165438+1On October 27th, the 26th meeting of the Standing Committee of the 13th Provincial People's Congress voted to pass the Decision of the Standing Committee of Guangdong Provincial People's Congress on Stopping Food Waste (hereinafter referred to as the Decision), explicitly requiring catering operators not to set minimum consumption, and at the same time prohibiting food waste such as making, spreading and publicizing overeating.
The "Decision" requires that dining places such as unit canteens should strengthen supervision and inspection of the collection of kitchen waste in canteens and give criticism and education to waste behavior. At the same time, encourage qualified unit canteens to implement self-service ordering and metering charges.

Article 4 Catering operators shall take the following measures to avoid waste of catering:
(a) establish and improve the whole chain management system of food raw materials procurement, storage, distribution, processing and sales, improve service processes and operational norms, and stop food waste;
(2) Strengthen the training of chefs, and incorporate strict economy and opposition to waste into the content of employees' vocational training;
(3) Make food according to standard specifications, accurately quantify the amount of ingredients, mark information such as dosage, specifications and recommended consumption in the menu, provide different specifications such as snacks, and promote packages suitable for different groups of people;
(4) Posting or placing slogans and signs advocating cherishing food and opposing waste in a prominent position in catering service places to remind consumers of civilized and thrifty consumption;
(five) equipped with chopsticks and spoons, sanitary and environmentally friendly lunch boxes, lunch bags and other appliances, to provide packaging services;
(six) express catering service items and charging standards, and shall not set the minimum consumption;
(seven) to provide banquet or group dining services, guide consumers to order according to a reasonable number of people, and promptly discourage waste;
(eight) provide buffet service, inform the consumption rules and remind consumers to take meals as needed, in moderation and many times.
Encourage qualified catering operators to provide free lunch boxes and meal sharing services, and give appropriate discounts and rewards to consumers who save meals.
Encourage and support catering operators to adopt new technologies, new processes and new equipment to put an end to catering waste, combine big data, Internet of Things, artificial intelligence and modern catering management, promote business models such as central kitchen and collective dining distribution, and improve the digitalization and intelligence level of economical catering management.
