In order to thoroughly implement the decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government, and accelerate the recovery and stable employment, according to the spirit of the document "Implementation Opinions of the General Office of the People's Government of Zhejiang Province on Further Improving the Work of Stabilizing Employment" (Zhejiang Zhengban Fa [2020]19), with the consent of the municipal government, we hereby put forward the following implementation opinions.
First, encourage college students to come to Wenzhou for employment.
(1) guide college graduates to find jobs through multiple channels.
For college graduates who work in small and medium-sized enterprises within 2 years after graduation, they will be given monthly employment subsidies of 300 yuan, 500 yuan, 1 10,000 yuan and 2,000 yuan respectively according to their college, undergraduate, master's and doctoral degrees, and the subsidy period will not exceed 2 years. College graduates who work in domestic service or agricultural enterprises within five years after graduation and pay social insurance premiums of 1 year or more according to law shall be given an employment subsidy of 1 10,000 yuan every year, and the subsidy period shall not exceed three years. If college graduates achieve flexible employment within 2 years after graduation, they will be given social security subsidies according to 300 yuan every month, and the subsidy period shall not exceed 3 years.
(2) Provide rental subsidy support.
Full-time college graduates who are newly employed in small and medium-sized enterprises in urban areas, have no housing in urban areas and have graduated for less than 5 years will be given monthly rental subsidies in 300 yuan, and the subsidy period will not exceed 3 years. The rental subsidy for full-time undergraduate and above college graduates shall be implemented in accordance with the Notice of Wenzhou Municipal People's Government of Wenzhou Municipal Committee of the Communist Party of China on Printing and Distributing 40 Opinions on Building a City with the Best Ecological Talents at a High Level.
(three) to give post travel subsidies.
College graduates who are employed in private enterprises for the first time within 2 years after graduation will be given job-seeking travel subsidies to 300 yuan, 500 yuan and 800 yuan respectively according to their starting places (places of origin or graduation) as Zhejiang Province and East China (except Zhejiang Province). Fresh graduates invited to Wenzhou to participate in talent introduction activities organized by government departments are recognized and enjoy job-seeking travel subsidies according to the same standards.
(4) Provide short-term accommodation services.
Where conditions permit, we should actively establish a post office for college students to provide free short-term accommodation for college graduates (including college students in the year of graduation) within 2 years; Encourage social organizations to provide short-term accommodation services for college graduates (including college students in the year of graduation) who come to Wenzhou to apply for jobs within 2 years after graduation through government purchase services.

Small and micro enterprises that recruit new college graduates within two years after graduation and pay social insurance premiums 12 months or more according to law will be given social security subsidies. The subsidy standard is the sum of the minimum standards of basic old-age insurance, basic medical insurance and unemployment insurance paid by enterprises in the same period, and the subsidy period does not exceed 1 year. If small and medium-sized enterprises recruit college graduates in the graduation year, sign labor contracts for more than 1 year and pay social insurance premiums according to regulations, they will be given a one-time employment subsidy of 1 10,000 yuan, and the implementation period will be 2020 10/to February 2020 1. For small and medium-sized enterprises that do not lay off employees or lay off fewer employees, the unemployment insurance subsidy standard is 100% of the unemployment insurance premium paid by enterprises and employees in the previous year. Enterprise post security subsidy and social security fee refund cannot be enjoyed at the same time.
(6) Support the development of domestic service industry for the aged.
For graduates who have been engaged in aged care service and rehabilitation nursing for over 1 year in institutions for the aged and institutions for the disabled organized by social forces, according to their bachelor's degree or above, college graduates and secondary vocational school graduates (majoring in aged care and management, special education and rehabilitation treatment, among which disabled graduates are not limited by their majors), personal subsidies will be given to them, and the subsidies will be paid in three years, with 20% in the first year and 40% in the second year. The subsidy standard is 50% of the sum of the minimum standards of basic old-age insurance, basic medical insurance and unemployment insurance premium paid by the enterprise in the same period, and the subsidy period shall not exceed 3 years.
Third, support entrepreneurial innovation.
(seven) to give business subsidies to support.
