Hotel fire case author: Panden fire accident suffered heavy casualties. On June 0, 2005, at about 1 1 40, a fire broke out in Huanan Hotel, Xiashan Street, Chaonan District, Shantou City, Guangdong Province, with a total fire area of 2800m2. Forty-three rooms were burned and 3/kloc-0 people were killed in the fire. This fire is the most serious casualty accident in Guangdong Province since 1994, and it is also the biggest fire accident in China in 2005. Hotel Fire Case On the afternoon of June 12, Guangdong Provincial Fire Corps held a briefing on the "6. 10" catastrophic fire accident in Shantou Chaonan District. Lei, the chief captain of Guangdong Provincial Fire Corps, pointed out: "The alarm was too late, the fire hydrant near the hotel dried up or the water pressure was too low, the fire fighting equipment owed money, and the rescue ability was insufficient, which eventually led to this catastrophic fire accident that shocked the whole country." On June 10/2 15, the fire squadron in Chaonan District immediately rushed to the scene to put out the fire. Shantou Command Center then mobilized 23 fire engines and 100 firefighters for reinforcements. When the fire squadron of Chaonan District rushed to the scene, the raging fire was mixed with billowing smoke, which had spewed out from dozens of windows of the hotel, and the whole building of South China Hotel was shrouded in thick black smoke. The first fire squadron in Chaonan District was neither equipped with a ladder truck nor a life-saving mat. What's more, some windows are fixed by the hotel with security nets. The difficulty of searching and rescuing trapped people is far beyond the imagination of firefighters. Lan, chief of staff of Shantou Public Security Fire Brigade, said: "At that time, the scene was in chaos, and there were trapped people on the second, second and fourth floors. Everyone at the scene was very excited. There are people calling for help on every floor, and some of them have jumped from the upstairs. " Gao Yong, a fire fighter, said, "I was covering my comrades with a water gun to save lives when I suddenly saw a young woman jumping from a house on the 4th floor because she couldn't stand the smoke. The woman who jumped off the building fell face down and fell heavily on the concrete floor. When I ran over, I found that the blood had overflowed from her mouth. " Doctors such as Li Kemin and Huang Lixian from Shantou Central Hospital confirmed that someone had multiple fractures of the lumbar spine, legs and arms due to jumping off a building. Almost all the people who were hospitalized in the fire jumped from the upstairs and were injured, resulting in craniocerebral injury and fracture. A girl jumped out of a window on the third floor to escape and was hit by a depressed fracture of her skull. Another girl's abdomen was ruptured and her abdomen, spleen and intestine were perforated. At 2: 35pm on June 10, the fire was finally put out with the concerted efforts of the fire officers and soldiers and the surrounding people, Qi Xin. After cleaning up the fire scene, the death toll counted by the fire department made everyone feel extremely sad. In this fire, 3 1 people were killed, including 30 women, and the youngest was only 17 years old. Twenty-eight people were injured, four of them seriously. According to the fire department of the Ministry of Public Security, in this fire, fire fighters risked their lives and rescued 67 trapped people, but unfortunately, five of them died after being rescued. While the firefighters and the surrounding people actively put out the fire to save people, several main persons in charge of South China Hotel not only failed to actively assist in the fire fighting and cooperate with the investigation, but fled for fear of being investigated for criminal responsibility. Chen Yansheng: Male: 34 years old, from Shantou, the legal representative of South China Hotel. Lin Lizhou: Male, 58 years old, from Shantou, one of the hotel contractors in South China. Lin Lizhou, a native of CPPCC, is ostensibly hypocritical, but behind the scenes, he violates the party discipline and state laws and participates in the contracted operation of hotels in South China, providing places and protection for pornographic business activities. After the incident, Lin Lizhou was afraid that his ugly behavior in Nanhua Hotel would be exposed, and he was even more afraid of being investigated for criminal responsibility. He was in a state of panic. He walked alone in the streets of Shantou all night, trying to escape, but he didn't know where to escape. Later, he decided to make an appointment with a lawyer, hoping that the lawyer would analyze his responsibility in the accident first. While he was meeting his lawyer, he was arrested by the police. Lin Jianzhou: Male, 36 years old, from Chaonan District, one of the hotel contractors in South China. Jiang and Zhou are his men, and they usually work in specific management in South China Hotel. On the day of the incident, Zhou drove away and fled. Just when he went home to take money and prepare to escape, he was arrested by the monitoring police. Lin: Male, aged 4 1, from Chaonan District, one of the operators of South China Hotel, also known as "Along". Chen Lele is Lin's lover and is in charge of management in Nanhua Hotel. After the incident, she and Lin fled to Puning, Jieyang City, and took advantage of the fact that outsiders didn't know her identity to find out the news outside and inform Lin in time. In order to let Lin avoid the limelight smoothly, she also paid for Lin to rent a house in a village near Puning to hide. On June 13, they took a bus to the village where they rented a house and were arrested by the police at the toll station they passed. Shantou police revealed that after the "6. 