2. Import food without China's national food safety standards.
When importing food that does not meet the national food safety standards for the first time, the importer shall submit the license issued by the health administrative department of the State Council to the inspection and quarantine institution, which shall conduct inspection according to the requirements of the health administrative department of the State Council.

5. Contents of imported food that need to be filed.

6. Food that needs to enter the country at the designated port
The import of high-risk foods that may cause animal and plant epidemics or toxic and harmful substances shall be carried out at designated ports. The conditions and list of designated ports shall be formulated and published by the AQSIQ.
7. Foreign food exporters or agents for the record.
Overseas exporters or agents of imported food (or domestic consignees of imported food can handle it on their behalf) can log in to the filing management system of AQSIQ through the Internet (login website:) and enter the filing information according to the provisions. The filer is responsible for the authenticity of the information provided. After entry, the record number is obtained after examination and approval by AQSIQ. When applying for inspection of imported food, the name and record number of the overseas exporter or agent shall be indicated on the inspection form.
8. Filing of domestic consignees of imported food
The consignee of imported food (referring to the buyer listed in the foreign trade contract of imported food) shall apply to the inspection and quarantine institution in industrial and commercial registration for filing before the food is imported, and submit the following paper filing materials, and obtain the filing number of the domestic consignee after being approved by the inspection and quarantine institution.
1. consignee's filing application; 2 copies of business license, organization code certificate, legal representative's identity certificate, foreign trade operator registration form, etc. And submit the original; 3. While providing the above-mentioned paper application materials, the consignee should also fill in and submit the filing application form through the enterprise end of the filing management system for overseas exporters or agents of imported food and domestic consignee (hereinafter referred to as the filing system) to complete the filing application of the electronic system.
When handling the inspection of imported food, the name and record number of the consignee of imported food shall be indicated on the inspection list.
Two. Inspection and quarantine requirements for imported food
1. Inspection of imported food
The importer or consignee of imported food shall go through the inspection and quarantine formalities with the inspection and quarantine institution at the place of customs declaration.
2. Information required for inspection of imported food.
(1) Contract, invoice, packing list and bill of lading (proof of origin is required for imported wine);

(five) when importing food without national food safety standards for the first time, it shall provide the license certificate of the health department;

(seven) the import of food with health care function shall provide the license issued by the Ministry of Health of China;
(eight) the import of food of animal and plant origin that needs quarantine examination and approval shall provide a quarantine license for entry planting;

3. Foods that need to provide inspection reports for specific items during the first and second import inspections.
(1) dairy products and infant food: inspection reports of items listed in China national food safety standards (including pollutants and mycotoxins) shall be provided during the first import inspection. (3) Edible oil: The prepackaged edible oil imported for inspection for the first time shall provide the inspection report of the items specified in China Food Safety Standards. When re-transported for import, a copy of the first import inspection report and a copy of the inspection report of the important items determined by the importer through risk analysis and the items designated by the inspection and quarantine institution shall be provided.
4. Contents to be declared in food import inspection.
When applying for inspection, the importer or his agent shall declare the imported food one by one according to the name, brand, country (region) of origin, specifications, quantity/weight, value, production date (batch number) and other contents stipulated by the AQSIQ.
5. Standards that imported food should meet.
The food imported into China shall meet the national food safety standards of China and relevant inspection and quarantine requirements. Before the publication of the national food safety standards, they shall conform to the mandatory standards in the current quality and safety standards for edible agricultural products, food hygiene standards, food quality standards and related food industry standards.
6. Inspection contents of imported food
The inspection contents of imported food mainly include safety, hygiene, health, environmental protection, fraud prevention, quality, quantity, weight and packaging. Safety and health projects include microorganisms, heavy metals, residues of agricultural and veterinary drugs, various toxins, food additives, radioactive pollution and harmful impurities.
7. Disposal of unqualified imported food
Inspection and quarantine institutions shall conduct sampling inspection on imported food according to China's national food safety standards, and issue hygiene certificates to those who pass the inspection and quarantine, allowing them to be sold and used; Those who fail to pass the inspection and quarantine shall be issued with the Unqualified Hygiene Certificate and the Notice of Inspection and Quarantine Treatment, and the food importer must return the goods or destroy them according to the requirements of the Notice of Inspection and Quarantine Treatment. Importers who fail to return goods or destroy them according to regulations will be disqualified from filing and may not engage in imported food trade.
Three. Provisions on the administration of imported food labels
1. Contents of mandatory labeling of imported prepackaged foods labels directly provided to consumers.

