First, introduce the background.

Firstly, it is the objective requirement of the present situation of preschool education in our city. By the end of 20 15, there were all kinds of kindergartens 1 162 in the city, including 857 private kindergartens, accounting for 74.8% of the total number of kindergartens; There are 207,387 kindergarten children, including private children 143 136, accounting for 69% of the total number of kindergarten children; There are 22,273 teaching and administrative staff, of which16,682 are in-service teaching and administrative staff in private kindergartens, accounting for 75% of the total number of teaching and administrative staff in preschool education; In the first three years, the city's gross enrollment rate was 97.57%, which was 265,438+0.29 percentage points higher than that of 2065,438+00. However, there are still many difficulties and problems in the development of private preschool education in our city, which are mainly manifested in the imbalance between urban and rural development, the serious shortage of "high-quality inclusive" preschool education resources, the generally poor running conditions of existing private kindergartens, the serious tendency of "primary school" and the low overall development level. Therefore, to increase support for private kindergartens, encourage and guide private kindergartens to provide inclusive services to the society, and the government should reward and supplement private kindergartens that provide inclusive services.

The second is the realistic demand for the healthy development of preschool education. In order to implement the spirit of the Three-year Action Plan for the Development of Preschool Education in Kunming (20 14-20 16) (Kuntong (2014) No.7), accelerate the harmonious, healthy and scientific development of preschool education in our city, and effectively solve the problem of "it is difficult to enter public parks and private parks".

The third is the need to implement the relevant policies of the state and the province. According to the Notice of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Interim Measures of the Central Government for Supporting the Development Funds of Private Kindergartens (Cai Jiao [20 1 1] No.408), the central government has set up a "subsidy fund for supporting the development of private kindergartens" from 2011to support inclusiveness. The Yunnan Provincial Department of Finance and the Yunnan Provincial Department of Education also issued the "Implementation Opinions on Supporting the Development of Inclusive Private Kindergartens in Yunnan Province" in 20 12, proposing that from 20 12, the provincial finance will arrange special funds every year to reward private demonstration kindergartens, especially approved inclusive private kindergartens, according to the level and conditions of running the park. It also requires local governments at all levels to incorporate the inclusive private kindergarten awards into public financial responsibilities and actively support the healthy development of inclusive private kindergartens. Combined with the reality of our city, it is imperative to formulate the identification and management methods of inclusive private kindergartens and implement the requirements of the state, province and city.

Fourth, the realistic need to solve the outstanding problems in the development of preschool education in our city under the new situation.

In recent years, our city has adopted a series of policies and measures to accelerate the development of preschool education. Although the development of preschool education has made some good achievements, the problem of "it is difficult for public parks to enter the park and expensive for private parks" has not been fundamentally solved, and the resources of public parks and inclusive private parks are still in short supply. Therefore, it is helpful to solve the outstanding problems of preschool education, such as "it is difficult to enter a public kindergarten, but it is expensive to enter a private kindergarten", by formulating the identification and management methods of inclusive private kindergartens that are in line with the actual situation of our city, subsidizing qualified inclusive private kindergartens, improving the quality and level of running kindergartens through the guidance of award and subsidy funds, and urging private kindergartens to provide inclusive services to ensure that school-age children receive basic and quality preschool education.

Second, the main content

(1) recognition condition

The "Measures" apply to private kindergartens that meet certain conditions, as well as inclusive private kindergartens that apply for review in accordance with relevant procedures. Therefore, there are three requirements for the qualification: first, it is approved by the education department and holds relevant licenses, and the annual inspection is qualified. The level of running the park has reached the provincial level 3 and above, and the actual monthly education fee is not higher than that of public kindergartens at the same level. Private kindergarten 1.5 times. Second, the scale of running the park: more than 6 classes in the urban area (including the county), with more than 0/80 children in the park; There are more than 4 classes in towns and villages, and there are more than 20 children in the park/kloc-0; There are more than 3 classes at the village level and more than 90 kindergartens. Third, kindergartens have complete classes in large, middle and small classes. The number of full-time kindergarten teachers and staff is equipped according to the Ministry of Education's Standards for Kindergarten Teachers and Staff (Provisional), and all kinds of personnel meet the corresponding qualifications. The salary of teaching staff shall not be lower than the local minimum wage; And buy social insurance such as old-age care for faculty and staff according to law.

