In view of the problems found in the investigation, we believe that deepening the publicity and education of population and family planning and promoting the change of people's concept of marriage and childbearing are important carriers to promote social harmony and family happiness. How to further improve the publicity and education of population and family planning to meet the needs of the masses is an urgent problem that we need to study and solve. To comprehensively improve the publicity and education level of population and family planning in our banner, we must first make and distribute publicity materials according to the "good" of the masses. In recent years, the city's economy has developed rapidly, the economic quality has been significantly improved, and the regional comprehensive strength has been significantly enhanced. The two major economic indicators achieved a historic leap of doubling in three years. The achievement of these achievements, on the one hand, benefits from our seizing the opportunity and always adhering to the road of project leading and industrial market construction; On the other hand, it is also the result that we pay attention to independent innovation and enhance our development strength.
1, adhere to the enterprise as the main body and gradually enhance the ability of independent innovation. In recent years, Zhuhai has taken enhancing the independent innovation ability of enterprises as an important starting point to upgrade the industrial level and transform the mode of economic development, and has made great efforts to build a technological innovation system with enterprises as the main body, market as the guide and Industry-University-Research as the combination. The construction of independent innovation ability of enterprises has achieved remarkable results. Two, the main problems of independent innovation in our city
In recent years, the independent innovation ability of enterprises in our city has improved rapidly, but there is still a big gap compared with advanced developed areas in terms of the requirements of transformation and development.
1, the industrial competitiveness is weak, and the development of high-tech industries is relatively slow. At present, the weakness of our city's economic development is low industrial concentration, slow development of emerging industries, low industrial level and weak industrial competitiveness. Among the three major industries, the proportion of traditional services such as transportation and catering in the tertiary industry is relatively high, while the proportion of modern services such as finance, science and technology, information, consulting and logistics is relatively low, which is extremely unsuitable for the needs of upgrading traditional industries and accelerating the development of high-tech industries. Among the four leading industries that have been initially formed in our city, the industries are scattered, the proportion of traditional industries is high, and high-tech industries or emerging industries have not yet formed a scale. The well-developed industrial chain of machinery processing industry in our city is relatively slow and short, and the correlation between enterprises is not high enough.
2. The independent innovation ability of enterprises is still weak. Mainly manifested in: First, the financial resources of enterprises are weak, and innovation has no strength. Many enterprises are worried about ensuring their own survival, and have no time to take care of innovation, nor have the will or intention to innovate. The so-called innovation of some enterprises is mainly based on some creativity in product characteristics and service characteristics, and there are few technological innovations in the true sense. Second, interest-driven, innovation has no motivation. Some enterprises can't resist the temptation of real interests and pursue "short, flat and fast" in business strategy. As long as they can make money, they are unwilling to spend energy and money on technological innovation. Third, congenital conditions are insufficient and innovation is weak. In recent years, although more and more enterprises have the consciousness of independent innovation, most enterprises are suffering from serious shortage of talents, technology and capital, and are unable to innovate. Fourth, focus on developing production and ignore investment in science and technology. In the development concept, it pays too much attention to expanding investment, expanding business scale and pursuing development speed, prompting some enterprises to copy production capacity at a low level, while being stingy with investment in technology and human resources; Instead of adopting differentiation strategy and relying on innovation, brand and service to improve efficiency, it is better to continue vicious competition at low prices on similar products of the same grade; I would rather introduce, re-introduce and continue to follow and imitate, rather than trying to complete a process of technological learning and take the road of digestion, absorption and innovation. Fifth, the "double bottleneck" makes it difficult for enterprises to innovate. Difficulties in land use and financing are increasingly becoming the key factors restricting the economic development of our city. Although in recent years, the country's enterprise financing credit policy has been improved to a certain extent, and our city has actively explored enterprise financing, and the financing environment has been greatly improved, financing difficulty is still the main problem affecting independent innovation of enterprises.
3. The innovation carrier lags behind and the innovation service system is not perfect. The development and value realization process of scientific and technological talents, scientific and technological achievements and scientific and technological products all need a fully functional carrier and service system. At present, although the development and construction area of a city's economic development zone has reached 8 square kilometers, which is equivalent to the old city reconstruction of a city, due to the constraints of funds, land use and policies, there is still a considerable gap compared with developed areas in terms of construction standards, project attractiveness and industrial layout. 4. Weak innovation culture and lack of confidence in innovation activities. Considering the long-term development, it is the construction level of innovation culture that determines the level and potential of regional innovation ability. Judging from the current development situation, our city has a certain cultural foundation and atmosphere, but the innovative culture of truly respecting knowledge, talents, advocating science, being brave in research, taking risks, encouraging success, tolerating failure and being good at cooperation is still weak, the innovative atmosphere of the whole society has not been fully formed, and the people's innovative consciousness is not strong. There are few academic seminars, lectures and other activities in the region, and the channels for technical and academic exchanges are not smooth. Facts show that without a good cultural environment for innovation, it is difficult to attract and retain talents, and it is also difficult to provide lasting memory power for innovation activities.
Third, the main ideas to promote independent innovation
To enhance the ability of independent innovation and build an innovative city, we must adhere to the "five close combinations" according to the requirements of Scientific Outlook on Development, namely, adhere to the close combination of science and technology with economic and social development, market orientation with government support, integrated innovation with introduction, digestion, absorption and re-innovation, development of high-tech industries with transformation and upgrading of traditional industries, scientific and technological innovation with institutional innovation, give full play to the main role of independent innovation of enterprises, gather innovative elements, activate innovative resources and transform innovative achievements. It is necessary to fully mobilize the enthusiasm of these enterprises to promote independent innovation, actively encourage them to increase R&D investment, establish R&D institutions, promote scientific and technological research, transform scientific and technological achievements, form a number of products with local characteristics and independent intellectual property rights, truly realize the goal of "first-class technology and first-class products" and enhance the market competitiveness of enterprises; The second is to play the leading role of leading enterprises.
