The main task of this meeting is to conscientiously implement the spirit of the 18th National Congress of the Communist Party of China and the national and provincial environmental protection work conferences, sum up experience, analyze the situation, and comprehensively promote the environmental protection work in our city under the guidance of ecological civilization construction. Just now, Comrade Qin Ke reported the relevant situation. Later, Mayor Ma will make an important speech, and everyone should earnestly implement it. Below, I would like to make a few comments.

1. Affirm the achievements, recognize the situation clearly, and earnestly enhance the sense of responsibility and urgency for doing a good job in environmental protection

Over the past year, the whole city has resolutely implemented various decisions and arrangements made by the central and provincial governments on environmental protection, persisted in optimizing economic development with environmental protection, promoted the improvement of people's livelihood, made effective progress in pollution reduction, and rectified key industries, and achieved all the objectives and tasks.

(a) the city's environmental quality continued to improve. In 2112, the number of days with excellent ambient air quality in urban areas was 319 days, exceeding the provincial target of 292 days; The average concentration of inhalable particulate matter (PM11) in urban air decreased by 6% compared with the same period of last year, and the daily average values of SO2 and NO2 further decreased compared with last year. The average amount of dustfall in urban areas is 12.7 tons/km2 month, which is much lower than the national recommended standard of 18 tons. The comprehensive compliance rate of responsibility target assessment of provincial surface water control section is 111%, and the water quality compliance rate of urban centralized drinking water sources is maintained at 111%. The quality of urban acoustic environment is in good condition, and the noise pollution shows an overall downward trend. The radiation environmental quality of the whole city is maintained at the natural background level.

(2) The task of reducing the total amount of pollutants was successfully completed. Actively promote pollution reduction projects to promote the annual activities, and 191 key emission reduction projects were basically completed and put into operation. 23 backward production processes and equipment were closed and eliminated, and the cleaner production audit task of 11 enterprises was completed. Linzhou and tangyin county sewage treatment plants passed the acceptance inspection, and Beixiaozhuang sewage treatment plant was completed and put into trial operation; Linzhou Hezong Village Sewage Treatment Plant realizes partial reuse of reclaimed water. Agricultural pollution reduction has been fully rolled out, and 143 livestock and poultry breeding enterprises have implemented pollution control facilities. After preliminary verification, in 2112, the emissions of chemical oxygen demand, ammonia nitrogen, sulfur dioxide and nitrogen oxides in the city decreased by 8.19%, 5.77%, 6.41% and 4.45% respectively.

(3) The comprehensive improvement of the environment has achieved remarkable results. The "clear water project" and "blue sky project" were further promoted, the environmental quality of surface water in the city continued to improve, and the motion of the National People's Congress on dust control in urban areas was successfully closed. In the dust control work, the Municipal Environmental Protection Bureau, the Housing and Construction Bureau, the Transportation Bureau, the Administrative Law Enforcement Bureau, and the environmental sanitation department all performed their duties and cooperated closely. The Municipal People's Congress conducted supervision, inspection and on-site guidance for many times, which made this work achieve remarkable results and initially established a long-term management mechanism. The comprehensive improvement of Shui Ye Town, Tongye Town, Lingyang Town and Neihuang Ceramic Industrial Park has achieved remarkable results and has been affirmed and praised by the provincial government. Breakthroughs have been made in comprehensive environmental improvement in steel, printing and dyeing, medical treatment and other industries. Eight steel enterprises have completed the tasks of comprehensive environmental improvement and desulfurization of sintering machines, more than 21 printing and dyeing enterprises have installed on-line monitoring equipment for discharged wastewater, and five heavy metal enterprises have completed the task of cleaner production audit. Effective progress has been made in the prevention and control of motor vehicle exhaust pollution, and the pilot work of oil and gas recovery and control in 22 gas stations has been completed.

(4) the rural ecological environment has been further strengthened. The "rural cleaning project" was further promoted, and 2 provincial-level ecological towns and 22 ecological villages were created, and 53 municipal-level ecological villages were named, and the fund of "replacing compensation with awards" was 1.93 million yuan. Nine central and provincial comprehensive rural environmental improvement projects were completed, with a special fund of 21 million yuan, and rural environmental improvement projects in three towns in tangyin county were started. Complete the relocation (or closure) task of 11 breeding enterprises in the livestock and poultry breeding ban area. The effect of straw burning ban in summer and autumn has become one of the best years over the years.

