Measures for the Administration of Halal Food in Lanzhou City
Article 1 In order to respect the dietary practices of minorities consuming halal food, to strengthen the supervision and management of halal food, and to promote national unity and national economic and cultural development, according to the relevant laws and regulations, combined with the actual situation in the city, the formulation of these measures. Article 2 This approach applies to the production and operation of halal food in the administrative areas of the city in the process of production, supervision and management of enterprises and individual businesses in accordance with the dietary practices of ethnic minorities consuming halal food production, business behavior.

Where "halal" or other words of the same significance to indicate the production and operation of food to consumers, shall comply with these measures. Article 3 The Lanzhou Municipal Ethnic Affairs Administration is the competent authority for the supervision and management of halal food.

The ethnic affairs administrative departments of the people's governments of counties (districts) are responsible for the supervision and management of halal food in their respective jurisdictions.

Administration for industry and commerce at all levels, industry authorities and other relevant departments in their respective areas of responsibility to assist in the supervision and management of halal food. Slaughtering staff shall hold the relevant qualification certificates issued by the municipal administrative department of ethnic affairs or its commissioned organizations, and shall implement designated slaughtering and accept quarantine in accordance with the relevant provisions.

If the meat food produced by slaughtering in other places enters the city and is sold as halal meat food, the operator shall submit to the county (district) ethnic affairs administrative department of the people's government at or above the county level of the place of slaughter or its commissioned organization to submit a certificate of "halal", which shall be validated and recognized before it can be listed and operated as halal meat food. It can only be listed and operated as halal meat food after it has been verified and recognized. Article 7 The urban planning departments and industry authorities shall, according to the distribution of ethnic minorities consuming halal food, rationally plan and guide the setting up of outlets for the production and operation of halal food, and appropriately deal with the relationship with neighboring non-halal food operations. Article VIII of the production and operation of halal food enterprises and individual businesses, their processing, slaughtering, transportation, storage, sales, measurement facilities and tools should be guaranteed exclusively.

The marketplace, shopping malls, food stores on the operation of halal meat or other unpackaged halal food, and non-halal food should be strictly differentiated, set up halal food production, business areas or counters.

(c) the production and operation of halal meat or other unpackaged halal food is not distinguished from non-halal food, or facilities and tools do not ensure that the special purpose, shall be warned and ordered to make corrections within a specified period of time; refusal to make corrections or the consequences thereof, may be imposed on the enterprise of more than 5,000 yuan to 10,000 yuan fine, the individual businessmen shall be imposed a fine of more than 200 yuan to less than 1,000 yuan.

(d) packaging marked with the word "halal" food without the municipal administrative department of ethnic affairs or its commissioned organizations to identify, supervise the production of printed materials marked with the word "halal" without the municipal administrative department of ethnic affairs review and approval. Refuse to report the examination or the name does not match, confiscate the goods and illegal income, and may impose a fine of one to three times the illegal income.

Violation of the provisions of these measures, after the penalty is still not corrected, shall not continue to produce and operate halal food.
