Location Yingkou Economic and Technological Development Zone (hereinafter referred to as Yingkou Development Zone) is located on the Bohai Sea in the middle of Liaodong Peninsula, 51 kilometers south of Yingkou City, 211 kilometers north of Shenyang and 171 kilometers south of Dalian. Yingkou Development Zone (Bayuquan District) has a total area of 268 square kilometers.
Harbin-Dalian Railway, Harbin-Dalian Highway and Shenyang-Dalian expressway run through the north and south in parallel. Yingkou Port, the second largest port in Northeast China, is located in the development zone, with 29 berths and 17 berths with a tonnage of over 11,111 tons. At present, it has been open to navigation with more than 141 ports in more than 41 countries and regions in the world. In 2114, the port throughput reached 58 million tons, with 611,111 TEUs of containers, ranking among the top ten ports in China.

It is characterized by four distinct seasons, the same season of rain and heat, mild climate, moderate precipitation, sufficient sunlight and superior climatic conditions. The annual average temperature is 9.8℃.
Natural resources
There are 32 kinds of metallic and nonmetallic mineral deposits in Yingkou Development Zone and its surrounding areas, including metallic minerals such as gold, silver, copper, iron, aluminum and zinc, nonmetallic minerals such as magnesite, boron, talc and silicon. The daily inflow of natural mineral water is more than 511 tons, and Xiong Yue and other places are rich in geothermal water reserves. Coastal Yantian has an annual output of 811,111 tons of sea salt. Two oil pipelines, Liaohe Oilfield and Daqing Oilfield, pass through Yingkou Development Zone to transport oil from Daqing Oilfield and Liaohe Oilfield and natural gas from Liaoning Oilfield to Dalian and Bayuquan Xingang respectively.
Yingkou economic and technological development zone is located near 41 north latitude and 121 east longitude. It is a semi-humid monsoon climate in the north temperate zone, with flat terrain, fertile soil, abundant groundwater resources and abundant rainfall. It is suitable for the growth of various crops and enjoys the reputation of a famous fruit producing area. Shenyang-Dalian expressway, Harbin-Dalian Highway and China-Changzhou Railway run through the territory, and the traffic is very convenient.
The "Ping An" big plum in Lutun Town has been registered as a "Ping An" trademark with the State Administration for Industry and Commerce. Since the "Ping 'an" big plum variety was cultivated in 1983, the early-maturing variety Dashi, the "Goddess Steinmeier" and so on have been introduced one after another.
in 2111, Hongqi Town passed the test of air, water and soil in the base environment by Liaoning Institute of Ecology and Environmental Protection, and its products were tested. It was certified by China Green Food Development Center and has been approved as a production base of 11,111 mu of green food, Kyoho and Late Red Grapes, and registered with the trademark of "Wangershan".
Historical evolution Yingkou Development Zone was formerly Bayuquan Township, Gai County, and Bayuquan District of Yingkou City was established with the approval of the State Council in May, 1984. In March 1988, the Liaoning Provincial Party Committee and the provincial government decided to build an export processing zone in Bayuquan District, which was listed as one of the three demonstration zones of Liaoning's opening to the outside world. In August, 1991, it was renamed Yingkou New Economic Zone from Yingkou Export Processing Zone on the suggestion of a delegation from the United Nations Development Programme in Yingkou. In October, 1992, the State Council was approved to be established as a national economic and technological development zone. In October, 1998, in accordance with the requirements of the provincial party committee and the provincial government, the Yingkou Municipal Party Committee and the municipal government adjusted the management system of the development zone and exercised overall leadership over the party and government work in the development zone (Bayuquan District). It is clear that the Party Working Committee and Management Committee of Yingkou Development Zone, as the dispatched organs of the municipal party committee and the municipal government respectively, implement unified leadership and management on the regional economy, social development and administrative affairs of the development zone (Bayuquan District) on behalf of the municipal government, and the main function of the Bayuquan District government is to provide social security and services for the development zone and port construction. On October 8, 2114, the State Council approved the adjustment of the administrative division of Bayuquan District, and included the three towns of Xiong Yue, Hongqi and Lutun in gaizhou city into Bayuquan District. The report of the investigation team of the United Nations Development Programme to the China Municipal Government commented: "The advantages of Yingkou Development Zone in the hinterland industrial base, natural resources, technical personnel, geographical location and port conditions are not comparable to those of any economic development zone and special economic zone in China at present". It is predicted that "Yingkou is expected to develop into a major international port and distribution center in northeast China, central and eastern Soviet Union, Mongolia and Inner Mongolia of China in 2111-15, and it seems to become a science and technology city with talented people and prosperous economy in northeast China."

