The main contents are as follows:

First, go deep into the grass-roots front line, do a good job in investigation and research

pay attention to actual results. The leaders of the municipal party committee and municipal government go to the grassroots level for investigation for no less than 71 days every year. Strengthen overall planning and coordination, implement the reporting system of the leaders of the four major organizations in the city, and form a research group when many municipal leaders go to the same county or unit for research at the same time. When investigating, we should have more direct contact and communication with the grassroots.

Municipal leaders and their entourage are not allowed to accept gift cards, souvenirs, local products, etc. in any form, and do not participate in banquets. All kinds of activities shall not affect the office, engineering construction, enterprise production, students' classes, etc. It is strictly forbidden to organize students to participate in non-educational celebrations and other activities. Municipal leaders concentrate on business activities, generally arrange a unified ride, without a secretary, and reduce the number of accompanying personnel.

standardize inspection and assessment. Strengthen the management of examination and approval, effectively streamline all kinds of unrealistic and ineffective assessment, appraisal and commendation activities, and implement centralized and comprehensive assessment methods. Without the consent of the municipal party committee and the municipal government, departments directly under the municipal government are not allowed to organize and carry out city-wide assessment, inspection or work observation activities, and the guidance and management of business work are mainly based on routine spot checks and unannounced visits, so as to effectively improve the execution and driving force of the work.

Do not arrange general and caring visits, strictly control overseas (border) visits, and all overseas (border) visits must be strictly examined and approved according to regulations. 5. Streamline document briefings, and strive to change the style of writing

Where national laws and regulations and internal party regulations have made clear provisions, no documents will be issued; If the current document provisions are still applicable, they will not be repeated; Documents publicly released by the news media are no longer forwarded by various departments; If there are no new requirements for the implementation of the superior general documents, they shall be implemented according to the superior documents, and generally no documents will be issued.
