delete article 13 and paragraph 1 of article 14.

(2) Article 11 of the Provisions of Qingdao Municipality on Establishing Friendly Relations with Foreign Cities is amended as: "If Qingdao Municipality establishes friendly and cooperative relations with foreign cities, the municipal foreign affairs department shall report to the Municipal People's Government for approval; If a sister city relationship is established with a foreign city, the municipal foreign affairs department shall report it to the Municipal People's Government for approval and submit it to the Standing Committee of the Municipal People's Congress for deliberation and approval, and then the Qingdao foreign affairs department shall submit it for approval according to the procedures. "(4) units that develop, produce, sell and store dangerous goods or experiment and preserve infectious strains and viruses;

"(5) radio stations, television stations and other important news organizations, telecommunications, postal delivery, logistics, finance and other organizations;

"(6) business centers, educational, scientific research and medical institutions, cultural and sports entertainment places, tourist attractions, key cultural relics protection units, etc.;

"(7) residential quarters, accommodation and catering service units, farmers' markets, entrances and exits of public parking lots and public areas, etc.;

"(8) business places for precious metals and jewellery, important parts of second-hand goods trading markets and pawn shops, and places for manufacturing or centralized storage of securities and bills;

"(9) Other places and areas involving public safety."

One paragraph is added as the third paragraph of Article 7: "Where a public security video image information system is built around a military restricted zone or a military administrative zone, the opinions of the military facilities management unit shall be sought."

Paragraph 1 of Article 9 is amended as: "It is forbidden to install video image information systems in hotel rooms, dormitories, public bathrooms, toilets, changing rooms, nursing rooms, fitting rooms and other places and areas involving citizens' privacy."

Article 13 is amended as: "When building a video image information system, interfaces shall be reserved for communication with the video monitoring resource sharing platform, the public security organ image platform and the emergency command platform. The video image information system invested by the government shall be managed according to the security level, and the video monitoring resources sharing platform, public security organ image platform and emergency command system of the city, district (city) shall be accessed at different levels and with different permissions to realize interconnection.

"The public security organ or the department determined by the municipal, district (city) people's government is responsible for the integration of video image information systems in other social public areas within its jurisdiction, and the expenses shall be included in the financial budget of the government at the same level."

(7) Paragraph 2 of Article 3 of the Measures for the Administration of Construction Projects in Qingdao is amended as: "The departments of market supervision, emergency management, human resources and social security shall, in accordance with their duties, do a good job in the supervision and management of construction business activities."

delete "bidding agent" in articles 5 and 6.
