Initiation

The CD-ROM campaign was initiated by three members of "IN_33" in early January 2013, with the earliest call to action being. The earliest call was "Start with me, no leftovers today", and then one of the initiators, Page One, came up with the current name CD-ROM Action.

On Jan. 15, more than 30 members of IN_33 began distributing leaflets and posters at restaurants and gas stations in Beijing, but the campaign didn't begin until Jan. 16, when it was officially launched.

The number of microblogs related to the CD-ROM campaign began to rise on Jan. 21, and the campaign continued to heat up, with large-scale participation by media outlets and catering firms around the world after People's Daily published a front-page article titled "CD-ROM Action Gets a Warm Response" on Jan. 25, which was followed by an article titled "CD-ROM Action.

On Aug. 11, 2020, Xinhua News Agency reported on a directive from the general secretary of the Central Committee of the People's Republic of China (CPC), which called for a resolute halt to wasteful food and drink practices, and for the creation of an atmosphere of "wastefulness is shameful, and saving is a matter of honor" in the entire society. Official Chinese media have since stepped up their publicity, with mainland China following suit.
