Urban construction, planning, land, construction management, public security and other relevant departments, in accordance with their respective responsibilities, cooperate with the environmental sanitation management department to do a good job in the disposal and management of urban living garbage. Fifth municipal solid waste disposal sites shall be constructed and managed by the municipal and county (city) environmental sanitation management departments in accordance with the city planning and relevant regulations. Chapter II Management of Domestic Waste Disposal Article 6 The collection, transportation and disposal of urban domestic waste shall be under the unified management of the competent administrative department of environmental sanitation. Domestic garbage must be collected in containers, so that it can be accumulated over time and gradually collected in bags and classified. Seventh domestic waste and construction waste shall not be mixed collection, transportation and treatment. No unit or individual may mix toxic and hazardous wastes and industrial wastes into domestic garbage. Article 8 Any unit or individual engaged in the business of cleaning, collecting, transporting and treating municipal solid waste shall hold a business license issued by the administrative department for industry and commerce, and shall go to the competent department of environmental sanitation of the city or county (city) for examination and filing before operating. Article 9 Urban residents shall dump their domestic garbage into the dustbin at the place and time designated by the environmental sanitation administrative department. Tenth units dealing with domestic garbage must report to the county (city, district) environmental sanitation management department. Units that transport domestic waste must obtain the "Domestic Waste Disposal Certificate" issued by the county (city, district) environmental sanitation management department, and dump it according to the designated route and place; Units that are unable to transport domestic garbage by themselves may entrust county (city, district) environmental health professional units to transport and implement paid services. Article 11 The management unit of the domestic garbage disposal site must dispose of domestic garbage in accordance with the standards prescribed by the state, and it is strictly forbidden to transport untreated domestic garbage out of the disposal site to be used as fertilizer and backfill muck. The domestic waste disposal site shall not receive industrial waste and construction waste. Chapter III Management of Construction Waste Disposal Article 12 The construction unit that produces construction waste shall, within seven days before the project starts, declare the construction waste disposal plan to the municipal muck management office or the local county (city) environmental sanitation management department, and fill in the quantity, transportation route and disposal location of construction waste.
After receiving the declaration, the municipal muck management office and the county (city) environmental sanitation management department shall, within three days, issue construction waste disposal certificates and construction waste transportation certificates to those who meet the declaration conditions; Do not meet the reporting conditions, need to be corrected and re submitted for approval.
Construction waste disposal certificate and construction waste transportation certificate shall not be lent, transferred, altered or forged. Thirteenth construction or construction units to dispose of construction waste, must hold the "construction waste disposal certificate" issued by the municipal muck management office or the county (city) environmental sanitation management department; Vehicles transporting construction waste should carry the "Construction Waste Transport Certificate" with the vehicle, and accept the inspection of the supervisory personnel of the municipal muck management office or the county (city) environmental sanitation management department. Fourteenth construction waste disposal sites only accept construction waste transported by units or individuals holding the Construction Waste Transport Certificate, and shall not accept domestic waste and industrial waste. Fifteenth units and individuals that transport or carry construction waste by themselves shall transport the construction waste to the designated disposal site according to the approved time, route and quantity, and dump it as required. It is forbidden to dump construction waste into rivers, ditches and urban green spaces. Article 16 Units and individuals that need construction waste due to padding shall apply to the municipal muck management office or the county (city) environmental sanitation management department, and the latter shall arrange transportation in a unified way. Seventeenth after the completion of various construction projects, the construction unit shall clean up the site construction waste within 30 days. The construction unit is responsible for supervising the implementation. Chapter IV Legal Liability Article 18 In case of any of the following acts in violation of these measures, the administrative department of environmental sanitation of the city or county (city, district) or the Jinan City Appearance and Environmental Sanitation Monitoring Team entrusted by it shall temporarily detain the working tools (construction machinery, transport vehicles and other working tools), order it to immediately correct the illegal act, remove the dirt, give it a warning and impose a fine according to the following provisions:
(a) in violation of the provisions of Article 8 of these measures, without the examination and filing by the municipal and county (city) environmental sanitation management department, the units and individuals engaged in the cleaning, collection, transportation and treatment of urban domestic garbage shall confiscate their illegal income and may impose a fine of more than 65,438 yuan but less than 65,438 yuan.
(2) Whoever, in violation of the provisions of Article 10 of these Measures, disposes of domestic garbage without obtaining the Domestic Garbage Disposal Certificate, or dumps domestic garbage at a designated route or place, shall be fined 65,438 yuan per cubic meter.
(three) in violation of the provisions of article eleventh of these measures, the responsible unit shall be fined more than 5,000 yuan from 500 yuan.
Violation of other provisions of these measures on the management of domestic waste disposal can be dealt with according to the Regulations of Jinan Municipality on Supervision and Punishment of Urban Environmental Sanitation.
