai water body, Chongsheng Temple Three Pagodas, Nanzhao Dehua Monument, Taihe City ruins; Shi Baoshan Grottoes, Baoxiang Temple and Danxia landform; Jizushan Temple, ancient temple ruins, Tianzhu Peak, Nodding Peak, virgin forests and landforms; Weibaoshan ancient architectural complex and Nanzhao site; The water body of Chibi Lake, geothermal resources of hot springs, and ancient and famous trees in scenic spots and cultural relics protection units announced by the people's governments at or above the county level. Article 11 The scope of protected areas at all levels shall be delineated by the people's governments of the cities and counties where the scenic spots are located according to the overall planning and local actual conditions, and inscriptions shall be erected to indicate the battery limits. All kinds of boundary markers and boundary markers shall not be moved or destroyed. Twelfth first-class protected areas must strictly protect the original natural features and cultural landscape. In addition to the necessary protection and sightseeing facilities set up in accordance with the unified planning, no other facilities shall be built. It is strictly forbidden to dig sand and borrow soil, cut mountains and quarry, build new graves and graze.

The development and construction of secondary protected areas must carry out environmental impact assessment and landscape impact assessment. No new projects and facilities that change landforms, destroy landscapes and pollute the environment shall be built.

The development and construction of three-level protected areas should be coordinated with the scenic environment. Article 13 For the protection of cultural relics protection units, Dali national historical and cultural city and Weishan provincial historical and cultural city, the people's governments of the cities and counties where they are located shall formulate protection plans and measures in accordance with the Law on the Protection of Cultural Relics in People's Republic of China (PRC) and the Measures for the Implementation of the Law on the Protection of Cultural Relics in People's Republic of China (PRC) Province, and carry out protection, construction and management. Article 14 Strictly protect the ancient buildings, ancient stone carvings, ancient gardens, ancient cultural sites, ancient tombs, revolutionary sites, monuments and other cultural relics and their environment in Dali Scenic Area according to law, and implement measures such as fire prevention, earthquake prevention, flood control, moth prevention, theft prevention, explosion prevention and lightning protection. Regular maintenance, strengthen management.

Ethnic villages, market towns, ancient bridges, post roads, checkpoints and castles with cultural and historical value in scenic spots should maintain their features. Temples, temples and halls should be protected according to law and restored selectively according to the national religious policy. Monuments that have not been repaired are marked. Sixteenth Dali scenic spots should strengthen afforestation and closing hillsides to facilitate afforestation. Strictly protect flowers, trees and natural vegetation. Old and famous trees should be listed and marked, files should be established, tending management should be strengthened, and logging is strictly prohibited.

Maintain the habitat of wild animals in the scenic spot. Strengthen the protection of rare birds, animals and insects, and prohibit injury and killing.
