If catering operators provide paid tableware and publicize it in a prominent position in the business premises and the service personnel prompt it, they can charge fees, but they may not force consumers to buy and use paid tableware in a disguised form.

Therefore, generally speaking, restaurants can't charge for providing disposable tableware.
