Legal analysis: It is recommended that people try to eat separate meals and use public chopsticks. Shanghai's four departments jointly issued an "initiative on the use of public chopsticks and spoons", and the first 100 restaurants in Shanghai have pledged to provide a full range of public chopsticks or spoons for one dish.
Legal basis: "Code of Service for Public Chopsticks and Spoons" Large or upscale food service establishments should place a public chopsticks (or a public spoon) for each dish, and should also implement "double chopsticks and double spoons" (i.e., each diner should be equipped with a pair of public chopsticks and a pair of spoons and a pair of chopsticks and spoons for their own use at the same time). In other food service establishments, one pair of chopsticks (or one spoon) should be placed for each dish, or the appropriate number of chopsticks and spoons can be placed according to the number of diners. Hotpot restaurants, barbecue restaurants or food service establishments that require dishes to be cooked at the table should also provide special chopsticks for raw materials that are differentiated from personal chopsticks and ordinary chopsticks. In cafeterias or restaurants where diners take their own food, a pair of chopsticks (or a spoon) should be provided for each dish.
