Shanghai Urban and Rural Construction and Transportation Committee is responsible for the comprehensive coordination and management of disposable plastic lunch boxes in this city.

Shanghai Municipal Bureau of Greening and Appearance (hereinafter referred to as the Municipal Bureau of Greening and Appearance) is responsible for the supervision and management of the production, sale, use and recycling of disposable plastic lunch boxes in this Municipality.

The district and county city appearance and environmental sanitation management department (hereinafter referred to as the district and county city appearance and environmental sanitation department) is responsible for the supervision and management of the sale, use and recycling of disposable plastic lunch boxes in this area.

The relevant administrative departments of this Municipality shall, in accordance with their respective responsibilities, coordinate the implementation of these measures. Article 5 (Registration)

Units that produce disposable plastic lunch boxes in this Municipality shall, within 30 days after the issuance of the industrial and commercial business license, go through the registration formalities with the Municipal Bureau of Greening and Appearance.

If disposable plastic lunch boxes produced in other provinces and cities are sold in this city, the sales unit shall go through the registration formalities with the local district and county city appearance and environmental sanitation department before the sale. The district and county city appearance and environmental sanitation departments shall timely report the registration to the Municipal Bureau of Greening and City Appearance for the record. The Municipal Bureau of Greening shall publish the list of registered production and sales units within 7 days from the date of registration. Article 7 (Payment of Fees)

The registration unit that produces and sells disposable plastic lunch boxes shall pay the recycling fee to the registration authority according to the output or sales volume of last month before 15 every month. Unregistered production and sales units shall not produce and sell disposable plastic lunch boxes.

Units that produce disposable plastic lunch boxes in this Municipality shall indicate the name and address of the production unit on the products; If disposable plastic lunch boxes produced in other provinces and cities are sold in this city, the sales unit shall indicate the name and address of the sales unit on the products.

Units that produce and sell disposable plastic lunch boxes shall establish a ledger system in the process of production or sales, and implement a joint system of production and sales. The specific measures shall be formulated separately by the Municipal Bureau of Greening and Appearance. Article 9 (Requirements for Users)

Users should buy disposable plastic lunch boxes from registered production and sales units.

Restaurants, restaurants, restaurants, lunch supply points and other catering units that use disposable plastic lunch boxes in this Municipality shall set up recycling containers, which shall be recycled after cleaning and sorting, and it is strictly forbidden to discard them at will. Article 10 (Restoration of Production and Sales Units)

Units that produce and sell disposable plastic lunch boxes shall organize recycling, and the Municipal Greening Bureau or the district/county city appearance and environmental sanitation management department shall return the recycling and disposal fees according to the recycling ratio. The Municipal Bureau of Greening shall organize the implementation of the recycling of disposable plastic lunch boxes, and determine the specific recycling units, which shall be engaged in the recycling of disposable plastic lunch boxes.

Recycling units shall set up a number of recycling points in this Municipality. Article 12 (Disposal)

Disposable plastic lunch boxes are directly sent to recycling enterprises after recycling, and sent to the designated place of the Municipal Bureau of Greening and Appearance. It is strictly forbidden to discard them at will. Article 13 (Financial and Audit Supervision)

The relevant administrative departments of finance, auditing and so on shall strengthen the supervision of the use of disposable plastic lunch boxes for recycling and disposal. Article 14 (Prohibited in Some Areas)

The use of disposable plastic lunch boxes is prohibited in stations, docks, airports, national tourist attractions and nature reserves within the scope of this Municipality, and the specific scope shall be stipulated by the Shanghai Urban and Rural Construction and Transportation Committee. Article 15 (Administrative Punishment of City Appearance and Environmental Sanitation Department)

In violation of the provisions of these measures, one of the following acts shall be ordered by the Municipal Greening Bureau, the district and county city appearance and environmental sanitation department or the urban management law enforcement department to make corrections or make corrections within a time limit, and may be punished in accordance with the following provisions:

(seven) the use of disposable plastic lunch boxes in areas where the use of disposable plastic lunch boxes is prohibited, and a fine of 2,000 yuan or more shall be imposed on 200 yuan.
