Article 2 All units and individuals that engage in taxi passenger transport (including tourist passenger transport, chartered passenger transport and small car long-distance line passenger transport) within the administrative area of our city must abide by these measures. Article 3 The Municipal and Autonomous County Transportation Bureau is the administrative department of transportation of the people's government at the same level, and its subordinate transportation management institution is specifically responsible for the implementation of these Measures.

The departments of public security, industry and commerce, price, taxation, urban construction and technical supervision at the same level should actively cooperate with the transportation authorities and strengthen the taxi passenger transport management according to their respective responsibilities. Article 4 The main responsibilities of taxi passenger transport management:

(1) To be responsible for implementing the laws, regulations and policies of taxi management, formulating specific management norms, and proposing the development plan of taxi passenger transport in this region;

(2) to be responsible for the examination and approval of the opening, closing and closing of taxi passenger transport, and to issue licenses;

(3) to supervise and inspect the operators' business scope, service quality, charging standards, ticket use and payment of fees, protect legitimate business, investigate and deal with violations, and maintain the order of taxi passenger transport market;

(4) training and assessing operators and employees on business knowledge and professional ethics on a regular basis, and organizing quality service competitions;

(5) To be responsible for the planning, construction and management of taxi parking lots and stations;

(6) Accepting passenger transport disputes and complaints. Chapter II Management of Opening, Closing and Closing Article 5 Units and individuals (hereinafter referred to as operators) applying for taxi passenger transport must go through the examination and approval procedures in accordance with the following provisions:

(1) Units and individuals with the certificates of the competent department and the township (town) people's government or sub-district offices apply to the local transportation management agencies for operation, and after passing the examination, they go through the relevant procedures for paid use and obtain the business license;

(2) With the business license, go to the public security, industry and commerce, taxation, insurance, technical supervision and other departments to go through the formalities of vehicle settlement, industrial and commercial registration, tax registration and vehicle insurance, and install the meter;

(3) Operators and drivers (hired drivers must provide employment agreements) must pass the business training of the transportation authorities and obtain the Road Transport Certificate before they can operate;

(4) if an operator changes hands, he must go through the formalities of vehicle transaction, vehicle registration transfer and road transport certificate transfer within 31 days. Sixth of the original free use of taxi road transport permits, should be gradually converted to paid use, before the conversion to paid use, according to the relevant provisions of the taxi passenger facilities construction fund. Seventh operators to suspend business, must apply to the local transportation management agencies, go through the formalities of suspension. Every time the business is closed, it shall not be less than one month. Business suspension for six months in a row shall be deemed as automatic business suspension.

if an operator stops business or fails to go through the formalities as required, it will still be regarded as an operation, and various fees will be paid according to the regulations. Chapter III Operation and Management Article 8 The technical conditions of taxi passenger vehicles must meet the requirements of "Technical Conditions for Operating Vehicles in Liaoning Province" and be regularly maintained at all levels according to the "Technical Conditions for Vehicle Maintenance in Automobile Transportation Industry" in Liaoning Province;

the secondary maintenance of vehicles must be carried out in a "secondary maintenance qualified factory" that has passed the examination by the transportation authorities;

The technical condition of vehicles must be supervised and inspected by the traffic owners and departments at any time. Vehicles with hidden dangers and faults that endanger the operation safety, as well as vehicles with substandard technical performance, vehicle capacity and appearance, should be stopped and repaired within a time limit. Article 9 Taxis must go to the relevant departments to examine and verify various licenses, vehicles and meters in accordance with regulations. If they have not been examined and verified, or fail to pass the examination and verification, they may not continue to operate. Tenth rental vehicles must be equipped with the following signs and equipment:

(5) Equipped with fire extinguishers and isolation boards. Eleventh taxi operation, must carry the road transport license, business license, taxi tickets, etc., and the person, car, license, tickets are consistent. Taxis waiting to be rented in various rental stations, tourist spots, public places and other places in the city must abide by the relevant provisions of traffic management, city appearance management and public places management, and be rented in the order of entering the waiting stations.