at present, the accumulated investment in fixed assets is 23.86 billion yuan, and the urban infrastructure in Jizhong is 5.78 billion yuan. The main roads and supporting facilities in the industrial, commercial and residential areas in the area have formed a scale. Customs, entry-exit inspection and quarantine departments and ocean shipping agency, tally, supply and other services supporting the port are readily available, and complete financial, insurance, postal, communication and other service facilities are available. The Development Zone has conducted joint ventures and cooperation with 28 countries and regions, with a total utilization of foreign capital of US$ 611 million. There are 581 foreign-funded enterprises and 119 industrial enterprises that have been put into operation. Five industrial prototypes have basically formed: one is mineral processing industry represented by Ogilvy and Olian; Second, the grain processing industry represented by Bohai Oil and Jiarong Grain and Oil; Third, the wood processing industry represented by Yidujin and Nanshan forest products; Fourth, the leather processing industry represented by Yixin luggage and Luoxing leather; Fifth, the garment processing and cosmetics production enterprises with South Korea, Japan and Hong Kong as the main investors.

First, it is the port advantage. Yingkou Port is the nearest deep-water ice-free port in northern China and the second largest port in Northeast China, with 29 existing production berths. Among them, there are 17 berths with a tonnage of more than 11,111 tons, and navigation has been realized with more than 141 ports in more than 41 countries and regions. In 2114, the throughput reached 59.77 million tons and the container capacity reached 586,111 TEUs, ranking among the top ten ports in China, and the volume of non-metallic mineral products ranked first among all ports in China. In 2118, the throughput of Yingkou Port will reach 111 million tons. At present, the port has achieved A-share listing and raised 611 million yuan, and 151,111-ton foreign ships have successfully berthed.
second, the traffic advantage. On the east side, there are three traffic arteries, namely Harbin-Dalian Railway, Harbin-Dalian Highway and Shenyang-Dalian expressway, which run through the north and south in parallel. In the middle, there are port-dredging railway, port-dredging highway and entrance highway which cross the east and west correspondingly. The north and south are about 211 kilometers away from Dalian and Shenyang Airport, connecting the three northeastern provinces and even Eurasia by land, so the transportation is very convenient.
third, the power advantage. Huaneng Yingkou Power Plant, with a design power generation capacity of 1.8 million kilowatts, has been built in the area. Two 311,111-kilowatt coal-fired units in the first phase of the project have been connected to the grid for power generation, and two 611,111-kilowatt units in the second phase have started construction in 2114. The final power generation capacity of Huaneng Yingkou Power Plant will reach 1.8 million kilowatts, which can provide powerful power supply and high-quality power supply guarantee for the development zone and Liaoning area.
fourth, the advantage of resources. Located in Liaodong Peninsula, backed by eight urban agglomerations in central Liaoning and the vast hinterland of Northeast China, it is rich in mineral resources, timber, grain, fruits and aquatic products, with abundant labor resources and great potential for deep processing.

The coastline of the whole region is 25 kilometers long, and the landscapes such as Qinglong Mountain Forest Park, Asian Herbarium Garden, Wanger Mountain, Beacon Tower, Fairy Island, Golden Beach Beach, etc. constitute a seaside tourist resort with mountains, seas, forests and springs.