(5) people's livelihood and environmental problems have been effectively solved. Throughout the year, 115 cases of environmental violations were filed and punished, and 11 proposals of the National People's Congress and the CPPCC were handled. The visit rate, satisfaction rate and timely completion rate of deputies were all 111%; 1551 letters and visits were accepted, and the acceptance rate, return visit rate and completion rate on schedule were all 111%, and the satisfaction rate of the masses was 111%. Properly disposed of the water pollution accident caused by aniline leakage in Changzhi city on "12 31". After this incident, the city quickly launched an emergency plan to overcome the difficulty of receiving information late, and responded scientifically and decisively, effectively controlling the development of the situation and maintaining the overall social stability. In the process of disposal, Mayor Ma repeatedly gave instructions and personally gave guidance, and the municipal emergency office, publicity office, food safety office, environmental protection bureau, agriculture bureau, animal husbandry bureau, water conservancy bureau, housing and construction bureau, health bureau and other departments acted in unison and cooperated with each other to ensure the scientific and effective disposal of the incident. Linzhou City, Anyang County and Long 'an District took the protection of people's livelihood as their primary responsibility, invested a lot of manpower and material resources, and did a good job in emergency prevention and control at all costs. The disposal work in our city was fully affirmed by the Ministry of Environmental Protection and the provincial government.

(6) environmental supervision has been further strengthened. In view of the heavy development task and the heavy pressure of environmental protection work, the frequency and coefficient of environmental monitoring in the city have been further improved. The budget targets of 641 key enterprises were comprehensively approved, and the provincial total budget targets were completed. The environmental impact assessment of industrial clusters, industrial parks and industrial clusters has been further strengthened. The city has approved 641 construction projects and rejected 17 high-pollution and high-energy projects that do not meet the environmental protection industrial policy, effectively promoting the optimization and upgrading of the industrial structure of our city.

over the past year, our city has made great progress in environmental protection, and the achievements are obvious to all. But at the same time, we must also clearly realize that the environmental situation in our city is still grim, and we still face many outstanding problems. First, from the perspective of economic structure, the industrial structure of our city is not reasonable, and the structural, compound and compressed environmental problems formed over the years are being concentrated. How to tap the potential and ensure the environmental capacity of the project construction is under greater pressure. Second, from the point of view of pollution composition, environmental pollution such as surface water pollution, air pollution and garbage pollution has not been effectively controlled. In addition, problems such as motor vehicle exhaust pollution, building construction and road dust and lampblack pollution are still prominent. Third, from the perspective of regional development, rural environmental protection is absent and not in place, agricultural non-point source pollution is prominent, and the collection and treatment mechanism of rural domestic sewage and domestic garbage is not perfect. Fourth, from the perspective of environmental protection tasks, according to the new "Environmental Air Quality Standard" evaluation, the air quality compliance rate of our city will drop significantly, and it is more difficult to complete the annual target tasks. Fifth, from the perspective of specific environmental problems, since this year, environmental safety incidents have become high, such as persistent smog weather, Shanxi aniline leakage water pollution accident, Honghe cadmium pollution, Anyang River chromium pollution, etc., which has put forward a severe test for our emergency response ability and disposal ability. In the first quarter of this year, the phenomenon of excessive ammonia nitrogen appeared in the cross section of the outbound river in our city many times, which was notified by the province. These problems urgently need us to take effective measures to solve in our future work.

at present, the central government has promoted the construction of ecological civilization to the strategic height of five in one, and the people's demands and appeals for improving the space environment, atmospheric environment, water environment and reducing noise are getting higher and higher. All departments at all levels in the city should seize the opportunity, regard environmental protection as the main position and breakthrough of ecological civilization, actively conform to the trend of "warming up" the attention of the whole society to environmental protection, "sublimate" the understanding of environmental issues, "upgrade" the consideration of environmental protection decision-making, "upgrade" the functional role of environmental protection departments, innovate ideas, highlight key points, actively act and make a difference, and provide for promoting the improvement of people's livelihood environment and the healthy development of the city's economy and society

second, define the tasks, highlight the key points, and do a solid job in all environmental protection work this year

