(1) Wuhan Food and Cosmetics Supervision Institute was established as a full-budget institution at the level. The Municipal Food and Cosmetics Supervision Office is the executive body of the Municipal Food and Drug Administration to perform the functions of food and cosmetics supervision. Entrusted by the food and drug supervision and administration department at the same level, it is mainly responsible for the supervision and law enforcement of preventive and regular food safety, health food safety and cosmetics safety in the catering industry. There are 7 departments in the Food and Cosmetics Supervision Office: Office (Finance Department), Legal Department, Supervision Department 1, Supervision Department 2, Supervision Department 3, Supervision Department 4 and Supervision Department 5. According to the spirit of the Notice of the Municipal Organization Committee on the Adjustment and Transfer of the Responsibilities of the Municipal Health Bureau (Wu Bian [2119] No.29), the 61 career preparation of the Municipal Health Supervision Office was transferred to the Municipal Food and Cosmetics Supervision Office for use, and the full budget was prepared. According to the regulations, 1 directors (director level), 3 deputy directors (deputy director level), 7 leadership positions at the director level and 8 leadership positions at the deputy department level were approved.
(2) Rename Wuhan Food and Drug Administration and Inspection Institute as Wuhan Food and Drug Administration, which is mainly responsible for the inspection and testing of food and drugs. The original level, establishment and funding form remain unchanged.
(3) Division of responsibilities of various departments related to food safety supervision. The Municipal Food and Drug Administration shall undertake the duties of the Office of the Municipal Food Safety Committee and organize the investigation and handling of major food safety accidents; Responsible for the supervision of catering services such as restaurants and canteens, take the lead in establishing a comprehensive coordination mechanism for food safety, be responsible for the comprehensive coordination of food safety, and establish a food safety supervision responsibility system and accountability system in accordance with the principle of consistency of responsibilities and rights. Municipal Bureau of Agriculture is responsible for the supervision of edible agricultural products. The Municipal Bureau of Quality and Technical Supervision is responsible for the supervision of food production and processing. The Municipal Administration for Industry and Commerce is responsible for the supervision of food circulation. The Municipal Health Bureau is responsible for assisting the municipal food and drug supervision and administration department and relevant departments to carry out sanitary treatment and epidemiological investigation on the scene of food safety accidents. All departments should work closely together to form a joint force and do a good job in food safety supervision.
(4) Division of responsibilities for the supervision and management of food production, circulation and catering services. The Municipal Food and Drug Administration is responsible for the supervision and management of food hygiene licenses in catering services such as restaurants and canteens. The Municipal Bureau of Quality and Technical Supervision is responsible for the supervision and management of food production license. The Municipal Administration for Industry and Commerce is responsible for the supervision and administration of food circulation permit. No longer issue hygiene licenses for food production and circulation.
(5) The establishment, responsibilities and staffing matters of affiliated agencies and other institutions shall be stipulated separately.
