1. What is a radiation safety license?
In order to promote the safe application of radioisotopes and radiation devices, safeguard human health and protect the environment, the license management system for the production, sale and use of radioisotopes and radiation devices established in the Law of the People's Republic of China on the Prevention and Control of Radioactive Pollution is implemented, and the license certificate is clearly defined in the Measures for the Administration of Safety License of Radioisotopes and Radiation Devices. The radiation safety license consists of an original and a copy, and is valid for 5 years. The original clearly indicates the name, address, legal representative, certificate number, license scope, license issuing date and license expiration date. The photocopy records the name and address of the licensed workplace, the name and activity of radionuclide, the code and ledger of radioactive source, the name of unsealed radioisotope, the maximum daily equivalent operation amount, the annual maximum operation amount, the level of workplace, the name and category of radiation device and other specific contents. In order to make effective use of limited administrative resources, ensure that the radiation safety supervision of extremely dangerous nuclear technology utilization projects is in place, reduce the operation safety hidden dangers of such projects and reduce the safety risks of the environment and the public. According to the potential hazards of radioactive sources, radiation devices and unsealed radioactive substances to human health and environmental safety, radioactive sources are divided into five categories (I, II, III, IV and V), radiation devices are divided into three categories (I, II and III) and radioactive workplaces are divided into three categories (A, B and C). The competent department of environmental protection in the State Council shall carry out examination and approval and daily supervision on the radiation safety license of the production, sale and use of Class I radioactive sources and devices, and the radiation work units that use Class I radioactive workplaces, and the examination and approval and daily supervision of the radiation safety license of the remaining radiation work units shall be carried out by the provincial competent department of environmental protection. Radiation work units that produce, sell or use all kinds of radioactive sources, radiation devices or unsealed radioactive substances only need to apply for radiation safety licenses. The radiation work unit shall apply to the competent department of environmental protection for a radiation safety license according to the highest risk category of nuclear technology utilization projects owned by the unit, and the radiation safety license of the unit shall be approved and issued by the competent department of environmental protection of the State Council.

Three. Basic conditions for applying for radiation safety license:
1, with technicians suitable for the scale of production, sales and use activities, with corresponding protection knowledge and health conditions;
2, there are places, facilities and equipment that meet the requirements of home environmental protection standards, occupational health standards and safety protection;
3, there are special safety management institutions or part-time safety management personnel, and equipped with necessary protective equipment and monitoring instruments;
4, have a sound safety and protection management rules and regulations, radiation accident emergency measures;
5. If radioactive waste gas, waste liquid and solid waste are generated, it has the treatment capacity or feasible treatment scheme to ensure the discharge of radioactive waste gas, waste liquid and solid waste up to standard.
Units that produce and sell radiation devices shall meet the following conditions when applying for radiation safety licenses:
1, there are specialized radiation safety and environmental protection management institutions, or at least 1 technicians with bachelor degree or above are full-time responsible for radiation safety and environmental protection management.
2. Personnel engaged in radiation work must be trained and assessed by professional knowledge of radiation safety and protection and relevant laws and regulations.
3. The production and debugging places of X-ray devices meet the safety requirements for preventing misoperation and accidental exposure of workers and the public.
4, equipped with necessary protective equipment and monitoring instruments.
5, a sound operating procedures, job responsibilities, radiation protection measures, ledger management system, training plan and monitoring plan.
6. There are emergency measures for radiation accidents.
Requirements for units using radioisotopes and radiation devices to apply for radiation safety licenses:
1. Where Class I, Class II and Class III radioactive sources and Class III radiation devices are used, special radiation safety and environmental protection management institutions shall be established, or at least 1 technicians with bachelor degree or above shall be fully responsible for radiation safety and environmental protection management; Other radiation work units shall have 1 technicians with college education or above to be responsible for radiation safety and environmental protection management full-time or part-time; According to the Catalogue of Radiation Safety Key Posts, if it is necessary to set up a radiation safety key post, the post should be held by a registered nuclear safety engineer.
2. Personnel engaged in radiation work must be trained and assessed by professional knowledge of radiation safety and protection and relevant laws and regulations.
3, radioisotope users should provide temporary storage places or equipment for radioactive sources that meet the requirements of radiation protection and physical safety.
4. In places where radioisotopes and radiation devices are used, there are safety measures to prevent workers and the public from misoperation and accidental exposure.
5, equipped with protective equipment and monitoring instruments suitable for radiation type and radiation level, including personal dose measurement alarm, radiation monitor and other instruments. Units that use unsealed radioactive materials should also install surface pollution monitors.
6, a sound operating procedures, job responsibilities, radiation protection and safety system, equipment maintenance system, radioisotope use registration system, personnel training plan, monitoring plan, etc.
7. There are perfect emergency measures for radiation accidents.
8. If radioactive waste gas, waste liquid and solid waste are generated, it shall also have the treatment capacity or feasible treatment scheme to ensure that the radioactive waste gas, waste liquid and solid waste meet the emission standards.
Units that use radioisotopes and ray devices to carry out diagnosis and treatment activities shall also be equipped with quality control testing equipment, and formulate corresponding quality assurance schemes and quality control testing plans. At least one medical physicist shall be responsible for quality assurance and quality control testing.
Four, radiation safety license application materials:
1, application form for radiation safety license;
2. The original business license of the enterprise, the legal person certificate of the institution, the code certificate of the legal person of the institution and a copy of the ID card of its legal representative;
3. Environmental impact assessment documents and approval documents corresponding to the licensed activities;
4, radiation staff education, health, radiation safety protection training and personal dose monitoring and other related documents;
5, radiation workplace environmental monitoring report;
6, radiation safety protection management rules and regulations and the corresponding accident emergency plan;
7, radioactive "three wastes" treatment scheme or treatment facilities and equipment related materials.
