What is green food certification? Is it hard to get?

Green food certification is a green and pollution-free food that can be used according to the Green Food Label Management Law. This procedure is formulated, and all domestic enterprises with green food production conditions can apply for green food certification according to this procedure, which shall be stipulated separately by overseas enterprises.

green food certification conditions and process certification application conditions

Any domestic enterprise with green food production conditions can apply for green food certification according to this procedure. Overseas enterprises shall be stipulated separately. The applicant must be an enterprise legal person. Social organizations, non-governmental organizations, governments and administrative agencies are not allowed to be applicants for green food. At the same time, applicants are also required to meet the following requirements:

1. Have the environmental and technical conditions for green food production;

2. The production has a certain scale, with a relatively perfect quality management system and strong anti-risk ability;

3. The processing enterprise must have been in production and operation for more than one year before accepting the application. Certification process

Acceptance of document review

After receiving the above application materials, the Provincial Green Office will register and number them. Complete the examination of the application for certification materials within 5 working days, and issue a Notice of Opinions on Document Examination to the applicant, and send a copy to the Certification Office of the Center.

if the application materials for certification are incomplete, the applicant is required to submit supplementary materials within 11 working days after receiving the notice of opinions on document review.

if the application materials are unqualified, notify the applicant that the application will no longer be accepted in this growth cycle.

if the application materials are qualified, article 3 shall be implemented.

On-site inspection

The Provincial Green Office should specify the on-site inspection plan in the Notice of Opinions on Document Review, and appoint two or more inspectors to conduct on-site inspection after the plan is confirmed by the applicant.

inspectors shall inspect the relevant items one by one according to the green food inspector's work manual (for trial implementation) and the technical specification for investigation of environmental quality in green food producing areas (for trial implementation). Each inspector shall fill in the on-site checklist and inspection opinions separately. On-site inspection and environmental quality status investigation shall be completed within 5 working days, and the on-site inspection and evaluation report, environmental quality status investigation report and relevant investigation data shall be submitted to the Provincial Green Office within 5 working days after completion.

if the on-site inspection is qualified, product sampling can be arranged. Where the applicant provides the product quality inspection report issued by the designated product monitoring agency for green food in the past year, and it is confirmed by the inspector that it meets the inspection items and quality requirements of green food products, product sampling inspection is exempted.

arrange product sampling for products that have passed the on-site inspection and need to be sampled:

If the products that are suitable for smoking can be drawn at that time, the inspector shall arrange product sampling according to Green Food? Product sampling technical specification "for product sampling, and fill in the" green food product sampling form ",and send a copy of the sampling form to the central certification office. Special products (such as animal products, etc.) shall be stipulated separately.

if there are no products suitable for smoking at that time, the inspector and the applicant will determine the sampling plan on the spot, and send a copy of the sampling plan to the central certification office.

The applicant will send the samples, product implementation standards, Sampling Sheet of Green Food Products and inspection fees to the designated product monitoring institutions of green food.

if the on-site inspection is unqualified, no product sampling will be arranged.

environmental monitoring

the investigation on the present situation of environmental quality in the producing area of green food is completed simultaneously by the inspector during the on-site inspection.

after investigation, it is confirmed that the environmental quality of the producing area conforms to the conditions of exemption from measurement stipulated in the Technical Specification for Investigation of Environmental Quality Status of Green Food Producing Areas, and environmental monitoring is exempted.

according to the relevant provisions of the "technical specification for investigation of environmental quality in green food producing areas", if it is confirmed by investigation that environmental monitoring is necessary, the provincial green office shall notify the designated environmental monitoring institutions of green food in writing to carry out environmental monitoring within 2 working days after receiving the investigation report, and send a copy of the notice to the central certification office.

after receiving the notice, the designated environmental monitoring agency will issue an environmental monitoring report within 41 working days, and submit it directly to the central certification office together with the completed Green Food Environmental Monitoring Form, and send a copy to the Provincial Green Office.

product testing

after receiving the samples, product implementation standards, green food product sampling sheet and testing fee, the designated product monitoring institution of green food will complete the testing work within 21 working days, issue a product testing report, submit it to the central certification office together with the completed Green Food Product Testing Form, and send a copy to the Provincial Green Office.

certification audit

after receiving the inspector's on-site inspection and evaluation report and the environmental quality status survey report, the provincial green office will sign the review opinions within 3 working days, and submit the certification application materials, the inspector's on-site inspection and evaluation report, the environmental quality status survey report and the Provincial Green Office's Green Food Certification Form to the central certification office.

after receiving the materials submitted by the provincial green office, environmental monitoring report, product testing report and the questionnaire on the basic situation of applying for green food certification directly sent by the applicant, the central certification office will register and number, issue an acceptance notice within 2 working days after confirming the receipt of the latter material, notify the applicant in writing and send a copy to the provincial green office.

the certification office of the center will organize examiners and relevant experts to review the above materials, and make an audit conclusion within 21 working days.

if the audit conclusion is "in doubt, on-site inspection is needed", the central certification office will complete the on-site inspection plan within 2 working days, notify the applicant in writing and send a copy to the provincial green office. After being confirmed by the applicant, the inspector will be sent to conduct on-site inspection again within 5 working days.

if the audit conclusion is that "the materials are incomplete or need to be supplemented", the central certification office will send the green food certification audit notice to the applicant and send a copy to the provincial green office. The applicant shall submit the supplementary materials to the central certification office within 21 working days, and send a copy to the provincial green office.

if the audit conclusion is "qualified" or "unqualified", the central certification office will submit the certification materials and certification audit opinions to the green food review Committee.

certification review

the green food review Committee will conduct a comprehensive review within 11 working days after receiving the certification materials and the audit opinions of the certification department, and make a final certification conclusion.

the final conclusion of certification is divided into two situations:

(1) certification is qualified

(2) certification is unqualified

the conclusion is "certification is qualified", and the center notifies the enterprise applying for certification in writing to sign the License Contract for the Use of Green Food Labels with the center within 61 working days, and copies it to the Provincial Green Office.

if the conclusion is "unqualified certification", the secretariat of the evaluation committee will send the Notice of Certification Conclusion to the applicant within 2 working days after making the final conclusion, and send a copy to the Provincial Green Office. This production cycle will no longer accept its application.

Certification

The center will send the relevant documents for accreditation to the "certified qualified" applicant within 5 working days, and send a copy to the Provincial Green Office. The applicant shall sign the License Contract for the Use of Green Food Marks and Trademarks with the Center within 61 working days.

products that have passed the green food certification can use the green food logo in a unified format, and the validity period is 3 years, counting from the day when they obtain the certificate through certification. After the expiration, the production enterprise must reapply for certification, and can continue to use the logo after it is approved, and change the number on the logo. It takes half a year from re-application to certification, during which the production enterprises are allowed to continue to use the green food logo. If the re-application fails to pass the certification, the enterprise must immediately stop using the logo. In addition, within the 3-year validity period, the center will also inspect the product according to the environmental, production and quality standards of green food every year. If it does not meet the requirements, the center will cancel the product use mark.
