1) bidders collude with each other to maliciously raise the bid price;

2) bidders and bidders collude with the bidder to fix the winning bidder internally;

3) bidders collude with bidders and agents to realize the winning bid;

As long as there is evidence to prove that the above three are related, the bidriging can be recognized as bid rigging.
