I. Introduction Plan

Relevant institutions directly under the municipal government plan to introduce 29 practical high-level talents who are in short supply. (See attached table 1 for details)

Second, introduce the object.

1. Master's degree or overseas master's degree certified by the Service Center for Studying Abroad of the Ministry of Education (excluding graduates with entrusted training and orientation training) or above;

Third, the introduction conditions

(1) Persons with the following qualifications can apply:

1. has the nationality of the people of China;

2. Support the party's line, principles and policies, abide by the Constitution and laws, have good conduct and professional ethics, be interested in working in public institutions, and obey organizational arrangements;

3. Have a strong professional theoretical foundation and practical ability, be able to adapt to the needs of the post, and have the comprehensive quality, specialty or skill conditions required by the post;

4. You need to obtain the corresponding graduation certificate when registering;

5. Graduate students are under 35 years old, and undergraduate graduates are under 30 years old. The time calculation is 202 1, 10,1;

6. Other conditions that meet the requirements of the post to be introduced.

(2) Persons under any of the following circumstances cannot register:

1. On-the-job personnel of government agencies and institutions within the municipal area;

2. Having received criminal punishment for committing a crime;

3. Suspected of violating discipline and law, being examined by relevant authorities, and no conclusion has been reached;

4. The punishment period or the affected period;

5. Persons who are found to have serious violations of recruitment discipline such as fraud in civil service examinations, talent introduction, and open recruitment examinations of public institutions;

6. After the introduction, you may not apply for a position with avoidance relationship;

7. Unless otherwise stipulated by the state, province and city, personnel of public institutions shall not be employed;

8. Other circumstances stipulated by laws and regulations.

Four. Procedures and methods introduced

(1) Registration and qualification examination

Online registration and on-site registration review are combined, and each person can only choose one position to register.

On-site applicants and online applicants need to provide the following materials when interviewing: 1, the original and photocopy of my valid ID card, graduation certificate, employment registration certificate and other relevant documents; 2. The undergraduate course needs to provide the batch admission certificate issued by the school; 3. On-the-job personnel need to provide proof that the unit agrees to apply for the exam; 4. Qualification examination runs through the whole process of talent introduction. The information submitted by the applicant and the relevant materials provided must be true and effective. Those who provide false registration materials or forge or alter relevant certificates, materials and information to defraud the registration qualification will be disqualified once verified, and all the consequences arising therefrom will be borne by the individual.

(2) Comprehensive evaluation

Xiangcheng Human Resources and Social Security Bureau organized relevant industry experts to form an evaluation team for comprehensive evaluation. Before the comprehensive evaluation begins, the employer can fully communicate with the members of the expert group on the specific requirements of the post, the procedures and requirements of comprehensive evaluation, and the proportion of evaluation elements. , but shall not discuss any information involving the applicant. The comprehensive evaluation results are calculated by the percentage system, and the qualified score line is 80 points. All the experts involved in the evaluation and scoring should sign the result form for confirmation. Comprehensive evaluation should be recorded and videotaped in the whole process. The evaluation time and place will be notified separately.

(3) the transfer of candidates

For those who have reached the qualified score line of comprehensive evaluation but have not entered the physical examination, they are recommended to other units that have not completed the task of introducing talents for two-way selection and adjustment according to the principle of professional counterparts and suitability for people and posts.

(4) Physical examination

According to the order of comprehensive evaluation results from high score to low score, the physical examination personnel are determined equally. Physical examination shall be conducted with reference to the methods and standards of civil service physical examination. The time and place of physical examination will be notified separately. Failure to attend the medical examination at the prescribed time is regarded as abandonment, and vacancies caused by waiver or unqualified medical examination will be filled in turn.

(5) Investigation

Those who pass the physical examination are determined to be the personnel to be introduced. The Municipal Bureau of Human Resources and Social Security, together with the employing unit, selected comrades familiar with the organization and personnel work to form an investigation team, and visited the community, police station, school (fresh graduates) or original unit (previous graduates) where the household registration is located. During the inspection, the inspection team must carefully review the files to see whether the registration materials of the imported objects are true and whether there are records of violations of laws and regulations.

(6) Publicity and employment

Qualified personnel shall be introduced and publicized by the Municipal Leading Group for Talent Work after research. The publicity period is 7 working days. If there is no objection at the expiration of the publicity period, the relevant staffing procedures shall be handled.

Verb (abbreviation for verb) management and treatment

1. Introduce personnel into the management of career establishment. In principle, they are hired to work in professional and technical posts, and the wages and benefits are subject to the unified standards of the whole city;

2. The probation system shall be implemented for the imported personnel according to the regulations, and the probation period shall be included in the employment contract period, and the probation period shall be 12 months. Those who pass the examination after the probation period will be appointed, and those who fail will be dismissed;

3. The minimum service life of imported personnel in this city is 5 years (including probation period), and they shall not be transferred out of this city within 5 years, otherwise they will be regarded as unilateral dismissal and will not go through the formalities of personnel file transfer. The employed personnel shall sign a service period agreement with the employer on the above contents before they arrive at their posts.

Other matters of intransitive verbs

1. The open introduction of high-level talents is subject to the supervision of the society and the Commission for Discipline Inspection.

2. This talent introduction announcement shall be interpreted by the Office of the Leading Group for the Introduction of High-level Talents of China Henan Recruiting Talents and Introducing Talents for Innovation and Development Conference.
