In order to speed up the solution of shantytowns in the area and the urban village (hereinafter referred to as shanty reform) project legacy problems, according to the provincial party committee general office, the provincial government general office "on the solution of the remaining problems of real estate development of the guiding opinions" ([2017]-27), "Baoding Municipal People's Government on accelerating the solution of shanty towns in the main urban area and the urban village renovation project legacy problems of the opinions" (Baogang letter [2018] 15) and "Baoding Municipal People's Government on accelerating the solution of the remaining problems of real estate development" (Baogang letter [2018] 15) and "Baoding Municipal People's Government on accelerating the solution of the Supplementary Opinions of the Main City Real Estate Development Remaining Problems" (Baoding Government Letter [2018] No. 14), in line with the principle of respecting history, seeking truth from facts, solving problems, but also for the long term, favorable to the development, combined with the actuality of our region, the following program.
First, the scope of application
Since 2004, our region has not completed the transformation of the shanty reform project approved by the municipal government (see annex).
Second, standardize the behavior of the relocation investment
(a) The district government is the shanty reform project relocation of the responsibility of the main body of the townships, street offices is the main body of the implementation of the shanty reform project relocation. The district government will set up a project by project by the district land, housing, planning, township (street), village "two committees", assessment agencies, surveying and mapping agencies, legal services and other units of the working group, according to the law to promote the work of expropriation and relocation.
(b) Within 60 days from the date of issuance of this program, the district government to intervene in the transformation of the real estate enterprise's economic status, performance ability, social credit, qualification level, etc. to conduct a comprehensive review, collective study. Specific implementation procedures are as follows:
1. The townships, street offices will be approved by the municipal government within the jurisdiction of the unfinished transformation of the shantytown project for detailed combing, project by project for research, in accordance with the principle of "one village, one policy" for each project to develop a transformation program, whether the original development companies continue to intervene to take out the preliminary views. In accordance with the four-party agreement framework sample (developed by the District Shed Reform Office) to develop a four-party agreement in line with the project's first draft submitted to the District Shed Reform Office. The main provisions of the four-party agreement include, but are not limited to, the following:

If the municipal government has other documents or instructions, in accordance with the municipal government documents or instructions;
(4) within the scope of the relocation, the planning of urban infrastructure land and not included in the enjoyment of shanty reform policy land outside the handover of the land, the government will no longer pay a separate fee;
(5) real estate companies should be law-abiding, according to the law to build, such as the occurrence of illegal occupation of land, illegal construction, illegal Sales, private transfer of projects, unauthorized disposal of resettlement housing one of the behaviors, by the district government to deduct a certain percentage (not less than 10%) of the **** tube funds, until the termination of its shanty reform agreement, the enterprise, legal representative, shareholders, and legal representatives and shareholders registered in other enterprises shall not be allowed to participate in the shanty reform in the area of Lianchi and real estate development projects within five years;
(6) the city and district governments provide for the Other matters.

4. 5. The strategic investor introduced separately will sign a new four-party cooperative renovation agreement after paying the expropriation compensation funds in accordance with the procedures.
If the original development enterprise has illegal occupation of land, illegal construction, illegal pre-sale, etc., the district government instructed the competent administrative department to investigate and carry out administrative treatment according to the law until it is transferred to the judicial organs.
6. A working group was set up by the district government for each shifting project to promote the relocation work according to the law.

Fourth, sound fund allocation system

The remaining transformation funds by the township (street) in accordance with the project relocation progress to apply for the district shed reform office for disbursement.
