"The newly revised Regulations on Work Safety in Shandong Province shall come into force on March 1 2022"

In order to strengthen the work of production safety, prevent and reduce production safety accidents, protect people's lives and property safety, and promote sustained and healthy economic and social development, these Regulations are formulated in accordance with the "People's Republic of China (PRC) Safety Production Law" and other laws and administrative regulations, combined with the actual situation of this province.

These Regulations shall apply to the safety production and related supervision and management of units engaged in production and business activities within the administrative area of this province (hereinafter referred to as production and business units); Where laws and regulations provide otherwise, such provisions shall prevail.

Safety in production should adhere to the leadership of the party.

Work safety in production should be people-oriented, adhere to people-oriented and life-first, give priority to ensuring people's life safety, firmly establish the concept of safe development, adhere to the policy of safety first, prevention first and comprehensive management, and prevent and resolve major safety risks from the source.

Work safety in production shall follow the principles of safety management of industries, enterprises, production and operation, who is in charge and who is responsible, who is responsible for examination and approval, and who is responsible for supervision, and implement a supervision and management system that combines territorial supervision with hierarchical supervision and focuses on territorial supervision.

Article 4 The production and business operation entities shall bear the main responsibility for the safety production of their own units.

The production and business operation entities shall establish and improve the overall responsibility system for production safety and the rules and regulations for production safety, increase the investment guarantee of funds, materials, technology and personnel for production safety, improve the conditions for production safety, strengthen the standardization and informatization construction of production safety, and build a dual prevention mechanism for classified management and control of safety risks and investigation and management of hidden dangers.

What is the scope of application of the safety production law?

This Law is applicable to the safe production of units engaged in production and business operation in People's Republic of China (PRC) (hereinafter referred to as production and business operation units); Where relevant laws and administrative regulations have other provisions on fire safety and road traffic safety, railway traffic safety, water traffic safety and civil aviation safety, such provisions shall prevail.