(a) keep a close eye on the task objectives and make every effort to complete the task of reducing emissions of major pollutants. First, we must fully promote structural emission reduction projects. The provincial government has determined the key emission reduction projects in the construction and upgrading of urban sewage treatment plants, denitrification in the power industry, desulfurization in sintering machines in the steel industry, pollution control in large-scale livestock and poultry breeding and pollution control in key industries this year. These are hard tasks and hard targets, which must be completed on schedule. The main time nodes include: before June 31 this year, the upgrading and reconstruction project of Neihuang Sewage Treatment Plant, Anyang Beixiaozhuang Sewage Treatment Plant and other projects will be completed and passed the acceptance. Before October 31, 2111, the 31,111-ton reclaimed water reuse project of Mingbo Water, Huarui Animal Husbandry Biogas Project in Neihuang County, denitration facilities of units 1, 2 and 9 of Datang Anyang Power Plant, sintering machine 2 of Anyang Iron and Steel Company, sintering machine 1 of Yaxin Steel and denitration facilities of cement kiln 1 of Haihuang Yimin Cement will be completed and put into operation. Before February 31th, the sewage treatment and reclaimed water reuse project in Linzhou Economic Development Zone, the sewage treatment project in Anyang New District, the sewage treatment and reclaimed water reuse project in the south of tangyin county City, and the Huanbei Sewage Treatment Plant in Anyang City should be completed and passed the acceptance. I hope that everyone will earnestly enhance their awareness of the project and time, and increase their efforts to ensure that the project is completed on schedule. Second, we must fully promote the reduction of agricultural source pollution. Vigorously carry out special actions for pollution control of livestock and poultry breeding enterprises, strengthen pollution control of livestock and poultry breeding enterprises above designated size, and implement the relocation and integration of enterprises in prohibited areas. Strengthen data and information communication in agriculture, animal husbandry, environmental protection, statistics and other departments to ensure the scientificity and consistency of the city's emission reduction data. Third, we should fully promote detailed management and promote emission reduction. Vigorously carry out special environmental protection actions for illegal sewage enterprises, improve the comprehensive desulfurization and denitrification efficiency of power enterprises, the load rate of urban sewage treatment plants and the removal rate of chemical oxygen demand and ammonia nitrogen, and improve the emission reduction efficiency of pollution control facilities. We will continue to carry out comprehensive environmental improvement work in key industries such as textile printing and dyeing, chemical industry, slaughter and medical institutions to ensure the stable discharge of pollutants up to standard. Strengthen the budget management system of the total discharge of major pollutants, implement the binding management of the total budget, and promote the optimal allocation of environmental resources and the efficient use of environmental capacity in the city.

(2) implement the "clear water project" and comprehensively deepen the comprehensive improvement of key river basins. First, further strengthen the comprehensive improvement of the "three rivers" environment of Anyang River, Honghe River and Chadian River. We will speed up remediation measures such as the interception of sewage outlets into rivers and the comprehensive management of rivers along the river, strengthen the supervision of key pollutant discharge enterprises, and improve the environmental appearance of areas along the river. The second is to further strengthen the protection of drinking water sources. Illegal aquaculture such as remediation reservoirs shall be banned in accordance with the law, and intensive remediation of aquaculture such as cage fish culture and duck breeding in Zhangwu Reservoir shall be intensified to ensure that the water quality of the cross section of Zhangwu Reservoir controlled by the province meets the assessment requirements of the provincial government. The third is to further strengthen the construction and operation management of sewage treatment plants. Actively study and establish a supervision system linking the allocation of operation fees of sewage treatment plants with the operation effect, and clarify the operation supervision responsibilities of various departments. Increase investment and financing, speed up the construction of sewage treatment plants, upgrading and renovation of sewage plants, reuse of reclaimed water and other projects, and improve the sewage treatment effect and emission reduction capacity. Fourth, we should further improve the supporting pipe network of urban sewage treatment plants, improve the water collection capacity of the city's sewage pipe network, improve the leachate treatment effect of garbage treatment plants, and ensure the normal operation of sewage treatment plants and the discharge of sewage up to standard. It should be emphasized here that the administrative law enforcement departments should strengthen the cleaning and management of septic tanks in residential quarters, and strictly prohibit the direct dumping of waste residue into the sewage treatment pipe network, resulting in the overload operation of ammonia nitrogen in sewage treatment plants. Fifth, we should start the strategy of groundwater protection, strictly limit disorderly exploitation and solve the outstanding problems that threaten the safety of groundwater quality.

