Atmospheric environmental protection is related to the fundamental interests of the people, the sustained and healthy development of the economy, the building of a moderately prosperous society in an all-round way, and the realization of the Chinese dream of the great rejuvenation of the Chinese nation. At present, China's air pollution situation is grim, with respirable particulate matter (PM10), fine particulate matter (PM2.5) as the characteristic pollutants of the regional atmospheric environmental problems are becoming increasingly prominent, damaging the people's health, affecting social harmony and stability. With China's industrialization, urbanization, energy and resource consumption continues to increase, the pressure to prevent and control air pollution continues to increase. In order to effectively improve air quality, the formulation of this action plan.
General requirements: guided by Deng Xiaoping Theory, the "Three Represents" important thought, the scientific concept of development, to protect the people's health as the starting point, vigorously promote the construction of ecological civilization, adhere to the combination of government regulation and market regulation, the comprehensive promotion and key breakthroughs in conjunction with the coordination of regional collaboration and local management, total emission reduction and quality improvement in the same step.
Targets: After five years of efforts, the overall improvement of national air quality, a substantial reduction in heavily polluted weather; Beijing-Tianjin-Hebei, the Yangtze River Delta, the Pearl River Delta and other regional air quality has improved significantly. Strive to spend another five years or more, gradually eliminate heavily polluted weather, the national air quality significantly improved.
Specific indicators: by 2017, the concentration of respirable particulate matter in cities at the prefecture level and above across the country will decrease by more than 10% compared with 2012, and the number of good days will increase year by year; the concentration of fine particulate matter in the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions will decrease by about 25%, 20% and 15%, respectively, of which the annual average concentration of fine particulate matter in Beijing will be controlled at about 60 micrograms per cubic meter.
I. Increase comprehensive management efforts to reduce multi-pollutant emissions
(a) Strengthen the comprehensive management of air pollution from industrial enterprises. Comprehensive remediation of small coal-fired boilers. Accelerate the promotion of centralized heating, "coal to gas", "coal to electricity" project construction, by 2017, in addition to the necessary to retain the basic elimination of prefectural-level and above the built-up areas of 10 steam tons per hour and the following coal-fired boilers, prohibit the construction of new 20-steam-ton per hour coal-fired boilers of less than 20 steam tons per hour are prohibited; in principle, no new coal-fired boilers of less than 10 steam tons per hour will be built in other areas. In areas not covered by heat and gas pipeline networks, switch to electricity, new energy or clean coal, and promote the application of energy-efficient and environmentally friendly boilers. In the chemical, paper, printing and dyeing, tanning, pharmaceutical and other industrial clusters, through the centralized construction of cogeneration units to phase out decentralized coal-fired boilers.
Speeding up the construction of desulfurization, denitrification and dust removal renovation projects in key industries. All coal-fired power plants, iron and steel enterprises of the sintering machine and pellet production equipment, petroleum refining enterprises of the catalytic cracking device, non-ferrous metal smelting enterprises should be installed desulfurization facilities, 20 steam tons per hour and above the coal-fired boilers should be implemented desulfurization. In addition to circulating fluidized bed boilers other than coal-fired units should be installed denitrification facilities, new dry-process cement kilns to implement low-nitrogen combustion technology reform and install denitrification facilities. Coal-fired boilers and industrial kilns existing dust removal facilities should be upgraded.
Promote the treatment of volatile organic pollutants. In the petrochemical, organic chemical, surface coating, packaging and printing industries to implement comprehensive remediation of volatile organic compounds, in the petrochemical industry to carry out "leak detection and repair" technology transformation. Completing the oil and gas recovery treatment of gas stations, oil storage depots and tanker trucks in a timely manner, and actively carrying out oil and gas recovery treatment in crude oil and refined oil terminals. Improve the paint, adhesives and other products volatile organic limit standards, promote the use of water-based coatings, encourage the production, sale and use of low-toxicity, low volatile organic solvents.
Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions to be basically completed by the end of 2015, coal-fired power plants, coal-fired boilers and industrial kilns, the construction and renovation of pollution control facilities, to complete the comprehensive treatment of organic waste gas petrochemical enterprises.
(ii) deepen the management of surface pollution. Comprehensive regulation of urban dust. Strengthen the supervision of construction dust, and actively promote green construction, construction project construction site should be fully closed to set up the enclosure wall, open operation is strictly prohibited, the construction site road should be ground hardening. Dirt transportation vehicles should take closed measures, and gradually install satellite positioning system. The implementation of road mechanized sweeping and other low-dust operation mode. Large coal piles and material piles should be closed for storage or construction of windproof and dust suppression facilities. Promote urban and peripheral greening and wind and sand forest construction, expanding the scale of green space in urban built-up areas.
