Article 1 In order to strengthen the management of motor vehicle parking lots, standardize vehicle parking and maintain traffic order, these Measures are formulated in accordance with the relevant provisions of laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, operation, use and management of motor vehicle parking lots in urban areas of this Municipality. Article 3 The term "parking lot" as mentioned in these Measures refers to outdoor or indoor places where motor vehicles are parked, including public parking lots, special parking lots and urban road parking spaces.

Municipal public security, planning, civil air defense, development and reform departments shall, in accordance with their respective responsibilities, do a good job in parking lot management according to law.

The municipal administrative department of municipal facilities may entrust the management institution under it to be responsible for the daily management of the parking lot. Article 5 The construction and management of parking lots shall follow the principles of unified planning, rational layout, convenience for the masses and ensuring safe and smooth traffic. Sixth municipal facilities departments shall, jointly with relevant departments, organize the construction of motor vehicle parking guidance information system, and promote the application of intelligent and informational means to manage parking lots. Seventh municipal facilities departments shall, jointly with relevant departments, according to the needs of the overall urban planning and urban construction and development, prepare special parking lot planning, and implement it after being approved by the Municipal People's government. Article 8 The competent department of municipal facilities shall, jointly with the municipal construction department and the traffic management department of the public security organ, prepare the annual construction plan of the parking lot according to the special planning of the parking lot, and organize the implementation after the approval of the Municipal People's Government. (five) equipped with corresponding management personnel and responsible for the inspection and registration of vehicles in and out, guiding vehicles in and out and parking, and maintaining parking order. Sixteenth the special parking lot used by this unit meets the requirements, and can provide business parking services to the society, and go through the relevant procedures in accordance with the provisions of Article 14 of these measures, and abide by the provisions of Article 15 of these measures. Seventeenth residential parking lots are managed in accordance with the provisions of property management. Where parking fees are charged, the price management regulations shall be implemented, the price shall be clearly marked, and the service content, charging standards, charging basis and supervision telephone number shall be publicized.