3. Mandatory contents of nutrition labels imported from prepackaged foods.

The nutrition labels imported from prepackaged foods in China are usually presented in the form of nutrient composition table, and the mandatory contents are: the content values of energy, protein, fat, carbohydrate and sodium and their percentages in the nutritional reference values.
4. Identification requirements for nutrition labels imported from prepackaged foods.
(1) The nutrition information marked on the nutrition label of prepackaged foods shall be true and objective, and shall not be false, and the nutritional function or other functions of the product shall not be exaggerated.
(2) Nutrition labels in prepackaged foods should be in Chinese. If foreign languages are used at the same time, the content shall correspond to Chinese, and the font size of foreign languages shall not be greater than that of Chinese.
(3) The nutrient composition table should be expressed in the form of "box table" (except in special circumstances). The box can be of any size, perpendicular to the packaging baseline, and the header is "Nutrition Composition Table". The table of nutritional components includes the name and content value of each nutritional component and its percentage (NRV) in the nutritional reference value.
(4) The packaging of the smallest sales unit provided to consumers shall be marked with nutrition labels.
5. Exempt prepackaged foods from the nutrition label.
Fresh food, such as packaged raw meat, raw fish, raw vegetables and fruits, eggs, etc. ; Drinks and alcoholic beverages with an alcohol content of ≥0.5%; Packaged food with total surface area ≤ 100 cm2 or maximum surface area ≤20 cm2; Ready-made food for sale; Packaging drinking water; Prepackaged foods with daily consumption ≤ 10g or 10ml; Other laws, regulations and standards stipulate that nutrition labels shall not be marked in prepackaged foods.
Where nutrition information appears on the food packaging exempted from compulsory nutrition labeling, it shall be implemented according to the requirements of General Rules for Nutrition Labeling in prepackaged foods (GB 28050-20 1 1).
Four. Regulatory requirements for inspection and quarantine of imported food
1. The importer or consignee of imported food shall establish food import records and sales records.

The above records shall be true, and the retention period of the records shall not be less than 2 years.
2. Imported food that needs to be labeled with CIQ.
Imported pre-packaged olive oil that has passed the inspection shall be marked with CIQ before entering the circulation field for sale. Other imported foods may be marked with CIQ as required.
3. Basic requirements for imported food warehouses or places.
(1) The warehouses and sites for imported food shall be approved by the inspection and quarantine institutions and put on record; (2) The warehouses imported into prepackaged foods shall be completely closed, and shall not be placed in the same warehouse with other products with pollution risks, especially chemicals; (3) Keep the warehouse clean and well ventilated at all times, and have insect and rat prevention facilities; (4) The bottom of stored items should be padded, and unqualified or expired products should be placed in specific areas and marked; (five) to establish and maintain the safety and health management system, warehouse account and sales records of imported warehouses in prepackaged foods; (six) the enterprise shall establish a video monitoring system for the long-term use and storage of warehouses in prepackaged foods; (7) If the AQSIQ and Jiangsu Inspection and Quarantine Bureau have special requirements for the storage of imported aquatic products and meat, the corresponding provisions shall prevail.
4. Store imported food before obtaining the inspection and quarantine certificate.
Before obtaining the qualified Hygiene Certificate, the imported food shall be stored in the supervision place designated or recognized by the inspection and quarantine institution, and no unit or individual may use it without the permission of the inspection and quarantine institution.
5. Important points that importers should pay attention to before importing food.
1. Before import, it should be determined whether the food to be imported is included in the food prohibited from entering China or whether approval is required, and whether there is a national food safety standard corresponding to the imported food in China.
2. Before importing food, the importer shall examine the imported food production enterprises, select enterprises with excellent quality management level and good product quality, and understand the ingredients of the food to be imported, especially the ingredients of food additives and food packaging materials.
3. Importers of key sensitive foods such as milk powder, alcohol, edible oil, etc. to be imported shall require overseas exporters to provide test reports that meet China's national food safety standards in accordance with relevant regulations.
4. When signing a contract, it is necessary to sign quality and safety clauses to ensure that imported food enterprises produce and inspect according to China standards; All unqualified products found in inspection and quarantine shall be returned or destroyed, and claims shall be made according to the contract requirements.
