The second is to rationalize the charging structure and standardize the parking charging behavior. The current parking service fee standard of motor vehicles in our city was formulated in 2005, but there are also problems that the parking service fee standard is single, which can not effectively play the role of price leverage and reasonably regulate parking demand. The charging standard of parking service is to adjust the original charging standard according to relevant policies and regulations, from single charging standard to differentiated charging standard, and from manual charging to intelligent charging. This is not a new charging item. By adjusting the charging standard of motor vehicle parking service, we will further improve the charging management policy and grading standard of parking service, and urge parking service enterprises to standardize charging behavior and improve service level.
Third, through the paid use of road public resources, the principle of fairness of user payment is reflected. Temporary parking spaces on urban roads are public resources, but some car owners occupy temporary parking spaces for a long time and regard them as free private parking spaces, which is not conducive to the fair and reasonable use of public resources. By exerting price leverage and implementing paid service for on-street parking spaces, it is conducive to promoting the adjustment of travel structure and guiding citizens to use public transportation. Carrying out paid services and charging a certain fee is conducive to ensuring the normal operation and management of on-street parking projects. Setting up a reasonable charging mechanism, increasing the long-term parking cost and guiding vehicles from on-street parking to off-street parking are conducive to improving the turnover rate of roadside berths and alleviating the problem of short-term roadside parking. Moreover, road temporary parking charges are in line with provincial and municipal charging management policies, and relevant policy documents all propose to balance the contradiction between parking supply and demand by using price leverage, and formulate differentiated charging standards according to the principle that on-road is higher than off-road.
2. What are the applicable scopes of the charging standards?
The scope of application of this charging standard is the parking lot invested and built by the government financial funds and urban construction investment companies in the new district of our city, Yaozhou District, Wangyi District and yintai district urban built-up area; Urban road motor vehicle parking spaces (lanes, sidewalks, squares, etc.). ) parking spot; Construction or planning of natural monopoly and public welfare parking lots such as stations, parks, public hospitals, public schools, institutions, stadiums and funeral service places. For motor vehicle parking facilities (such as shopping malls, hotels, hotels, entertainment venues, logistics parks, wholesale markets, office buildings and other supporting construction parking lots) that are fully invested by social capital, market-adjusted prices will continue to be implemented, and parking fees will be independently set by operators according to law. For the planned residential parking lot (spot), the owner's vehicle charging standard shall be subject to the Government-guided Price Standard for Motor Vehicle Parking Service in the Property Service Area, and the original examination and approval shall still be implemented for the parking service charges in tourist attractions (spots), but the parking service charging standard shall not be implemented.

Motor vehicle parking service charges in urban built-up areas of Tongchuan New District are divided into three categories.

(4) New energy vehicles with green licenses
When a new energy vehicle with a green license is parked in a parking lot (berth) with government pricing and government guidance price, the parking service fee paid by it will be 20% off on the basis of the parking service fee receivable.
6. What are the preferential policies for parking fees?
(1) Vehicles parked in urban road parking spaces and operating parking lots for less than 30 minutes are exempted from parking service fees;
(2) Military vehicles, police cars, fire engines, medical rescue, emergency rescue and disaster relief, sanitation and cleaning, medical waste transfer, landscaping, maintenance of municipal facilities, emergency rescue, funeral services, and law enforcement duty vehicles with uniform signs are exempt from parking service fees.

7. What are the requirements for the charging publicity system?

Parking service operators shall publicize the name, charging area, charging standard, charging time, charging method, charging basis, reduction and exemption provisions, maximum price limit and supervision telephone number in a prominent position in the business premises, and widely accept social supervision.
8. What changes have been made in the new charging standard compared with the original charging standard?

The new charging standard combines timing and counting, and implements differentiated charging according to regional division, which reduces the initial charging standard and implements cumulative charging. (2) Significantly reduce the parking service charge standard of indoor operating parking lots (garages). The original standard was 2 yuan per hour within 8 hours. After 8 hours, it will be RMB 1 hour, and 32 yuan will be charged for the whole day. The new standard charges no more than 16 yuan per parking space per day, which is obviously lower than the original standard.
(3) The charging standard of roadside temporary parking spots is optimized. The original standard was 3 yuan/number of parking spaces. Now, according to the first, second and third types of districts, differential charges, hourly charges or charge by time are implemented, and the daily maximum price of each parking space is newly set.
9. What's the difference between the charging standard of our city and the surrounding cities?
Parking fees in our city are relatively low in the whole province 10 cities.
