The trading and commercial slaughter of live birds in wholesale (farmer's trade) markets, shopping malls (supermarkets), convenience agricultural products trading points, poultry sales stores, live poultry slaughter points, catering service units and other business places and mobile vendors in the prohibited area are completely banned. It is forbidden to implement the business model of "centralized slaughter, cold chain distribution and chilled listing" for poultry products listed in the region. Non-prohibited regional farmers' (bazaars) markets shall be set up by local sub-district offices and town people's governments to standardize the centralized trading and slaughtering areas of live poultry.

The live birds mentioned in this circular refer to chickens, ducks, geese, meat pigeons, quails and other edible live poultry that have been domesticated artificially.
