Jurisprudential analysis: (1) Site selection of isolated health observation area. The existing building facilities should be fully considered, and suitable areas should be selected for layout. If a temporary isolated observation area is constructed, an isolated health observation area with quiet environment, a certain buffer distance from densely populated areas, downwind of prevailing winds in the current season and convenient external traffic contact should be selected. The isolation area should have relatively perfect urban infrastructure, away from centralized garbage disposal stations, flammable and explosive storage areas, experimental areas with health pollution risks and other pollution sources.

(2) Configuration of isolation zone. According to the setting standard of each person 1 room, an "isolation room for epidemic prevention and control" was set up, and each room was equipped with a separate toilet, garbage cans and basic sanitary tools. Separate entrances and exits shall be set up in the quarantine area, and the sign of "quarantine area for epidemic prevention and control" shall be posted. Set up the infirmary, determine the full-time management personnel, and be responsible for the daily medical observation (temperature measurement and health record) of the isolated personnel. Arrange catering and distribution personnel to be responsible for catering and distribution services for three meals a day in the isolation area. Arrange full-time property personnel to be responsible for the cleaning of public parts in the "isolation zone", the disinfection of isolation rooms, corridors and stairwells, the wiping and disinfection of door handles and utensils with alcohol, and the collection and treatment of domestic garbage in the "isolation zone".

Article 42 In the event of an outbreak or epidemic of infectious diseases, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control in accordance with the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, the following emergency measures can be taken and announced after being approved by the people's government at the next higher level: (1) restricting or stopping performances in markets, theaters or other places where people gather; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases.

Article 45 In the event of an outbreak or epidemic of infectious diseases, the State Council has the right to urgently mobilize personnel or reserve materials and temporarily requisition houses, vehicles and related facilities and equipment throughout the country or across provinces, autonomous regions and municipalities directly under the Central Government.
