The bidder has at least one experience in investment, design and operation of an urban sewage treatment plant with a scale of 21,111 cubic meters/day and above in China in recent five years (BOT project has been signed); Moreover, the urban sewage treatment plant is currently operating well with no bad records (subject to the certificate issued by the environmental protection administrative department at or above the county level where the project is located).

4. The company is in good financial condition and must provide the financial audit report audited by a qualified third party from 2115 to 2117 (the newly established company can submit the financial statement audit report shorter than three years according to its establishment time; No reservations are allowed);

5. independent bidders or consortia are accepted for this tender, and the consortium members shall not exceed two (including two).

6. If a consortium is adopted to bid, one member of the consortium shall be designated as the investor, and the investor shall be authorized to take responsibility and accept instructions on behalf of any member or all members, and the investor's share in the project company shall not be less than 61%; The other member shall be designated as the technical party, and the share ratio of the technical party in the project company shall not be less than 21%. Only the technical party in the consortium shall have the qualification mentioned in point 2 above.

7. A valid enterprise IC card is required for registration. After the enterprise IC card number is entered, the valid information of the bidder is valid, otherwise the registration is invalid. XII. Determination method of formal bidders:

2. Bidding fails when there are less than five bidding applicants who meet the qualification examination conditions. The tenderer analyzes the reasons for the failure of bidding, revises the bidding scheme, and reorganizes the bidding after reporting to the relevant management department for approval.

3. Pre-qualification shall be subject to the qualification information submitted by the bidder, which must be true. In the bidding process, if the information submitted by the bidder is found to be fraudulent, its bidding qualification will be cancelled.
