Jilin City Kitchen Waste Management Regulations
Article 1 In order to strengthen the management of kitchen waste, maintain urban environmental health, food safety and people's health, according to the "People's Republic of China *** and the State Solid Waste Pollution Prevention and Control Law", the State Council, "urban amenities and environmental health management regulations" and other relevant laws and regulations, combined with the actuality of the city, the formulation of these regulations. Article 2 The city's urban built-up area of kitchen waste emissions, collection, transportation, disposal and its related management activities shall apply to these regulations. Article 3 The kitchen waste referred to in these regulations, refers to food production and processing and sales, unit of food service, catering services and other activities in the process of processing waste, food residues and discarded edible oil and grease and other waste.

The waste edible oil and grease referred to in the preceding paragraph refers to animal and plant fats and oil-water mixtures that can no longer be consumed. The municipal environmental health administrative department is responsible for the supervision and management of kitchen waste in the city. Districts (including the Jilin Hi-tech Industrial Development Zone and Jilin Economic and Technological Development Zone) environmental health administrative departments in accordance with the division of responsibilities specifically responsible for the daily supervision and management of food waste within their jurisdiction.

Urban management and law enforcement departments in accordance with the provisions of this Ordinance, the violation of the provisions of the management of kitchen waste to investigate and deal with.

Food and drug supervision and management departments are responsible for the supervision and management of food production and processing, circulation and catering services, supervision of food service units to establish and implement the edible oil procurement inspection system, according to the law to investigate and deal with food waste as raw materials for the preparation and sale of edible products illegal.

Environmental protection departments are responsible for the supervision and management of food waste emission units and disposal enterprises pollution prevention and control measures.

The competent department of animal husbandry administration is responsible for the supervision and inspection of livestock and poultry breeding places, and investigates and deals with illegal acts of feeding livestock and poultry with kitchen waste that has not been harmlessly treated according to law.

The public security organs are responsible for investigating and dealing with the use of kitchen waste production and sale of food products endangering human health food safety crimes and kitchen waste collection and transportation vehicles of road traffic violations.

Development and reform, finance, price, quality and technical supervision, industry and commerce, tourism, business and other relevant departments, in accordance with their respective responsibilities to do a good job in the management of kitchen waste related work. Article 5 of the management of kitchen waste, the implementation of minimization, harmlessness, resource utilization and who produces, who pays principle.

The municipal people's government of the collection and transportation of food waste and harmless disposal shall be appropriately subsidized, the specific measures shall be formulated by the municipal people's government. Article 6 The catering industry associations shall play a role in industry self-discipline, participate in the development of relevant standards, promote kitchen waste reduction methods, kitchen waste management work into the catering unit level evaluation. Article 7 Any unit or individual has the right to violate the provisions of the kitchen waste management complaints and reports.

The relevant departments receive complaints and reports, should be promptly investigated and dealt with, and in the acceptance of complaints and reports within 15 working days to inform the complainant or informant of the results.

For verified reports, the municipal environmental health administrative department shall be rewarded. Article VIII of food waste collection and disposal of franchising.

The kitchen waste emissions unit shall be kitchen waste to obtain a franchise for the collection and transportation of enterprises. Article 10 kitchen waste discharge units shall comply with the following provisions:

(1) and kitchen waste collection and transportation enterprises to sign kitchen waste collection and transportation agreement, and the agreement will be reported to the district environmental sanitation administrative department for the record;
