The emergency management departments of the people's governments at or above the county level shall supervise and manage the fire control work within their respective administrative areas, and the fire rescue institutions of the people's governments at the corresponding levels shall be responsible for the implementation.
Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in fire control according to law. Article 11 People's governments at or above the county level shall, in accordance with the provisions on the division of financial rights and expenditure responsibilities in the field of emergency rescue, include the funds needed for fire control work in the fiscal budget at the corresponding level, and ensure the construction of public fire control facilities such as national comprehensive fire rescue stations and fire control equipment and the examination and acceptance of fire control design. Relevant departments and units of ecological environment, transportation, health, communication management, meteorology, water supply, electricity supply and gas supply shall perform their duties according to the needs of fire fighting and emergency rescue institutions, and provide information that may affect fire safety, fire fighting and emergency rescue work in a timely and free manner. Thirteenth fire rescue institutions of the people's governments at or above the county level shall perform the following duties according to law:

(six) to participate in emergency rescue work under the unified leadership of the government;
(seven) regularly report to the people's government at the corresponding level on fire safety work;
(eight) other duties as prescribed by laws and administrative regulations. Fourteenth organs, organizations, enterprises, institutions and other units and individual industrial and commercial households with fixed production and business premises shall be responsible for the fire safety of their own units and places and perform the following fire safety duties:
(a) the implementation of fire safety responsibility system, formulate fire safety system, fire safety operating rules and fire fighting and emergency evacuation plan;
(two) in accordance with national standards and industry standards, the allocation of fire facilities and equipment, set up fire safety signs, and regularly organize inspection, repair and maintenance, to ensure that it is in good condition and effective;
(three) at least once a year to conduct a comprehensive inspection of building fire control facilities, to ensure that they are in good condition and effective, inspection records should be complete and accurate, and archived for more than two years for future reference;
(four) to ensure the smooth passage of evacuation routes, safety exits and fire engines, and to ensure that the fire prevention and smoke prevention zones and fire prevention intervals meet the technical standards for fire control;
(five) to organize fire safety inspection and eliminate fire hazards in time, and the records of fire safety inspection and fire hazard rectification shall be filed for more than two years for future reference;
(six) organize a fire drill at least once a year, and the drill records shall be filed for more than two years for future reference;
(seven) other fire safety duties as prescribed by laws and regulations.
The legal representative or principal responsible person of the unit is the person in charge of fire safety of the unit or place.
