The competent department of environmental sanitation is responsible for the supervision and management of the delivery, collection, transportation and treatment of kitchen waste.
The competent department of ecological environment shall, according to its functions, be responsible for the supervision and management of the pollution prevention measures of the kitchen waste generating and processing units.
Development and Reform Commission, finance, agriculture and rural areas, cultural tourism, commerce, health and wellness commission, public security, urban management and law enforcement, market supervision and other departments, according to their respective responsibilities, do a good job in related work. Article 6 The competent department of environmental sanitation may determine qualified units to engage in the collection, transportation and treatment of kitchen waste through bidding.
No unit or individual may engage in the collection, transportation and treatment of kitchen waste without authorization. Seventh kitchen waste generating units and other producers and operators shall abide by the following provisions:
(1) Signing a collection and transportation agreement with the legally determined kitchen waste collection and transportation unit;
(two) put the kitchen waste into the special collection container provided by the collection and transportation unit, and keep the special collection container intact, airtight and clean;
(3) Disposable tableware, wine and beverage containers, plastic bags (tablecloths), etc. Do not mix with kitchen waste;
(four) shall not be handed over to the kitchen waste collection, transportation and disposal of units and individuals other than those stipulated in Article 6;
(5) Do not dump, scatter, pile up or burn kitchen waste at will, and do not put kitchen waste into other domestic waste collection facilities, municipal drainage facilities, rivers, channels, lakes, reservoirs and other places;
(six) other provisions that should be observed. Eighth kitchen waste collection and transportation units shall comply with the following provisions:
(a) in accordance with environmental hygiene standards, norms and collection and transportation agreement, timely collection and transportation of kitchen waste, and timely adjust the collection and transportation time and frequency according to the amount of kitchen waste generated;
(two) after the collection of kitchen waste, the workplace should be cleaned up in time;
(three) the use of special closed vehicles to collect and transport kitchen waste, keep the transport vehicles and related facilities in good condition, clean and tidy, and spray a unified logo;
(four) according to the prescribed route and time, the kitchen waste will be transported to the processing unit. Shall not be discarded or scattered along the way during transportation; Naked storage is not allowed during transshipment;
(five) other garbage shall not be mixed with kitchen waste;
(six) to provide special collection containers for kitchen waste for kitchen waste generating units and other producers and operators;
(seven) other provisions that should be observed. Ninth kitchen waste disposal units shall comply with the following provisions:
(a) in accordance with the relevant provisions of the state and the technical standards for the treatment of kitchen waste;
(two) to set up a safety organization in accordance with the provisions, equipped with safety management personnel, and formulate a safety management system;
(three) equipped with kitchen waste treatment facilities and equipment in accordance with the requirements, and ensure that the facilities and equipment are in good condition;
(four) the implementation of the harmless treatment of kitchen waste should strictly abide by the relevant provisions of environmental protection to prevent secondary pollution;
(five) in accordance with the relevant provisions of the state, the installation and use of monitoring equipment, real-time monitoring of pollutant emissions, real-time publication of pollution emission data. Monitoring equipment shall be networked with the monitoring equipment of the local competent department of ecological environment;
(six) other provisions that should be observed. Tenth installation and use of online video, vehicle driving and loading and unloading recorders and other monitoring equipment, shall not be removed, modified, idle or damaged.
The competent department of environmental sanitation may send supervisors to the kitchen waste disposal unit. Eleventh kitchen waste collection, transportation and treatment to implement a single management system.
Encourage kitchen waste collection, transportation and processing units to use the network, mobile phones and other electronic terminal systems to carry out the recording, accounting and management of kitchen waste collection, transportation and processing information. Article 12 Units that generate, collect, transport and dispose of kitchen waste shall establish ledgers to truly and completely record the source, quantity, destination, treatment method, product flow direction and operation data of kitchen waste. The collection, transportation and disposal units of kitchen waste shall submit statistical reports on the collection, transportation and disposal of kitchen waste to the competent department of environmental sanitation at the end of each month.
The ledger of kitchen waste collection, transportation and treatment shall be kept for at least 2 years. Thirteenth kitchen waste collection, transportation and treatment units shall not suspend business without authorization. If it is really necessary to suspend business, it shall report to the local competent department of environmental sanitation six months in advance, and submit the plan for the collection, transportation and treatment of kitchen waste after suspension, and it can be suspended or closed after approval.
If the collection, transportation and processing unit needs to suspend collection, transportation and processing due to the maintenance and replacement of facilities and equipment, it shall report to the competent department of environmental health fifteen days in advance and submit an emergency treatment plan.
If the collection, transportation and processing unit suspends the collection, transportation and processing due to unexpected events, it shall immediately report to the competent department of environmental sanitation and ecological environment and take emergency measures.
