(2) If the application matters do not fall within the scope of the licensing authority according to law, it shall immediately make a decision not to accept it, and inform the applicant to apply to the relevant administrative organ.

If the on-site inspection is qualified, the inspector shall sign the opinion that "the on-site conditions meet the statutory requirements and report to the approver for approval"; If the site conditions can be qualified after rectification, put forward rectification opinions within a time limit and review within 5 days; If the site conditions are completely unqualified, sign the unqualified opinion.

Four, the examination and approval authority shall examine the application materials and the "food circulation permit on-site checklist", and make a decision on the license within 5 working days from the date of accepting the examination materials by the industrial and commercial office.

If a decision cannot be made within 5 working days, it may be extended by 10 working days with the approval of the person in charge of the administrative organ, and the applicant shall be informed of the reasons for the extension.

After the application is accepted and before the licensing decision is made, if the applicant requests to withdraw the license application in writing, the industrial and commercial office or the auditing organ shall terminate the application and notify the applicant.

The key audit contents are: 1, whether the application for food circulation license is filled in according to the regulations; Fill in the application form in neat handwriting, with a pen or signature pen (blue or black). 2. Five, the issuing authority shall, after making the decision to grant the license, within 5 working days from the date of making the decision, hand over the food circulation license to the accepting industrial and commercial office to inform the applicant to collect it within 5 days.

If the audit institution decides not to grant the license according to law, it shall explain the reasons and inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit according to law.

Before issuing the license, the issuing personnel shall check the original, copy and approved items of the license.

The licensing authority shall require the license applicant or his designated representative or entrusted agent to hold valid certificates such as ID card and license notice to obtain the license.