To carry out catering fume pollution control. Catering services in urban areas should be installed in the business premises of efficient oil smoke purification facilities, and promote the use of efficient purification type household hoods.
(C) strengthen the mobile source pollution prevention and control. Strengthen urban traffic management. Optimize urban function and layout planning, promote intelligent traffic management, and ease urban traffic congestion. Implement the strategy of public transportation priority, increase the proportion of public **** transportation trips, and strengthen the construction of pedestrian and bicycle transportation systems. Reasonably control the number of motorized vehicles in accordance with urban development planning, and strictly limit the number of motorized vehicles in mega-cities such as Beijing, Shanghai and Guangzhou. Reduce the intensity of motor vehicle use by encouraging green travel and increasing the cost of use.
Upgrading fuel quality. Accelerate the upgrading of petroleum refining enterprises, and strive to supply motor gasoline that meets the national Phase IV standard nationwide by the end of 2013, supply motor diesel that meets the national Phase IV standard nationwide by the end of 2014, supply motor gasoline and diesel that meets the national Phase V standard in key cities in the regions of Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta in a comprehensive manner by the end of 2015, and supply motor gasoline and diesel that meets the national Phase V standard nationwide by the end of 2017 Strengthen the supervision and inspection of oil quality, and crack down on the illegal production and sale of substandard oil products.
Speeding up the elimination of yellow-label vehicles and old vehicles. Adoption of the designation of prohibited areas, economic compensation and other means to phase out yellow-labeled vehicles and old vehicles. By 2015, yellow-labeled vehicles registered for operation before the end of 2005 will be eliminated, and 5 million yellow-labeled vehicles in the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta regions will be basically eliminated. By 2017, it will basically phase out yellow-labeled vehicles nationwide.
Strengthening environmental management of motor vehicles. Environmental protection, industry and information technology, quality inspection, industry and commerce and other departments to jointly strengthen the environmental protection supervision of new production vehicles, crack down on the production and sale of environmentally friendly vehicles do not meet the standards of illegal behavior; strengthen the annual inspection of in-use motor vehicles, the substandard vehicles shall not be issued environmental protection certification mark, shall not be allowed to drive on the road. Accelerate the construction of automotive urea supply system for diesel vehicles. Study the shortening of the mandatory retirement age of buses and cabs. Encourage cabs to replace high-efficiency exhaust gas purification devices every year. Carry out pollution control of non-road mobile machinery such as construction machinery and ships.
Speed up the upgrading of low-speed vehicles. Continuously improve the energy-saving and environmental protection requirements for low-speed vehicles (three-wheeled vehicles and low-speed trucks), reduce pollution emissions, and promote the upgrading of related industries and product technologies. Since 2017, newly-produced low-speed trucks have implemented energy-saving and emission standards equivalent to those for light-duty trucks.
Vigorously promote new energy vehicles. Public transportation, sanitation and other industries and government agencies should take the lead in the use of new energy vehicles, and take measures such as direct licensing and financial subsidies to encourage individuals to buy them. Beijing, Shanghai, Guangzhou and other cities in the annual new or renewed buses in the proportion of new energy and clean fuel vehicles reached more than 60%.
II. Adjusting and optimizing industrial structure, promoting industrial transformation and upgrading
(4) Strictly controlling the new production capacity of the "two high" industries. Revision of high energy-consuming, highly polluting and resource-based industry access conditions, clear resource and energy conservation and pollutant emissions and other indicators. Conditional areas to develop in line with the local functional positioning, stricter than the national requirements of the industrial access catalog. Strictly control the "two high" industry new production capacity, new, renovation and expansion projects to implement the capacity of equal or reduced replacement.
(E) accelerate the elimination of backward production capacity. Combined with the actual development of industry and environmental quality conditions, to further improve environmental protection, energy consumption, safety, quality and other standards, subregional clear backward production capacity elimination tasks, forcing industrial transformation and upgrading.
In accordance with the requirements of the "Guidance Catalogue for the Elimination of Outdated Production Processes, Equipment and Products in Selected Industrial Sectors (2010)" and the "Guidance Catalogue for the Restructuring of Industries (2011) (Revised)", the company has adopted economic, technological, legal and necessary administrative means to complete the elimination of backward production capacity in 21 key industries, such as iron and steel, cement, electrolytic aluminum and flat glass, one year ahead of schedule. "In 2015, it will phase out another 15 million tons of ironmaking, 15 million tons of steelmaking, 100 million tons of cement (clinker and grinding capacity), and 20 million weight boxes of flat glass. For regions that have not completed the elimination task on schedule, the state will strictly control the investment projects arranged by the state, and suspend the approval, ratification and filing procedures for the construction projects of key industries in the region. 2016 and 2017, the regions should formulate a wider scope and higher standard of backward production capacity elimination policy, and eliminate a number of backward production capacity.
