1. The applicant submits a written application to the local people's government at or above the county level, and provides the certification materials required for the change of basic farmland into commercial service land.

2. The applicant shall submit to the local people's government at or above the county level a plan to convert basic farmland into commercial service land.

3. After the approval of the local people's governments at or above the county level, the planning scheme of changing basic farmland into commercial service land shall be submitted to the provincial people's government for approval.

4. The planning scheme of changing basic farmland into commercial service land shall be approved by the provincial people's government and submitted to the State Council for approval.

5. The plan of changing basic farmland into commercial service land shall be submitted to the Ministry of Land and Resources for approval after being approved by the State Council.

6. After the approval of the Ministry of Land and Resources, the plan for changing basic farmland into commercial service land shall be submitted to the local people's government at or above the county level for approval.

7. After being approved by the local people's governments at or above the county level, formally approve the planning scheme for converting basic farmland into commercial service land, and issue the procedures for converting basic farmland into commercial service land. "Land for commercial facilities" refers to the land used for various commercial sales activities, restaurants, hotels and other activities.
