Article 7 The collection, transportation and disposal expenses of kitchen waste shall be charged in the municipal solid waste treatment fee, and the insufficient part shall be appropriately subsidized by the local people's government, and the overall solution measures shall be formulated. Eighth catering industry associations should play the role of industry self-discipline, participate in the formulation of relevant standards, standardize industry behavior; Promote the method of reducing kitchen waste, and bring the management of kitchen waste into the rating range of catering enterprises. Article 9 Any unit or individual has the right to report and complain about acts that violate the provisions on the management of kitchen waste. Chapter II Governance Planning and Facilities Construction Article 11 The competent department of city appearance and environmental sanitation of the people's government of a city or county (city) shall, jointly with relevant departments, formulate a special environmental sanitation plan in accordance with the national economic and social development plan and the overall urban planning.

the construction project of kitchen waste disposal facilities serving across administrative regions shall be examined and approved by the investment department of the people's government at a higher level. The investment department of the people's government at a higher level shall solicit the opinions of the competent department of city appearance and environmental sanitation of the people's government at the same level when examining and approving the project. Thirteenth kitchen waste collection and disposal facilities construction survey, design, construction and supervision, should strictly implement the relevant laws, regulations and technical standards. Article 14 After the kitchen waste collection and disposal facilities project is completed, the construction unit shall organize the completion acceptance according to law, handle the completion acceptance record with the competent construction department of the local people's government and submit the construction project file; At the same time, inform the local people's government department in charge of city appearance and environmental sanitation. Without acceptance or unqualified acceptance, it shall not be delivered for use.
for the kitchen waste disposal facilities that have been completed and put into operation, the competent department of housing and urban-rural construction of the provincial people's government shall, jointly with relevant departments, formulate a harmless rating standard. Harmless rating shall be organized and implemented by the competent department of housing and urban construction of the provincial people's government. Chapter III Declaration, Collection and Transportation of Kitchen Wastes Article 15 Kitchen wastes shall be classified, collected and transported professionally. Article 16 The kitchen waste generating unit shall sign an agreement with the kitchen waste collection and transportation service enterprise and report it to the competent department of city appearance and environmental sanitation of the local people's government for the record; When applying for registration or license to environmental protection, food and drug supervision and other departments, they should take the initiative to produce the agreement. Seventeenth kitchen waste generating units shall regularly report to the competent department of city appearance and environmental sanitation of the local people's government for the next year's kitchen waste generation.
the newly established kitchen waste generating unit shall report the generation of kitchen waste to the competent department of city appearance and environmental sanitation of the local people's government within 11 days from the first generation of kitchen waste.
when reporting the situation of kitchen waste generation, the kitchen waste generation unit shall submit a copy of the agreement signed with the kitchen waste collection and transportation service enterprise.
when the business premises of the kitchen waste generating unit change or the amount of kitchen waste changes greatly, it shall promptly report to the competent department of city appearance and environmental sanitation of the local people's government.