Small industrial enterprises with decentralized layouts, low levels of equipment and poor environmental protection facilities will be comprehensively investigated, comprehensive rectification programs will be formulated, and categorized management will be implemented.
(F) compression of excess capacity. Increase environmental protection, energy consumption, safety law enforcement penalties, the establishment of energy conservation and environmental protection standards to promote the "two high" industry excess capacity exit mechanism. The development of financial, land, financial and other supportive policies to support overcapacity "two high" industry enterprises to exit, transformation and development. Give full play to the leading role of superior enterprises in the development of the industry, and promote the compression of excess capacity through cross-regional, cross-ownership mergers and acquisitions. Strictly prohibit the approval of new production capacity projects in industries with serious overcapacity.

Three, accelerate the technological transformation of enterprises, improve scientific and technological innovation capacity
(H) to strengthen scientific and technological research and development and promotion. Strengthen the haze, ozone formation mechanism, source analysis, migration patterns and monitoring and early warning research, to provide scientific support for pollution control. Strengthen research on the relationship between air pollution and population health. Support the construction of enterprise technology centers, national key laboratories and national engineering laboratories, and promote the construction of scientific and technological infrastructures such as large-scale atmospheric photochemistry simulation warehouses and large-scale aerosol simulation warehouses.
Strengthening technological research and development in desulfurization, denitrification, high-efficiency dust removal, volatile organic compounds control, diesel engine (vehicle) emission purification, environmental monitoring, as well as new energy automobiles, smart grids, etc., and promoting the transformation and application of technological achievements. Strengthen international exchanges and cooperation on advanced technologies and management experience in air pollution control.
(ix) comprehensively implement cleaner production. Cleaner production audits of key industries such as iron and steel, cement, chemical, petrochemical, non-ferrous metal smelting, etc., targeting key areas and weak links in energy conservation and emission reduction, adopting advanced and applicable technologies, processes and equipment, and implementing technological transformation of cleaner production; by 2017, the emissions intensity of key industries will drop by more than 30% compared with that of 2012. Promote product innovations such as non-organic solvent-based paints and pesticides, and reduce the emission of volatile organic compounds during production and use. Actively develop new varieties of slow-release fertilizers to reduce ammonia emissions during fertilizer application.
(J) vigorously develop the circular economy. Encourage the development of industrial agglomeration, the implementation of park recycling transformation, promote the gradient utilization of energy, recycling of water resources, waste exchange and utilization, land conservation and intensive utilization, promote the circular production of enterprises, the circular development of parks, industrial recycling combinations, and the construction of recycling-based industrial system. Promote cement, iron and steel and other industrial kilns, blast furnaces, the implementation of waste co-disposal. Vigorously develop the remanufacturing of electromechanical products and promote the development of resource recycling industry. By 2017, the energy consumption per unit of industrial added value will be reduced by about 20% compared with 2012, recycling will be implemented in more than 50% of various types of national parks and more than 30% of various types of provincial parks, and the proportion of recycling of major non-ferrous metal varieties as well as iron and steel will reach about 40%.
(xi) vigorously cultivate energy conservation and environmental protection industries. Efforts to control air pollution policy requirements for the effective transformation of energy conservation and environmental protection industry development of market demand, and promote the major environmental protection technology and equipment, product innovation and development and industrialization and application. Expand the domestic consumer market, actively support new business forms and new modes, cultivate a number of large-scale energy-saving and environmental protection enterprises with international competitiveness, significantly increase the output value of air pollution control equipment, products and services industry, and effectively promote the development of energy-saving and environmental protection, new energy and other strategic emerging industries. Encourage foreign investment in energy conservation and environmental protection industries.
Four, accelerate the adjustment of energy structure, increase the supply of clean energy
(xii) control the total amount of coal consumption. Develop national medium- and long-term control targets for total coal consumption, and implement target-responsibility management. By 2017, the proportion of coal in total energy consumption will be reduced to below 65%. Beijing-Tianjin-Hebei, the Yangtze River Delta, the Pearl River Delta and other regions strive to achieve negative growth in total coal consumption, through gradually increasing the proportion of acceptance of external power transmission, increasing the supply of natural gas, and increasing the intensity of utilization of non-fossil energy and other measures to replace coal.