College students, college graduates within five years of graduation, registered unemployed for more than half a year, people with employment difficulties, disabled people with certificates, demobilized cadres who choose their own jobs and retired soldiers who choose their own jobs (hereinafter referred to as "key groups") who start their own businesses for the first time and serve as legal representatives or engage in self-employment and normal business for more than 1 year will be given a one-time business subsidy 1 10,000 yuan.
If a "key person" starts a business and serves as the legal representative or engages in self-employment, it will be given a subsidy of 2,000 yuan per year; If there are more than 3 employees, an annual subsidy of 1 000 yuan will be given for every increase of1person, and the annual subsidy shall not exceed 20,000 yuan, and the subsidy period shall not exceed 3 years. If a "key group" starts a business and acts as the legal representative or engages in individual business, and rents a business site to start a business (except for business parks or enterprises that have enjoyed government rent subsidies), it will give an individual a subsidy of 20% of the actual rent, with an annual subsidy of no more than 5,000 yuan and a subsidy period of no more than 3 years. If a college graduate establishes a pension, housekeeping, disabled service or agricultural enterprise for the first time within 5 years after graduation and serves as the legal representative, the enterprise will be given a business start-up subsidy for 3 consecutive years. The subsidy standard is 50,000 yuan in the first year, 30,000 yuan in the second year and 20,000 yuan in the third year.
(eight) the implementation of commercial guarantee loans and discount system.
Enterprises and individual industrial and commercial households newly established within 3 years, their legal representatives or individual operators, who have a good personal credit record within the working age, may apply for business start-up guarantee loans. College students, college graduates who graduated in 10, people who have been registered as unemployed for more than half a year, people with employment difficulties, disabled people with certificates, demobilized cadres who choose their own jobs and retired soldiers who start their own businesses (hereinafter referred to as "key loan groups") can apply for loans secured by the Entrepreneurship Guarantee Fund. Newly established individual industrial and commercial households can apply for a loan of not more than 300 thousand yuan; New enterprises can apply for loans of no more than 600,000 yuan. Small and medium-sized enterprises that employ "key loan groups" can apply for a loan of 200,000 yuan per person according to the number of employees, with a maximum amount of 5 million yuan. The specific loan interest rate shall be determined by the handling bank in consultation with the borrower according to the operating conditions and credit standing of the borrower and the borrowing enterprise. Individuals and enterprises can apply for loan discount after repaying principal and interest. Financial institutions that carry out business guarantee loans may apply for fee subsidies. The discount standard shall be implemented with reference to the relevant provisions of the province, and the term of business guarantee loans, discount and handling fee subsidies shall not exceed 3 years.
(nine) funding outstanding entrepreneurial projects.
College students and college graduates within five years of graduation have won the top three places in the entrepreneurial competition at all levels, and the project has landed in Wenzhou and operated normally 1 year or more. According to the county (city, district) level, municipal level, provincial level and national level, enterprises will be subsidized by 20,000 yuan, 50,000 yuan, 6,543.8+10,000 yuan and 200,000 yuan, and excellent entrepreneurial projects (national first prize will be subsidized by 500,000 yuan).
Fourth, strengthen skills training.

Unemployed college graduates who have left school for two years and 16-24-year-old unemployed youth voluntarily participate in employment probation. If the trainee base pays the basic living allowance to the trainee according to the local minimum wage standard, the trainee base shall be given a subsidy of not less than 60% of the minimum wage standard. Among them, the subsidy ratio of municipal trainee bases is 70%, and the retention rate of national and provincial bases reaches 50%, which can be increased to 80%. Employment trainee allowance is allowed to be used for the guidance and management expenses of trainee units.
In the graduation year, college students participate in training, and the training base pays the living allowance for the students according to the local minimum wage standard, and the training base gives subsidies according to 60% of the local minimum wage standard; Pay personal safety insurance premiums (including work-related injury insurance) for students during the probation and training period, and the trainee (training) base will give subsidies according to the highest 50 yuan standard per person after the expiration. If the government organizes undergraduate and above college students (including Hong Kong, Macao and Taiwan students) to come to Wenzhou for short-term internship, they will be given an internship subsidy of 1.200 yuan per person per month, and bear the necessary expenses such as accommodation, transportation, communication, investigation and visit during the internship.
