Some measures to promote the stable and healthy development of real estate market
In order to further implement the decision of the State Council of the CPC Central Committee that "the house is for living, not for speculation", effectively overcome the adverse effects caused by the COVID-19 epidemic, further implement the work goal of "stabilizing land prices, housing prices and expectations", strengthen the guidance of market expectations, support the commercial housing market to better meet the reasonable housing needs of buyers, and promote the stable and healthy development and virtuous circle of the real estate market in our district due to the city's policy. According to the policy spirit of Fuzhou on further promoting the virtuous circle and healthy development of the real estate industry in the central city, referring to the experience and practices of neighboring brother counties, combined with the actual situation in our district, the following measures are formulated with the consent of research.
The first is to optimize the fiscal and taxation service policies.
1. Increase the retention tax rebate. Strictly implement the policies related to tax refund, further improve the policy labeling system, and ensure eligible taxpayers to surrender their insurance through accurate screening and accurate monitoring, thus alleviating the financial pressure of enterprises.
2. Implement preferential land value-added tax. Taxpayers' sales value-added rate does not exceed 20%, and eligible ordinary standard houses are exempted from land value-added tax.
3. Implement preferential policies for affordable housing. For affordable housing, resettlement housing and public rental housing that meet the requirements for supporting construction, urban land use tax and stamp duty shall be exempted according to the prescribed proportion.
4. Implement deed tax concessions. Ensure that qualified property buyers enjoy preferential deed tax for one suite and two suites, and focus on implementing the new deed tax policy that the land purchased by real estate developers will be reduced from 4% to 3% after September 20021.
5. The deed tax shall be levied first and then supplemented. From May 1 2022 to October/3 1 2022, individuals and enterprises purchase new commercial housing (excluding parking spaces, garages and storage rooms), starting from the first online filing time of commercial housing sales contracts. After the purchaser pays the deed tax, he shall apply for subsidies according to the commercial housing sales contract and the tax payment certificate, and the beneficiary finance shall give subsidies. The householders who signed the demolition agreement after June 65438+ 10/day in 2020 will be subsidized according to 1 00% of the deed tax paid during the incentive period.
6. Strengthen the final settlement of tax refund. The overpayment of income tax generated after the final settlement of income tax shall be refunded according to the regulations.
Second, implement phased housing subsidies.
Anyone who buys a house during May 1 to 1 October1in 2022 can enjoy the following subsidy policies.
1. Buy new ordinary commodity housing. Purchase new ordinary commodity housing in urban planning area: (1) Purchase 200 yuan/m2 housing subsidy for the first time; (2) Improved housing 150 yuan /m2 housing subsidy; (3) If a three-child family group with a permanent population in Dongxiang District newly purchases a set of ordinary commodity housing, it will be given 200 yuan/m2 housing subsidy, and if a second set or more of newly-built ordinary commodity housing is purchased, it will be given 150 yuan/m2 housing subsidy; (4) Subsidies for enterprises to purchase newly-built ordinary commodity houses 150 yuan/m2.
2. Newly purchased non-residential commercial housing (excluding parking spaces, garages and storage rooms). For the purchase of shops, subsidies will be given at 50% of the deed tax actually paid, and rewards will be given at 5% of the net transaction price (excluding tax). The starting time is based on the first online signing and the first filing time of the commercial housing sales contract.
The purchase of new ordinary commercial housing and new non-residential commercial housing outside the urban planning area will be halved. The above subsidies are not repeated, and can only be enjoyed once according to the highest standards. The subsidy funds are fully guaranteed by the beneficiary finance.
Third, appropriately adjust the policy of using provident fund.
1. The maximum loan amount of housing provident fund will be increased from 500,000 yuan to 600,000 yuan for employees' families who meet the loan conditions of housing provident fund in our district. According to the national policy of encouraging childbearing, families of paid workers with three children apply for provident fund loans to buy their own houses. If they meet the conditions of housing provident fund loans, the maximum loan amount will rise by 30% according to the current standards.
2. Workers' families who meet the conditions of housing provident fund loans in our district and have applied for housing mortgage loans from commercial banks, with the approval of loan-issuing commercial banks and provident fund institutions, adopt the method of increasing the number of mortgages, use housing provident fund loan funds to settle housing mortgage loans from commercial banks within the amount of housing provident fund loans, and directly convert commercial loans into housing provident fund loans.
Fourth, increase financial support.
In accordance with the requirements of the Notice of the People's Bank of China and the State Administration of Foreign Exchange on Doing a Good Job in Financial Services for Epidemic Prevention and Control and Economic and Social Development, we will implement differentiated housing credit policies, focusing on meeting the mortgage needs of first-home and improved housing, and better meeting the reasonable housing needs of buyers. In the urban planning area, if commercial banks take mortgage loans, the minimum down payment ratio of the first suite will be reduced to 20%, and the minimum down payment ratio of the second suite will be reduced to 30%, and the mortgage interest rate of commercial individual housing will be reasonably lowered.
Five, optimize the pre-sale of key regulatory funds using nodes and regulatory proportion.
1. If the main project of a single house in a real estate development project is completed before May, 2022 1, and a post-construction plan has been formulated, you can apply to use 20% of the key supervision funds of the building for the project construction, but the reserved key supervision funds for pre-sale shall not be less than 5% of the pre-sale payment for the record.
2. For real estate development projects that obtained the pre-sale permit of commercial housing after May 1 2022, the key supervision funds for pre-sale will be adjusted from 6% of the pre-sale payment for pre-sale filing to 5%.
Six, moderately relax the image standard of commercial housing construction.
If the epidemic situation affects the construction, the image progress standard of pre-sale of commercial housing will be moderately relaxed. The image progress of pre-sale of high-rise and small high-rise buildings was adjusted from the original 1/3 to 1/4, and the image progress of pre-sale of multi-storey houses was changed from the original 1/2. Those who meet the requirements may apply for the pre-sale permit of commercial housing according to law.
The implementation time of the above policies is May 1 day, 2022 to October 3 1 day, and the district housing security center and district finance bureau are responsible for the specific interpretation. In case of national and superior policy adjustment during the period, the superior policy shall prevail.

