Article 2 These Regulations shall apply to property management activities within the administrative area of this Municipality. Article 3 The term "property management" as mentioned in these Regulations refers to the preliminary property management carried out by the construction unit by hiring a property service enterprise and signing a written contract; Owners, by hiring property service enterprises or other managers, maintain, conserve and manage the houses, supporting facilities, equipment and related sites in accordance with the stipulations of the property service contract, or through self-management methods such as self-service property management and simple property management, so as to maintain the environmental sanitation and related order in the property management area. Article 4 The people's governments of cities, autonomous counties and districts (including the Administrative Committee of High-tech Zone, the same below) shall promote the socialization and specialization of property management and cultivate the property management market.

the property administrative departments of autonomous counties and districts are responsible for the supervision and management of property management activities within their respective jurisdictions.

street offices and township (town) people's governments shall, under the guidance of the property administrative departments of autonomous counties and districts, do a good job in the specific work of property management activities within their respective jurisdictions.

the community residents' committee is responsible for the coordination and service of property management activities in this area according to law.

planning and construction, price, industry and commerce, finance, public security, fire protection, civil affairs, comprehensive law enforcement, environmental protection, quality supervision and other relevant administrative departments shall, according to their respective responsibilities, do a good job in property management according to law. Chapter II Newly-built Property and Early-stage Property Management Article 6 The supporting facilities for public services within the property management area shall be planned, designed and constructed in strict accordance with the standards and norms stipulated by the state and the province.

when issuing the planning permit, the planning and construction administrative department shall review the planning and design of public service facilities in the property management area, and the public service facilities shall meet the planning requirements.

the property management area shall be divided by the property administrative departments of autonomous counties and districts according to regulations. Article 7 The real estate for property management is provided by the development and construction unit, and the housing area is not included in the shared public construction area, and the property right belongs to all owners. The allocation of property management houses shall meet the following standards:

(1) The construction area shall not be less than 3‰ of the total area of the construction project, and the proportion of less than 81 square meters shall be 81 square meters. The office space of the owners' committee shall not be less than 1.5 square meters, which shall be adjusted in the property management space;

(2) Property management houses should be independent houses above the ground, and have basic functions such as water, electricity, heating, lighting and communication. Eighth real estate administrative departments in the issuance of pre-sale permits for commercial housing, for the initial registration of the ownership of houses and supporting buildings in the property management area, it should check and indicate the location and area of the property management space.

the development and construction unit shall make signs for property management houses and publicize them. Article 9 The supporting facilities for public services in newly-built residential quarters shall meet the following conditions:

(1) Domestic water shall be incorporated into the public water supply network, and household meters shall be installed;

(2) rainwater and sewage discharge shall be incorporated into the urban rainwater and sewage discharge system;

(3) the electricity consumption of residential areas should be incorporated into the urban power supply network, and household meters should be installed;

(4) In the area covered by the urban pipeline gas and central heating main network, complete the laying of indoor and outdoor residential gas and heating pipelines and connect them with corresponding pipe networks, and install household gas meters, household heating metering meters and control devices;

(5) telephone communication lines, cable TV lines and broadband data transmission information ports are laid to households, and safety monitoring devices and other safety prevention facilities and equipment, letter boxes, etc. are configured in place according to the planning and design requirements;

(6) Complete the construction of public fire-fighting facilities such as fire water supply and fire truck passage according to the planning requirements;

(7) There are direct roads connecting residential roads with urban roads or highways;

(8) Complete the construction of supporting facilities for public services such as education, health, transportation, sanitation, commercial services, property services and government administration according to the planning requirements;

(9) Complete the greening construction and the allocation of garages and parking spaces according to the planning requirements;

(11) If the residential area is built by stages, effective isolation facilities shall be set up around the completed residential area and the construction site;

(11) other conditions stipulated by laws and regulations. Article 11 The development and construction unit shall be responsible for the investment of supporting facilities for professional public services such as water supply, power supply, gas supply, heating, communication, cable TV and broadband data transmission to user terminals in the property management area, and entrust units with design, construction and supervision qualifications to design, construct and supervise according to law, and design, construct and accept at the same time with the main project.

when the professional public service facilities are completed and accepted, all professional business units shall issue on-site acceptance reports.

after signing an agreement with the development and construction unit, professional business units will take over the property rights of various professional public service facilities, and they will be responsible for daily management and maintenance from the date of receipt.