The comprehensive commercial insurance expenses of interns during the warm period shall be borne by the government. A number of internship (training, internship) bases for college students are recognized in the city every year, among which Wenzhou double-class university internship (training, internship) bases are recognized. If graduate students or double-class college students (internship 1-3 months) 10 are accepted within one year, the annual work reward of the base will be given 10000 yuan. Those who are retained after the internship period will be rewarded according to the standard of retention 1 person of 2000 yuan (if they need to be retained for more than 1 year, the social security payment time shall prevail). Those who are rated as municipal, provincial and national internship (training and probation) bases will be given one-time rewards of 20,000 yuan, 30,000 yuan and 50,000 yuan respectively.

Implement a lifelong vocational skills training system, and subsidize pre-job training, vocational skills training, appraisal and entrepreneurship training. If the newly recruited employees of the enterprise conduct pre-job skills training for a certain period of time within 1 year, the training subsidy of 200 yuan shall be given to each enterprise according to the regulations; Training institutions provide pre-job training for domestic service personnel. If the training reaches a certain period of time, 200 yuan subsidy will be given to each training institution according to regulations. During the period from 65438+1 October1to 202 1 and February 3 1 2020, the project-based training will be subsidized according to the 25 yuan per person and no more than 2,000 yuan per class hour, and the project-based training for enterprises affected by economic and trade frictions and specific enterprises such as five strategic emerging industries in our city can be increased by 30%. For the "two generations" of low-income peasant family labor, employment difficulties, zero-employment family members, rural students and urban low-income family students, monthly living expenses subsidies will be given according to the local minimum living security standard during the training period. Living allowance is only 1 time per person per year, and less than 30 days are counted as 1 month, and unemployment insurance cannot be received at the same time. Employees who have paid unemployment insurance benefits continuously for more than two months 1 7 and1and obtained primary (grade 5), intermediate (grade 4) and advanced (grade 3) vocational qualification certificates will be given 65,438 yuan and 65,438+respectively.
Belonging to the scope of "Wenzhou City Shortage Occupation (Type of Work) Catalogue", the subsidy standard for skill upgrading has risen by 50% on the basis of the original standard. Senior technicians and technicians will be given a monthly allowance of RMB 1 000 for three years for newly obtained national vocational qualification certificates, skill grade certificates or newly introduced high-skilled talents from outside the city. For high-skilled personnel training courses included in the annual plan, those who go to well-known domestic universities for training will be given a subsidy of up to 200,000 yuan per training course according to the standard of no more than 4,000 yuan per capita; If an advanced seminar is held in Wenzhou, the organizer will be given a subsidy of up to 30,000 yuan per training course. According to the occupational category (type of work) and competition fees, the organizers of provincial and municipal vocational skills competitions will be given a financial subsidy of no more than 654.38 million yuan. Wenzhou team participates in national and provincial competitions, giving necessary pre-competition training and participation fees.

(12) Improve the supply of public employment services.
Government departments such as human resources service institutions and other market entities organize inter-provincial counterpart labor cooperation, adjustment services for surplus and shortage of labor force in the province, and special activities for employment and entrepreneurship, and subsidize enterprise employment and entrepreneurship services according to standards such as travel expenses and accommodation fees. Enterprises to carry out employment monitoring organized by government departments, to give managers a monthly employment and entrepreneurship service subsidy in 50 yuan. For public welfare recruitment activities organized by universities, public employment service agencies and human resources service agencies, the subsidy for employment and entrepreneurship services shall not exceed 1.5 million yuan per game according to the actual cost. For quasi-public employment agencies organized by the government, employment and entrepreneurship service subsidies will be given to each person 10 yuan according to the number of successful introductions, and each person can enjoy up to 2 times a year. Quasi-public welfare employment agencies organized by the government provide free vocational guidance, public education and safety production knowledge training for workers, and subsidize employment and entrepreneurship services according to 5 yuan per person per year. Promote the construction of human resources market information network, employment and entrepreneurship information system, and carry out the construction of employment index system. We will promote the construction of grassroots human resources and social security platforms, popularize the Employment and Entrepreneurship Code (Ouyue Code), fully implement the employment and unemployment registration, and give the community an annual subsidy of 20,000 yuan. Standardize the management of village-level human social security coordinators, and give full-time and part-time coordinators monthly job subsidies in 900 yuan and 600 yuan; Give social security subsidies to full-time coordinators, and the subsidy standard is the sum of the minimum standards paid by basic old-age insurance, basic medical insurance and unemployment insurance companies in the same period. Give a one-time reward of 654.38 million yuan to the community (village) that won the title of provincial high-quality employment community (village).