I. Scope of acceptance

3. Enterprises and individuals who purchase new commercial housing will be subsidized if they sign the purchase contract online for the first time from May 1 day to October 3 1 day in 2022.
Three. Application procedure
1. Property buyers who have obtained the sales contract for newly-built commercial housing for the record shall report to the real estate enterprise that signed the sales contract. After receiving the materials, the real estate enterprise shall apply for subsidies at the "Subsidy" window set up by the District Housing Security Center in the administrative service hall, and fill out the "Application Form for Purchase Incentive Fund in Dongxiang District of Fuzhou City". To apply for subsidies, the following materials shall be submitted:

2. Applicant's ID card (original and photocopy);
VAT invoice, deed tax invoice is required to apply for deed tax subsidy;

Four. Relevant regulations
1. The deadline for accepting applications for housing subsidies is March 3, 20231. Fails to apply within the time limit, as a waiver of eligibility for housing subsidies. If the development enterprise fails to apply for housing subsidies within the specified time, all economic losses and legal responsibilities caused thereby shall be borne by the development enterprise itself.
2. Newly-built commercial housing purchased during the subsidy period can only apply for house purchase subsidy after completing the first online signing contract and completing the first filing, otherwise it cannot enjoy the house purchase subsidy.
3. The sales contract for newly-built commercial housing that has applied for housing subsidies cannot be revoked. If it is really necessary to cancel the contract for some reason, the applied housing subsidy must be refunded in full before the contract can be cancelled.
4. The houses provided by the government for the physical resettlement of sheds are not entitled to housing subsidies.
5. If the development enterprise commits fraud or other illegal circumstances, after investigation, in addition to paying back the subsidy funds, it will be investigated for its legal responsibility according to the government subsidy funds in accordance with the law and regulations, and entered into the enterprise credit information system files.
6. If the purchaser provides false proof to enjoy the purchase subsidy in violation of regulations, or maliciously takes the subsidy funds by buying the house first and then checking out, after investigation, in addition to recovering the subsidy funds, the legal responsibility will be investigated according to the government subsidy funds according to the law and regulations, and recorded in the personal credit information system files.
7. If the staff of relevant functional departments practise fraud, collude with others to defraud subsidy funds or commit other illegal acts, once verified, they will be severely dealt with according to party discipline, laws and regulations.
