Twenty-sixth land compensation fees shall be paid to the collective land management units that exercise land ownership. However, if the expropriated land or private plots are contracted by farmers, and the collective land management unit fails to adjust other land of the same quantity and quality to farmers to continue contracted operation, it shall pay land compensation fees of not less than 70% to the landless farmers; Collective land management units have the conditions to use land compensation fees for developing production and solving farmers' lives. After obtaining the consent of land-expropriated farmers, they can make unified arrangements for their use. Other land can be allocated to landless farmers, but the quality and quantity are not equal. The distribution ratio of land compensation fees shall be determined by the collective land management unit and the landless farmers through consultation. Land compensation fees obtained by collective land management units in accordance with the provisions of the preceding paragraph shall be managed in special accounts for the development of production, arrangements for surplus labor and living allowances for landless farmers. The management measures for the use of land compensation fees shall be decided by the members of the collective economic organizations whose land has been expropriated. The revenue and expenditure shall be announced at least once every six months, subject to the supervision of members of collective economic organizations, and it is forbidden for any unit or individual to intercept, misappropriate, occupy or illegally use land compensation fees in other forms.

2. Payment methods in land requisition compensation. According to the spirit of Zheng Min (2004) No.2 document, the land and resources departments of counties (cities) will uniformly distribute the compensation part to the land-expropriated farmers according to the list of land-expropriated farmers and the allocation scheme of land-expropriated compensation proposed by rural collective economic organizations, in which the compensation fee for young crops and ground attachments will be paid to the land contractor or the property owner of the ground attachments; If there is no condition to adjust the quantity and quality of land to the landless peasants, the land compensation fee shall be paid to the landless peasants at a rate of not less than 70%. Resettlement subsidies are paid according to different resettlement methods: for unified resettlement, they are paid to rural collective economic organizations or units responsible for resettlement; If there is no need for unified resettlement, it shall be paid to the resettled person. It is forbidden for any unit or individual to intercept, misappropriate or privately divide the land acquisition compensation of land-expropriated units and farmers in any form. Land-expropriated rural collective economic organizations and townships (towns, street offices) and villages where farmers are located should actively cooperate with the payment of land acquisition compensation. The county (city) land and resources department shall supervise the whole process of land acquisition compensation payment, and the list of land-expropriated farmers, the allocation scheme of land acquisition compensation and the cash situation submitted by rural collective economic organizations shall be reported to the county (city) land and resources department for the record.