(thirteen) to support entrepreneurial service institutions.
Give employment and entrepreneurship service subsidies to all kinds of employment and entrepreneurship service projects and activities provided by social service institutions. If a pioneer park or business incubator provides business incubation services for entrepreneurs, a business incubation subsidy of 5,000 yuan per household will be given to the pioneer park or business incubator according to the actual number of successful enterprises (more than 65,438 years of normal operation). Give the organizers no more than 200,000 yuan for various entrepreneurial competitions such as "Fantasy Zhejiang Tour" organized by the human resources and social security department; Give 30,000 yuan, 20,000 yuan and 1 10,000 yuan respectively to the players who have won the first, second and third prizes above the municipal level (1 first prize, second prize and third prize); County (city, district) level bonus is 50% of the municipal standard. Give no more than 200,000 yuan to the organizers of Maker Culture Festival, Entrepreneurship Feature Film and Wenzhou Home Economics Expert Competition. To carry out business forum activities, according to the standard of subsidizing 200 yuan for each participant, the organizer will be given a subsidy of no more than 5,000 yuan each time. Newly-built business parks for college students with an area of more than 5,000 square meters will be given a construction subsidy of no more than 3 million yuan (two thirds in the first year and one third in the second year) according to 500 yuan/square meter in the first two years, and an operation subsidy of no more than 1 10,000 yuan in the last three years according to the operation assessment. The newly-built business incubation demonstration base and business incubation demonstration enterprise will be rewarded with 654.38+10,000 yuan and 50,000 yuan respectively. Business incubation demonstration bases and business incubation demonstration enterprises are included in the library of employment and entrepreneurship service providers, and priority is given to the government's qualification to purchase services.
(14) Deepen school-enterprise cooperation.
Build a platform for exchanges and cooperation between schools and enterprises, and hold docking activities between schools and enterprises in due course. Support qualified enterprises and universities in our city to set up talent workstations with each other, and enterprises or universities that successfully set up stations will give a one-time subsidy of 50,000 yuan after the workstations run smoothly for one year. Units that set up multiple workstations can enjoy up to 2 financial subsidies.

(fifteen) to encourage college graduates from poor families to find jobs and start businesses.
For low-income families, orphans, disabled people, people who have obtained national student loans, poor families with disabled people, poor families with files and cards (including urban and rural low-income households recognized by the civil affairs department, low-income marginal households and other economically disadvantaged households recognized by the poverty alleviation department) and poor people, college graduates in the graduation year will be given a job-seeking and entrepreneurial subsidy of 3,000 yuan each.
(sixteen) to promote the employment of retired military personnel.
Properly resettle retired soldiers who meet the working conditions arranged by the government, and implement the provisions that the resettlement ratio of government agencies, institutions and state-owned enterprises is not less than 80%. Actively provide job recommendation, vocational training and business incubation services for demobilized military cadres who choose their own jobs and retired soldiers who start their own businesses. If an enterprise recruits self-employed retired soldiers and signs a labor contract with them for more than 1 year and pays social insurance premiums according to regulations, it will give a quota of 9,000 yuan per person per year according to the actual number of recruits within three years, and deduct the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and enterprise income tax concessions in turn. (seventeen) to strengthen the supply of public welfare jobs.
Public welfare posts arrange for college graduates and people with employment difficulties to pay social insurance, and give individuals monthly job subsidies in 600 yuan and social security subsidies in 300 yuan; Failing to pay social insurance, 700 yuan will be given a monthly post subsidy. If people with difficulties in living and obtaining employment realize flexible employment, they will be given social security subsidies according to 300 yuan every month. The term of post subsidies and social security subsidies can be extended to retirement except for those who are less than 5 years away from the statutory retirement age, and the longest time for other personnel is no more than 3 years. For the identified re-employment assistance base, the subsidy shall not exceed 1. 500 yuan per year according to the standard of 3,000 yuan per person with employment difficulties. Registered unemployed people in urban and rural areas who have difficulties in living, despite various social assistance, have not achieved stable employment, and are given 1.500 yuan subsidy every year. Unemployed college graduates from poor families, low-income families and marginal family members who have been registered unemployed for more than 6 months within 2 years of graduation can apply for a temporary living allowance of 6 months according to the minimum living guarantee standard, and each person can only enjoy the allowance once, not at the same time as the training living expenses. The required funds are paid by employment subsidy funds.

