The Provincial Administration for Industry and Commerce is responsible for the supervision of food circulation. The Provincial Food and Drug Administration is responsible for the food safety supervision of the catering industry, canteens and other consumer sectors. The Provincial Health Department is responsible for the comprehensive coordination of food safety and organizing the investigation and handling of major food safety accidents. All departments should work closely together to form a joint force and do a good job in food safety supervision.

The provincial health department is responsible for putting forward the hygienic standards and conditions of food production and circulation, and incorporating them into the conditions of food production and circulation license. The Provincial Bureau of Quality and Technical Supervision is responsible for the supervision and management of food production license. The Provincial Administration for Industry and Commerce is responsible for the supervision and management of food circulation permit. No longer issue hygiene licenses for food production and circulation.

The Provincial Health Department is responsible for drafting the draft local laws and regulations on occupational health, formulating occupational health standards, regulating the prevention, health care, inspection and treatment of occupational diseases, and for the qualification identification, occupational health evaluation and chemical toxicity identification of occupational health technical service institutions. The Provincial Administration of Work Safety and shaanxi administration of coal mine safety are responsible for the supervision and inspection of occupational health in workplaces, the issuance and management of occupational health and safety licenses, and the organization to investigate and deal with occupational hazard accidents and related violations. The Provincial Health Department, the Provincial Work Safety Supervision and Administration Bureau and shaanxi administration of coal mine safety established and improved the coordination mechanism according to the division of responsibilities, strengthened cooperation, and worked together to do related work.