(ii) Identification procedures

The "Measures" stipulate that the identification of inclusive private kindergartens shall be carried out in accordance with three procedures: kindergarten declaration, county-level identification and municipal filing. All private kindergartens should declare to the local education authorities on a voluntary basis; The local administrative departments of education, finance, development and reform shall preliminarily identify the declared kindergartens according to the identification conditions, and announce the preliminary identification results to the public. Publicity without objection, issued by the inclusive private kindergarten approval, announced to the public, accept social supervision; The county education administrative department will report the list to the Municipal Education Bureau for the record.

Three. (3) About supporting policies

The "Measures" propose that recognized inclusive private kindergartens can mainly enjoy seven support policies: First, special funds for the development of private education are set up at the city and county levels to support inclusive private kindergartens. Second, the central and provincial financial support for the development of private kindergartens, with the focus on subsidies for inclusive private kindergartens. Third, the use of financial funds at all levels to rebuild and expand idle school buildings and build kindergartens in residential areas belongs to the government. For holding inclusive private kindergartens, you can enjoy preferential policies for rent reduction and exemption. Fourth, children with financial difficulties in inclusive private kindergartens have priority to enjoy government funding. Fifth, the training of principals, backbone teachers and various employees organized by the education administrative departments of cities and counties, giving priority to inclusive private kindergartens. Sixth, the teaching level of inclusive private kindergartens will be further improved through pairing assistance between provincial demonstration parks and inclusive private kindergartens, and county-level education departments will send teachers to teach in the parks. Seventh, give other support within the scope permitted by the policy.

(four) the scope of use of support funds

The "Measures" proposes to support the recognized inclusive private kindergartens, but the scope of use of support funds mainly includes two aspects: First, the scope of use of central and provincial financial funds is implemented according to the project requirements. Two, the municipal inclusive private kindergarten support funds in accordance with the "Kunming private education development special funds management approach" requirements.

For the recognized inclusive private kindergartens, management requirements are put forward mainly from the aspects of effectiveness, withdrawal, safety and financial accounting. First, after the inclusive private kindergarten is recognized according to the procedure, the legal representative will sign the Kunming Inclusive Private Kindergarten School Agreement and report it to the county-level education administrative department for the record. Third, after the inclusive private kindergarten is recognized, it is valid for three years, and it may not be revoked without special reasons within the validity period. The charging standard shall not be adjusted by itself within the validity period, and shall be declared again after the expiration. Inclusive private kindergartens that have withdrawn due to special reasons within the validity period should apply to the county-level education and finance departments six months in advance, and publicize them to the public after examination and approval by the identified departments, and stop allocating financial support funds at all levels. The third is the occurrence of major safety accidents, arbitrary charges, and unqualified annual inspections. Within the validity period of inclusive private kindergartens, once verified, their qualifications for inclusive private kindergartens will be cancelled, and they may not apply for inclusive private kindergartens within three years. Fourth, inclusive private kindergartens must establish and improve financial, accounting, asset management and campus safety management systems. Inclusive private kindergartens that enjoy financial subsidies shall manage government-funded subsidy funds and standardize the use of bills.

Six, (six) about management responsibilities

At present, the examination and approval authority of private kindergartens in our city is in the education administrative departments of counties (cities). According to the principle of "who approves, who manages" and considering the reality, the supervision of inclusive private kindergartens is mainly managed by counties (cities). County education, finance, development and reform, auditing and other administrative departments are responsible for guiding and supervising the use of funds and project implementation of inclusive private kindergartens, and implementing annual financial audit of municipal support funds. The municipal administrative department of education, finance and development and reform shall supervise, inspect and evaluate the use of subsidy funds for inclusive private kindergartens.

(7) About punishment

The "Measures" put forward three penalties: First, if the declaration of inclusive private kindergartens is fraudulent, the county-level education administrative department will give informed criticism and cancel the qualification for this declaration. Second, in the process of running the park, the county-level education administrative department should order those who fail to run the school to rectify. Refuses to rectify, cancel the qualification of inclusive private kindergartens, and stop allocating the corresponding annual subsidy funds; If the circumstances are serious, the relevant legal responsibilities of the legal representative shall be investigated; Those suspected of committing a crime shall be handed over to judicial organs for handling. Third, if the inclusive private kindergarten uses the subsidy funds in violation of regulations, the county-level education administrative department shall give it to informed criticism and order it to make rectification within a time limit. ; If the circumstances are serious, cancel the qualification of inclusive private kindergarten, recover the subsidy funds, and investigate the legal responsibility of the legal representative. ; Those suspected of committing a crime shall be transferred to judicial organs for handling.