The subsidy standard is the sum of the minimum standards of basic old-age insurance, basic medical insurance and unemployment insurance premium paid by enterprises in the same period, and the subsidy period shall not exceed 3 years.
(nineteen) expand the scope of unemployment insurance.
Implement the policy of extending the treatment of older unemployed people. From February, 20 19 to June, 20 19, the unemployed who are unemployed after receiving unemployment insurance benefits and are less than 1 year away from the statutory retirement age will continue to pay unemployment insurance benefits to the statutory retirement age. Implement the unemployment subsidy policy in stages. From March 2020 to June+February 5438, unemployed people who were unemployed after receiving unemployment insurance benefits, whose payment period was less than 1 year, or whose payment period exceeded 1 year, but whose labor contract was terminated due to their own reasons, can apply for six months of unemployment benefits. The unemployment subsidy standard is linked to the payment time of unemployment insurance. For the unemployed whose payment time is less than 1 year, the unemployment subsidy standard is 20% of the local unemployment insurance money; Unemployed persons whose payment period exceeds 1 year (including 1 year) receive unemployment benefits at 30% of the local unemployment insurance premium. During the period of receiving unemployment benefits, unemployment insurance benefits, basic medical insurance, funeral subsidies and pensions are not enjoyed.
Supplementary rules
1. Definition of policy application scope and object.
The provisions listed in this policy are applicable to urban areas, and other counties (cities) may refer to the implementation, or formulate corresponding policies according to local actual conditions. The enterprises referred to are enterprises whose registered place and social security payment place are in Wenzhou city. Eligible social organizations and rural cooperatives enjoy the same entrepreneurship and employment policies as enterprises. Eligible returnees enjoy the same employment and entrepreneurship policy. The employment and entrepreneurship subjects involved in this policy need to operate normally, and individuals need to pay social insurance premiums according to law. The same object enjoys similar policies according to the principle of high priority and does not enjoy them repeatedly.
2. About the availability and acceptability of funds.
Funds are shared according to the current financial system, and all levels must be in place on time and in full. Special funds for employment can be used for other expenditures approved by the municipal government to encourage entrepreneurship and promote employment, including funds for entrepreneurial project development and publicity activities. All kinds of subsidies must be submitted within the reporting period, and will not be accepted after the deadline. Social security subsidies are subsidized according to the principle of "territorial management, first payment and then compensation".
3. In this opinion, college students and college graduates refer to students and graduates of full-time ordinary colleges and universities, returned overseas students with academic qualifications (including those studying abroad), graduates of advanced workshops and preparatory technician (technician) classes in technical colleges, and graduates of vocational education in special education colleges. The certificate of full-time education department shall prevail. The classification of small and medium-sized enterprises is confirmed according to the No.300 [20 1 1] standard of the Ministry of Industry and Information Technology. Flexible employment refers to the form of employment in which people of legal working age pay social insurance premiums as individual workers, in addition to establishing full-time labor relations with employers and individual industrial and commercial households. Starting a business for the first time does not include part-time entrepreneurs who establish labor relations with employers. "Above" includes this number.
4. This opinion shall come into force 30 days after the date of promulgation, and shall be valid until February 3, 20221day (except for the specific implementation period), and the implementation details shall be formulated separately. This opinion is interpreted by the Municipal Human Resources and Social Security Bureau. If there are continuous years and meet the requirements, the non-performance period can be extended, and if the extension period does not meet the requirements or the application is abandoned, the enjoyment will be terminated. If the previous provisions are inconsistent with this implementation opinion, this implementation opinion shall prevail; If it involves the adjustment of the superior regulations, it shall be implemented according to the new regulations of the superior.