Beijing-Tianjin-Hebei, the Yangtze River Delta, the Pearl River Delta and other regions of the new projects are prohibited from supporting the construction of self-contained coal-fired power plants. Coal-consuming projects should implement coal reduction and substitution. In addition to cogeneration, the approval of new coal-fired power generation projects is prohibited; existing multiple coal-fired units with a combined installed capacity of more than 300,000 kilowatts can be constructed in accordance with the principle of equal substitution of coal for large-capacity coal-fired units.
(xiii) accelerate the alternative use of clean energy. Increase the supply of natural gas, coal natural gas, coal bed methane. By 2015, the new natural gas trunk pipeline capacity of more than 150 billion cubic meters, covering the Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions. Optimize the use of natural gas, the new natural gas should be given priority to protect residential life or used to replace coal-fired; encourage the development of natural gas distributed energy and other efficient use of the project, to limit the development of natural gas chemical projects; the orderly development of natural gas peaking power plant, in principle, no longer build new natural gas-fired power generation projects.
To formulate the development plan of coal-based natural gas, and to accelerate the pace of industrialization and scale-up of coal-based natural gas under the premise of meeting the most stringent environmental protection requirements and guaranteeing the supply of water resources.
Actively and orderly develop hydropower, develop and utilize geothermal energy, wind energy, solar energy and biomass energy, and safely and efficiently develop nuclear power. By 2017, the installed capacity of operating nuclear power units will reach 50 million kilowatts, and the proportion of non-fossil energy consumption will increase to 13 percent.
Beijing-Tianjin-Hebei regional urban built-up areas, the Yangtze River Delta urban agglomeration, the Pearl River Delta region to accelerate the pace of natural gas substitution of coal-fired facilities of existing industrial enterprises; by 2017, basically complete the natural gas substitution and transformation of coal-fired boilers, industrial kilns and self-supplied coal-fired power stations.
(xiv) Promote the clean utilization of coal. Increase the proportion of coal washing, new coal mines should be synchronized with the construction of coal washing facilities, existing coal mines to accelerate the construction and transformation; by 2017, the raw coal into the rate of more than 70%. Prohibit the import of poor-quality coal with high ash and high sulfur content, and study and introduce coal quality management methods. Restrict the import of high-sulfur petroleum coke.
Expanding the scope of urban no-burn zones for highly polluting fuels, and gradually expanding them from urban built-up areas to the suburbs. In conjunction with the transformation of urban villages, urban-rural areas and shanty towns, the replacement of coal with natural gas or electricity will be gradually implemented through policy compensation and the implementation of measures such as peak and valley tariffs, seasonal tariffs, ladder tariffs and peaking tariffs. Encourage the construction of clean coal distribution centers in northern rural areas, and promote the use of clean coal and coal.
(xv) Improving the efficiency of energy use. Strictly implement the energy-saving assessment and review system. The energy consumption per unit of product (output value) of newly built energy-consuming projects should reach the domestic advanced level, and energy-using equipment should reach the first-class energy-efficiency standards. Beijing-Tianjin-Hebei, Yangtze River Delta, Pearl River Delta and other regions, new energy-consuming projects per unit of product (output value) energy consumption to reach the international advanced level.
Actively develop green buildings, government-invested public **** buildings, sheltered housing, etc. to take the lead in the implementation of green building standards. New buildings should strictly implement mandatory energy-saving standards, and promote the use of solar water heating systems, ground-source heat pumps, air-source heat pumps, photovoltaic building integration, "heat - electricity - cold" triple-supply and other technologies and equipment.
Promoting the reform of heat metering, accelerating the heat metering and energy-saving renovation of existing residential buildings in northern heating areas; gradually implementing heat metering and charging in new buildings and existing buildings that have completed heat metering renovation. Accelerate the construction and renovation of the heat pipe network.
V. Strict energy conservation and environmental protection access to optimize the spatial layout of industry
(16) adjust the industrial layout. In accordance with the requirements of the main functional area planning, rationally determine the layout, structure and scale of key industrial development, major projects in principle, the layout in the optimization of development zones and key development zones. All new, renovation and expansion projects, must be all environmental impact assessment; not through the environmental impact assessment approval, are not allowed to start construction; violation of the construction of penalties in accordance with the law. Strengthen the industrial policy in the process of industrial transfer of guidance and constraints, strictly limited in ecologically fragile or environmentally sensitive areas of the construction of "two high" industry projects. Strengthen the environmental impact assessment of various types of industrial development planning.
Differentiated industrial policies will be implemented in the eastern, central and western regions, and higher energy-saving and environmental protection requirements will be imposed on the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta regions. Strengthen environmental supervision and strictly prohibit the transfer of backward production capacity.