10" particularly serious fire accident, the police of the task force successively moved to Shanghai, Shenzhen, Guangzhou, Puning and other places, with a journey of tens of thousands of kilometers. With the assistance of the local police, all seven people involved in the case have been arrested and brought to justice. After being reported to the People's Procuratorate for approval, Lin Lizhou, Lin and Chen Lele were arrested on suspicion of responsibility for fire accidents, and Jiang, Zhou and Chen Lele were arrested on suspicion of harboring crimes. In order to speed up the aftermath and appease the relatives of the victims, the Chaonan District Government of Shantou City also paid compensation on behalf of the relatives of the victims of South China Hotel Co., Ltd. ... After Chen Yansheng, the legal representative of South China Hotel Co., Ltd., was brought to justice, he paid 7 million yuan in cash to the Chaonan District Government, plus more than 6,543,800 yuan in cash and articles with a value of nearly 6,543,800 yuan, totaling about 9 million yuan, as compensation for the victims and treatment expenses for the injured. After the "6. 10" fire in South China Hotel, the State Council formed an investigation team and rushed to the scene. The Fire Department of the Ministry of Public Security also dispatched five fire investigation and appraisal experts from the Fire Department of the Ministry of Public Security, Liaoning and Guangxi to assist the investigation team in investigating the "6. 10" catastrophic fire accident. The South China Hotel has only four floors. The fire broke out in broad daylight instead of when people were asleep at night. Why will it cause such serious consequences? According to the analysis of the Guangdong Provincial Public Security Department, there are four main factors: "the alarm sounds slowly delayed the fighter plane, a large number of flammable materials were used for decoration, evacuation was not organized in time after the fire broke out, and residents lacked fire-fighting knowledge and escape skills." The fire broke out at 0: 40 on 011June 10, and the Shantou Fire Command Center received an alarm call from the people on 0 15. There is 35 minutes to escape. If someone organizes evacuation, it will not lead to the bad consequences of 3 1 person's death. So, what are people doing in South China Hotel after the fire? Why didn't you call the police in time? When Zhang Longwen, who works in Nanhua Hotel, was interviewed by CCTV reporters, he loudly reprimanded Lin, the operator of Nanhua Hotel, at the scene of the fire: "If the boss with black conscience hadn't blocked the alarm, so many people wouldn't have died this time." Zhang Longwen, who is about 30 years old this year, is from Chongqing. He said: At that time, we found smoke coming out from the second floor, and some employees immediately prepared to call the police, but Lin said that the problem was not serious and there was no need to call the police to avoid the hotel business being affected. Lin then cut off the power supply of the hotel and directed the personnel to put out the fire. At this point, the corridor on the second floor has begun to spread smoke. Until the fire broke out on the second floor, Lin still didn't think of evacuating the guests living on the third and fourth floors, as well as the singing attendants in the rented hotel upstairs. Including the waitress in South China Hotel, the hotel staff exceeds 100. Except for some employees who have already gone to work, dozens of female employees and guests who stayed in the hotel the night before were almost still sleeping. A number of surviving South China hotel employees revealed: "At first we just saw smoke, so we all went to put out the fire. Later, the fire was so big that we couldn't save it. " A chef of South China Hotel said: "I was preparing lunch for the guests in the kitchen, and then I heard' Aaron' shouting outside,' There is a fire on the second floor, please put out the fire quickly!" "But then the fire got bigger and bigger, and the fire alarm bell installed in the corridor just didn't ring. The people in the hotel were too busy to care about themselves and ran for their lives.' Aaron' was gone. Duan Jiahai, deputy political instructor of the public security fire squadron in Chaonan District of Shantou City, pointed out: "The fire alarm was late. The fire broke out around noon 1 1: 40, but the fire department received the alarm at 12 15. By this time, the fire had already happened for half an hour. Delayed the best opportunity to put out the fire and save people. If it is the first fire, organize personnel to put out the fire and call firefighters to arrive at the same time. The fire has not spread, and it is still local, and it can be controlled and put out soon. As far as we know, they didn't know they couldn't clean it up until the fire began to spread. As a