Article 2 The drainage referred to in these regulations, refers to the industrial wastewater, domestic sewage (hereinafter collectively referred to as sewage) and atmospheric precipitation acceptance, transportation, treatment, discharge behavior. Article 3 These regulations shall apply to the drainage and its related management activities within the administrative area of the city, except for agriculture, animal husbandry production drainage and water conservancy drainage and irrigation. Article IV of the city's implementation of drainage permits and drainage facilities use fee system. Article V Shanghai Municipal Engineering Bureau (hereinafter referred to as the Municipal Council) is the city's drainage administrative department. Shanghai Municipal Drainage Management Office (hereinafter referred to as the city drainage office) is responsible for the city's drainage industry management and municipal drainage system management.

County and Pudong New Area, Baoshan District, Jiading District, Minhang District drainage administrative department [hereinafter referred to as the county (district) drainage administrative department] is responsible for the county (district) is responsible for the management of the drainage system, business by the leadership of the Municipal Council.

The relevant administrative departments of the city shall, in accordance with their respective responsibilities, in collaboration with the implementation of these regulations. Chapter II Planning and Construction Management Article 7 The construction of drainage facilities should follow the unified planning, supporting the construction and decentralized treatment and centralized treatment of the combination of principles. County (district) drainage system planning by the county (district) drainage administrative departments to organize the preparation of the Municipal Council after review, into the county (district) regional planning. Article IX preparation of drainage system planning should be in accordance with the topography, geology, rainfall, sewage and water environment and other requirements; new areas should be implemented rainwater, sewage diversion. Article 10 municipal councils and counties (districts) drainage administrative department shall, in accordance with the drainage system planning, phased arrangement of public **** drainage facilities construction plan, and organization and implementation. Article XI self-built drainage facilities construction plan, should be consistent with the location of the detailed planning and drainage system planning. One of the development zones, industrial zones and other self-built drainage facilities construction plans, should be included in its comprehensive development plan; residential self-built drainage facilities construction plans, should be included in the city or county (district) residential supporting construction plans.

Access to the municipal public **** drainage system and the central city within the self-built drainage facilities construction plan, reported to the City Council for approval and implementation.

Access to the county (district) of the public **** drainage system and the county (district) within the self-built drainage facilities construction plans, reported to the county (district) drainage administrative department for review and approval after implementation. Article XII of the city planning department in the approval of new construction, expansion, alteration projects involving municipal or county (district) of the public **** drainage system, shall obtain the consent of the municipal or county (district) drainage administrative department. Article XIII of the construction of drainage facilities, take the government investment, loans, beneficiaries of capital, unit of self-financing and other ways to raise funds. Article XVII connected to the drainage facilities for the discharge of sewage units and individual operators (hereinafter collectively referred to as the drainage households), should be in accordance with the provisions of the construction of appropriate sewage treatment facilities, and in the discharge of the mouth of the installation of facilities with grills and gates and other special test wells. Article XVIII of the completion of the construction project of drainage facilities, the construction unit shall be organized in accordance with national regulations acceptance.

Without acceptance or unqualified acceptance of the drainage facilities construction projects, shall not be delivered for use.

Construction unit shall establish a complete drainage facilities construction project completion file, and in the completion and acceptance of the city within six months after the urban construction archives or county (district) urban construction archives. Chapter III operation and management of Article 19 of the drainage household discharge of sewage water quality, should be consistent with national and municipal provisions of the water quality standards for sewage drainage facilities (hereinafter referred to as drainage standards). Drainage household application, shall submit the following information:

(b) the type of production products and water consumption;

City Drainage Department or county (district) drainage administrative department after acceptance, shall seek the views of Article 33 of these Regulations, the maintenance and repair of the unit responsible for the views, and within twenty days to give a written reply to the drainage; agreed, the issuance of the initial approval documents.

City drainage or county (district) drainage administrative departments of drainage households to provide relevant information, should be in accordance with the confidentiality requirements of strict management.