(xvii) Strengthening energy conservation and environmental protection index constraints. Improve energy conservation and environmental protection access thresholds, improve access conditions for key industries, publish a list of enterprises that meet the access conditions and implement dynamic management. Strict implementation of total pollutant emission control, sulfur dioxide, nitrogen oxides, soot and volatile organic compounds emissions comply with the total control requirements as a construction project environmental impact assessment of the approval of the preconditions.

For projects that have not passed the energy assessment and environmental assessment review, the relevant departments shall not approve, approve, or record, provide land, approve the commencement of construction, issue production licenses, safety production licenses, and emissions permits, financial institutions shall not provide any form of new credit support, and the relevant units shall not provide power and water.
(xviii) Optimize spatial pattern. Scientific formulation and strict implementation of urban planning, strengthen the urban space control requirements and green space control requirements, regulate the various types of industrial parks and urban new towns, the establishment of new districts and layout, prohibit the arbitrary adjustment and modification of urban planning, the formation of urban and regional spatial pattern conducive to the diffusion of air pollutants. Research and development of urban environmental master plan pilot work.
In conjunction with the elimination of excess capacity, energy conservation and emission reduction and enterprise mergers and reorganization, the orderly promotion of the main urban areas located in the city of iron and steel, petrochemicals, chemical industry, non-ferrous metal smelting, cement, flat glass and other heavily polluting enterprises environmental protection relocation, renovation, and basically completed by 2017.
Six, play the role of market mechanisms, improve the environmental economic policy
(19) play the role of market mechanism regulation. In the spirit of "who pollutes, who is responsible for, more emissions, more burden, energy saving and emission reduction gains, compensation" principle, and actively implement incentives and constraints and new mechanisms for energy saving and emission reduction.
Setting enterprise consumption quotas for water, electricity and other resource products by industry and region. The establishment of the enterprise "frontrunner" system will encourage advanced enterprises to achieve higher standards of energy efficiency and emissions intensity.
Fully implementing fiscal and tax incentives for "contract energy management", improving support policies for the development of the environmental services industry, and promoting integrated franchising for the investment, construction and operation of pollution control facilities. Improve the green credit and green securities policy, the enterprise environmental information into the credit system. Strictly limit the loans and listed financing of environmentally illegal enterprises. Push forward the pilot program of paid use and trading of sewage rights.
(xx) Improve price and tax policies. According to the cost of denitrification, combined with the adjustment of the sales price of electricity, improve the denitrification tariff policy. Existing thermal power units using new technology for the transformation of dust removal facilities, to give price policy support. The implementation of laddered tariffs.
Promote the reform of the natural gas price formation mechanism and rationalize the price relationship between natural gas and alternative energy sources.
Rationally determining the price of refined oil products in accordance with the principles of reasonable compensation for costs, high quality and good price, and polluter pays, and improving the policy of subsidizing the reform of refined oil prices for some difficult groups and public welfare industries.
Increase the collection of sewage charges, so as to achieve the full collection. Increase sewage charges in due course, and include volatile organic compounds in the scope of sewage charges.
Study the inclusion of some of the "two high" industry products into the scope of consumption tax. Improve the "two high" industry products export tax rebate policy and comprehensive utilization of resources tax policy. Actively promote the reform of coal and other resource tax ad valorem. Enterprises that comply with tax laws and regulations, use special equipment or build environmental protection projects, as well as high-tech enterprises, can enjoy enterprise income tax concessions.
(xxi) Broaden investment and financing channels. Deepen energy conservation and environmental protection investment and financing system reform, encourage private capital and social capital into the field of air pollution prevention and control. Guide banking financial institutions to increase credit support for air pollution prevention and control projects. Explore the sewage right mortgage financing model, expand energy-saving environmental protection facilities financing, leasing business.
Local people's governments should increase policy support for "coal-to-gas" projects involving people's livelihoods, the elimination of yellow-label vehicles and old vehicles, and the replacement of low-speed trucks by light-duty trucks, and give guided financial support to clean production demonstration projects in key industries. To the air quality monitoring station construction and its operation and supervision of funds into the financial budget at all levels to be guaranteed.
In the environmental law enforcement in place, on the basis of price mechanism rationalization, the central financial co-ordination and integration of major pollutants emission reduction and other special projects, the establishment of special funds for the prevention and control of air pollution, according to the effectiveness of key areas of the implementation of the governance of the "award instead of subsidies"; the central capital investment should also be to increase the focus of the prevention and control of air pollution in key areas of support.
Seven, sound laws and regulations, strict supervision and management in accordance with the law