result, the first people to call the police were people passing by the hotel. "The Shantou municipal government department confirmed in the accident report that the fire officers and soldiers quickly rushed to the scene after receiving the alarm from the masses, and it took more than 30 minutes to rescue 67 trapped people from the fire. Due to the lack of necessary fire rescue equipment and equipment, 12 fire officers and soldiers were finally sent to the hospital for rescue because of inhaling a lot of smoke poisoning. During the fire, residents lacked basic fire fighting knowledge and escape skills. A staff member who went to the site for inspection said: "After the fire was put out, when we inspected the site, we found that the door of a room was closed. When we opened it, the window of the room was closed. But there are many girls lying on the ground, all of whom were killed by the smoke in the room. In this fire, we found that 25 people were smoked to death in the bathroom and the room, and one was smoked to death in the bed. "There are insufficient fire-fighting facilities at the fire site and lack of fire water sources. The fireman of Chaonan District Fire Squadron said: "After we arrived at the scene, the fire was already in a violent burning stage. However, the two fire hydrants found around the hotel have little water and low water pressure, which is difficult to meet the fire-fighting needs. Later, water was delivered mainly by fire trucks. By temporarily interrupting the water supply in the whole Chaonan District, all the water power was concentrated in the fire, which ensured the normal water pressure and delayed a lot of fire fighting time. "According to the Guangdong Provincial Fire Corps, the South China Hotel on fire belongs to a private enterprise. The building is a reinforced concrete frame structure with a building area of 7996 square meters and four floors. The building was built in 1994 1 and completed in September of the same year. The original building was an office and commercial building, and the owner changed it into a hotel without authorization. The first floor is converted into a lobby restaurant, chess room and physiotherapy center, the second floor is a restaurant box and karaoke room, and the third and fourth floors are guest rooms, with a total of 64 rooms. In the same year165438+1October1May, South China Hotel officially opened. And has obtained a business license, a special industry business license and a cultural business license. 200 1 10 15, the former fire brigade of Chaoyang Public Security Bureau found that the hotel had been ordered to make corrections during the supervision and inspection; On June 5438+1October 65438+May, 2002, the former public security fire department of Chaoyang City found that the hotel was still in business without rectification, and issued a review opinion; On June 25, 2002, 65438+, the fire department imposed a comprehensive closure and rectification punishment on the hotel; In August 2003, the hotel was renovated internally. In June, 2004, the newly established public security fire department of Chaonan District found that the hotel was open for business during a spot check, and issued a rectification notice within a time limit: 20041October 30 165438. The fire department found that the rectification of the hotel was still incomplete, so it issued the last rectification notice within a time limit. The Bulletin of the "6. 10" Extraordinary Fire Accident of South China Hotel pointed out that the South China Hotel that suffered a fire did not pass the fire design review and acceptance, violated the fire regulations, and changed its use nature without authorization. It has been in business for 196, and there are major safety hazards such as narrow and curved passages, insufficient safety exits, lack of fire-fighting facilities in the building, and a large number of combustible materials used in decoration. The fire department of Shantou City issued the notice of administrative punishment for business suspension and rectification five times, but the South China Hotel continued to operate during the period of business suspension and begging, which laid the foundation for this particularly serious fire accident. The investigation team of the "6. 10" special major fire accident in the State Council South China Hotel extracted the remnants from the fire site and sent them to Shenyang Fire Research Institute for identification and analysis. The fire site was carefully cleaned and repeatedly explored, and the relevant personnel were investigated. Finally, it was determined that the direct cause of the fire was the short-circuit fault of the upper wire in front of the ceiling of Jinling box on the second floor of South China Hotel, which ignited the surrounding combustible materials and triggered this particularly serious fire accident. The Guangdong Provincial Public Security Department said that the fire exposed some problems such as the failure to implement the fire safety responsibility system in some local units, inadequate fire management, and inadequate special fire safety management in crowded places. From this point of view, the "6. 10" particularly serious fire in South China Hotel is not so much an accident caused by short circuit of wires as an inadequate supervision by the relevant local supervision departments.
