The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations.
Residents' decoration garbage and waste electrical and electronic products are managed in accordance with relevant laws and regulations. Article 3 The management of domestic waste shall follow the principles of government promotion, participation of the whole people, overall planning of urban and rural areas, adaptation to local conditions, reduction, recycling and harmlessness. Fourth people's governments at or above the county level shall incorporate the management of domestic waste into the national economic and social development plan, and establish and improve the coordination mechanism of domestic waste management. The funds required for the management of domestic waste shall be included in the fiscal budget at the corresponding level.
Township people's governments and sub-district offices are responsible for the daily management of domestic waste source reduction, classified delivery, collection, publicity and supervision, combining domestic waste management with grassroots social governance, and strengthening organization, coordination and guidance.
Encourage residents' committees and villagers' committees to formulate residents' conventions or village rules and regulations, and urge and guide residents and villagers to actively participate in domestic waste management activities. Fifth provincial people's government housing and urban construction departments responsible for overall coordination, guidance and supervision of the province's domestic waste management.
City, county (city, district) people's government department in charge of urban management or housing and urban and rural construction (hereinafter referred to as the domestic waste department) is responsible for the supervision and management of domestic waste within their respective administrative areas.
Development and reform, education, industry and information technology, finance, natural resources, ecological environment, housing and urban construction, transportation, agriculture and rural areas, commerce, culture and tourism, market supervision and management, government affairs, postal management and other departments. The urban management departments of the people's governments at or above the county level shall, in accordance with their duties, do a good job in the management of domestic waste. Article 6 People's governments at all levels, relevant departments and units should strengthen the publicity and education on source reduction, whole-process classified management and resource utilization of domestic waste, enhance the public's awareness of source reduction and classified delivery of domestic waste, and advocate a simple, moderate, green and low-carbon lifestyle.
The competent department of domestic waste of the people's government at or above the county level shall organize the centralized collection, transportation and treatment facilities of domestic waste to be open to the public, and establish a demonstration education base for domestic waste classification.
The education department of the people's government at or above the county level shall take the knowledge of source reduction, classified delivery, resource utilization and harmless treatment of domestic waste as the content of school education and social practice.
The news media shall publicize the laws and regulations on domestic waste management and the knowledge of domestic waste classification for public welfare, and supervise the acts in violation of the provisions on domestic waste management by public opinion. Seventh environmental health, property services, express delivery, packaging, recycling of renewable resources, commercial retail, tourism, catering, accommodation and other industry associations should strengthen industry self-discipline and promote the management of domestic waste by formulating industry service standards. Eighth to encourage and support scientific and technological innovation in the field of domestic waste management, promote the development and utilization of new technologies, new processes, new materials and new equipment, and improve the informatization and intelligence level of domestic waste management. Article 9 Any unit or individual has the right to make complaints and reports on acts that violate the regulations on the management of domestic garbage, and the competent department of domestic garbage shall promptly accept, investigate and handle them. Chapter II Source Reduction Article 10 People's governments at all levels shall establish a working mechanism for source reduction of domestic garbage covering production, circulation and consumption, so as to reduce the generation of domestic garbage and promote resource conservation and recycling. Article 11 Producers and sellers of products shall strictly implement the national and provincial standards and requirements for restricting excessive packaging of products, and reduce the excessive use of packaging materials and the generation of packaging waste.
E-commerce, express delivery, take-away and other industries should give priority to the use of reusable and recyclable packaging materials, optimize commodity packaging, and reduce the use of packaging materials. Twelfth catering, entertainment, tourism, accommodation and other industries shall not take the initiative to provide consumers with items listed in the catalogue of disposable consumer goods restricted by the state.
The production, sale and use of disposable plastic products such as non-degradable plastic bags are prohibited and restricted according to law.
Encourage and guide to reduce the use and actively recycle disposable plastic products such as plastic bags, and promote the application of recyclable, recyclable and degradable substitute products. Thirteenth catering service operators and canteens should set up obvious signs in the eye-catching position of dining places to remind diners to order food in moderation and avoid waste.
Catering service operators should provide reasonable meals, increase side dishes, and provide convenience for consumers to pack surplus food. Fourteenth organs, enterprises and institutions should save and reuse office supplies, promote paperless office, and reduce the use of disposable office supplies.
Organs, institutions and state-owned enterprises shall restrict the use of disposable cups and tableware in internal office space.