(3) implement the "blue sky project" and continue to promote the improvement of the atmospheric environment. First, pay close attention to the establishment of a long-term mechanism. It is necessary to take the PM2.5 monitoring and announcement as an opportunity to continuously promote the prevention and control of dust pollution in urban areas, do a good job in controlling dust from industrial materials, dust from construction sites and dust from roads, and implement a long-term supervision mechanism. The second is to strengthen the rectification of key industries. Further consolidate the results of banning and rectifying coal-fired boilers in urban areas, actively promote the desulfurization project of mechanical coal-fired boilers, increase the promotion of hand-fired boilers and natural gas mobile heating clean energy, and prevent pollution rebound. Actively promote the construction of motor vehicle pollution prevention and control supervision system, and promote the work of motor vehicle exhaust control. Comprehensively carry out oil and gas recovery in urban petroleum product storage and use facilities, and promote the prevention and control of nitrogen oxide pollution in our city. The third is to deepen the rectification of key areas. Comprehensive measures were taken to comprehensively control the atmospheric environment in Shui Ye Town, Tongye Town, Lingyang Town and Neihuang Ceramic Park in Anyang County, so as to consolidate and improve the control effect last year.

(4) around beautiful countryside, vigorously carry out comprehensive improvement of rural environment. The foothold of improving the ecological environment is at the grassroots level, and the fundamental way out lies in the improvement of the ecological environment in agriculture and rural areas. First, we should further improve the rural environmental management system and target responsibility system under the guidance of the working idea of "integration of planning, pollution control and assessment". Second, relying on the establishment of ecological counties (cities), ecological towns and ecological villages, we should vigorously promote the contiguous improvement of rural environment, strengthen the protection of rural drinking water sources and improve water quality, and actively carry out rural domestic sewage and garbage pollution control. Third, we should change the agricultural development mode into a starting point, actively develop green agriculture and ecological agriculture, and promote the prevention and control of agricultural non-point source and livestock and poultry breeding pollution; Strict management of crop straw burning prohibition and promotion of comprehensive utilization of agricultural waste; Strengthen environmental supervision of industrial enterprises in rural areas, strengthen environmental protection of agricultural soil and environmental supervision of contaminated sites. Fourth, we should take the rural cleaning project as the carrier, actively explore and popularize the community property management in new rural areas, improve the long-term mechanism of environmental sanitation and cleaning by means of market-oriented infrastructure and public service facilities in construction of the village, and fundamentally improve the production, living and ecological environment in rural areas. In January this year, the provincial government officially issued the Outline of the Construction Plan of Ecological Province in Henan Province, and the city should also put forward the construction of ecological city in due course. All counties and districts should take the creation of ecological counties as an important starting point to promote the construction of rural ecological demonstration areas, and make the rural areas of our city reproduce beautiful natural landscapes through ecological restoration, improvement and protection.

(5) based on scientific development, give full play to the role of environmental protection in optimizing economic development. In the planning direction, further strengthen the control of ecological space. Optimize regional layout, industrial structure and growth mode with environmental capacity, promote the high integration of economic development and environmental protection, and realize low-carbon development and green development. In terms of policy guidance, further accelerate the implementation of the strategy of main functional areas. Combined with the city's situation, the implementation of industrial structure adjustment guidance catalogue, strict control of high energy consumption and high emission projects, and strengthen the efficient cooperation between environmental access and industrial policies. For the main pollutant emission indicators required by new, modified and expanded projects in chemical industry, electric power, paper making, printing and dyeing and steel industry, the emission reduction projects shall be replaced by equal amount and reduction, so as to increase production without increasing pollution and increase production and reduce pollution. On the focus of work, we will further optimize the development services of industrial clusters. In accordance with the requirements of "making good use of the total amount, revitalizing the stock, striving for increment and improving the quality", support the development of key enterprises, ensure the key projects with good economic benefits, high added value of products and industrial encouragement, as well as the capacity needs of large and good projects attracting investment, and promote the optimization and upgrading of the industrial structure of the city.

(6) focus on the needs of people's livelihood and comprehensively ensure environmental quality and safety. At present, environmental problems have become a major problem that restricts economic and social development and affects people's lives and health. Environmental protection departments at all levels should earnestly enhance their sense of responsibility and responsibility, regard solving the outstanding environmental problems reflected by the masses as the key task of benefiting people's livelihood and promoting harmony, properly solve the environmental and livelihood issues related to the vital interests of the masses, and improve the quality of life of the masses. First, it is necessary to strengthen the supervision of key polluting enterprises, seriously investigate and solve the environmental hot spots, difficulties and problems that the masses have strongly reflected.
