Shanghai subsidy policy

(1) Scope of subsidy targets

The city's enterprises established before January 1, 2022 and paying social insurance according to the regulations in the seven categories of industries that are more affected by the epidemic, namely catering, retailing, tourism (referring to the two categories of travel agencies and related services, and management of excursion and scenic spots), transportation, culture, sports and recreation, lodging and exhibition, are subject to subsidies. The enterprises' layoff rate in 2021 should be no higher than the control target of the national urban survey unemployment rate in 2021.

(ii) Subsidy standard

Calculated according to the number of urban workers who should have paid social insurance in the previous month when the enterprise applies, the standard is 600 yuan per person. The subsidy ceiling for each enterprise is 3 million yuan, limited to one application.

(3) Funding Channels

The district where the enterprise is registered will arrange the subsidy from the central employment subsidy funds transferred from the municipal finance to the districts and the employment subsidy funds of the districts.

(IV) Application Review

1. Eligible enterprises shall submit applications for subsidies to the Human Resources and Social Security Bureau of the district in which the enterprise is registered before (and including) December 31, 2022 (see the Annex for the application form). Failure to submit the application after the deadline will be regarded as automatic abandonment.

2. When reviewing the application conditions of enterprises, the district human resources and social security bureaus shall be based on the types of industries declared by the enterprises themselves when they register for insurance. If the existing information does not meet the needs of dividing the industry type, the district industry authority shall issue an opinion.

3. The District Human Resources and Social Security Bureau will complete the review and submit the application materials to the District Finance Bureau within 15 working days after receiving the application from the enterprise, and the District Finance Bureau will allocate the subsidized funds to the enterprise's social insurance payment account or the bank account designated by the enterprise within 10 working days.
